The pennant of sea and river vessels of the customs authorities of the Russian Federation is a narrow conical stripe of the colors of the State Flag of the Russian Federation with braids, having at the luff the flag of the customs authorities of the Russian Federation. The ratio of the width of the flag to the length of the pennant is 1:12, the width of the flag to its length is 1:3. The cut-out length of the braids is 1/7 the length of the pennant, the opening of the braids is 1/2 the width of the flag.

The width of the banner is 110 cm, length is 130 cm, with a reserve of green fabric for attaching to the pole. The width of the frame with a wicker ornament is 15 cm, the width of the border trimmed with braid (galloon) along the free edges is 9 cm, the diameter of the eight-rayed stars is 6 cm. The three-dimensional coat of arms of the Customs is made of injection molded composite resin (plastic). For decorative coating of the emblem, enamels, gold paints (option for indoors) or metallization of the surface (option for indoors and outdoors) are used. By Decree of the President of the Russian Federation dated July 16, 2021 No. 335, the FCS emblem, flag, pennant were re-approved and the banners of the service, regional customs departments, customs houses and educational organizations under the jurisdiction of the FCS were re-approved, the flag of the customs authorities existing since 1994 was confirmed (named in the 2021 decree flag of the Federal Customs Service) and the pennant of sea and river vessels (in the 2021 decree called the pennant of “water vessels”) of the customs authorities of the Russian Federation. The graphic version of the emblem has been slightly updated, but the meaning of the emblem remains old. Description of the emblem in the text of Decree No. 335:

“The emblem of the Federal Customs Service is a quadrangular, with rounded lower corners, pointed at the tip emerald (green) heraldic shield, covering from below to half of a golden double-headed eagle, raising up its spreading wings, crowned with two small crowns and - above them - one large crown, connected with tape. On the shield there are crossed golden torches and caduceus. The height of the visible part of the eagle, including the large crown, is equal to the height of the shield."
