Kazakh customs officers have launched a free hotline “Call-center”

Kazakhstani customs officials have launched a free hotline “Call-center” at number 1412. Residents and guests of the country now have the opportunity to leave information or get advice in the field of customs.

This was reported by the DTK press service for the Kostanay region.

Operators answer questions received by the Call-center. If additional elaboration is required, then, depending on the essence of the issue, calls are distributed to experts of the Customs Control Committee. Voice information is also automatically recorded here. Information about the “Call-center” is posted on information stands at customs clearance centers, checkpoints and airports.

is based on the use of modern technologies and software and hardware that make it possible to quickly collect and process information and video data about customs operations carried out at remote customs posts and checkpoints.

According to the employees of the CTC of the Ministry of Finance of the Republic of Kazakhstan who provide feedback to the population, they provide advice on customs issues and receive reports of possible crimes committed in the field of customs and facts of corruption.

Also, any resident of the country and foreign citizens have the opportunity to report a delay in customs control and clearance. One of the advantages of introducing this hotline is the ability to report cases of smuggling.

Residents of the Kostanay region crossing the border or carrying out customs procedures also have the right to call 1412 and receive a response from a specialist.

Also, the Department of Customs Control for the Kostanay region provides its hotlines where you can report any unlawful actions of customs officers. During business hours, call in Kostanay 53-59-89 and 24-hour number 53-65-80.

For written requests and applications, a special box has been installed in the regional DTK building. All telephone and written requests are subject to consideration and appropriate action will be taken for each.

There are also questions about the digitalization of customs. When the Transparency Kazakhstan study was published, CARAVAN immediately sent a request to the State Revenue Committee asking for comments. The request was not accepted. It turned out that the Ministry of Finance and its committees do not work with documents by email! Only on paper!

Gentlemen! Comrades! Dear ones! The 21st century is just around the corner! What paper? Digitalization is in full swing in the country! On the e-gov portal you can get a fingerprint and phone number service! Soon the same service will be available by simply looking into the camera or licking the monitor. Has the Ministry of Finance fallen out of progress? It’s a pity that your ministry is not located in the villages of Kuigan or Mukyr. There are also no emails from local residents.

Peter I introduced stamp paper for official letters from the people. Learn from his experience. It might come in handy too.

We're leaving, wait

The day before, the Atameken NPP made a fuss: trucks with cargo from China had accumulated at the Nur Zholy checkpoint in the Almaty region. It's a mess at the border. Trucks sit idle in the adjacent territory for several days.

“CARAVAN” immediately sent its journalist to Khorgos. Better to see once than hear a hundred times!

Monday morning – the road is empty. We met only two loaded trucks. Empty cars were driving towards the border. We exchanged a few words with the driver of one of them during a short sanitary stop. Having learned that we were journalists and were going to find out the situation, he shrugged his shoulders: two days ago he loaded goods in China and returned across the border. Yes, it took some time. The New Year is ahead, trade with the Celestial Empire is brisk, we need to draw up documents... Then I arrived in Almaty, unloaded and returned to China. "What's the problem?" – he did not understand our interest.

11.30 am. At the customs post there is a queue of empty trucks. Two more trucks pulled into the checkpoint while we were parking. The driver of a car heading beyond the cordon said: there are a lot of cars on the Chinese side, because before the holidays everyone is trying to go out and bring goods. To my question: “Are there any problems with customs clearance?” the driver killed him on the spot: “Everything is calm, don’t escalate the situation, comrades.”

We were unable to see what was happening in the adjacent territory. The eye is not a hawk's eye, and the fence and different buildings are in the way.

In an informal conversation, one of the post employees said that the drivers are waiting for the documents to be completed and the cars checked. This is the border. Everyone will leave. No one will live there. According to him, the post allows maybe 50 cars from China every day. Or maybe more.

– There was a snowstorm a couple of days ago. The equipment at the post may have malfunctioned, but then everything got better,” said the man in uniform. – This may have caused a slight delay, but the cars are getting in and out.

- We've been standing for an hour. Why is no one leaving the post?

– We should arrive earlier, and not sleep! Everyone who wanted to left...

Our film crew was not allowed into the territory of the Nur Zholy checkpoint: for this we need to obtain permission in advance and this is not a matter of one day. The departure was in a hurry, so we did not have time to get permission. But it’s okay, working in the field is no stranger to work.

In the opposite direction, 6 loaded trucks left the PRC during the three hours of our duty at the checkpoint. Cars that have passed all procedures leave the post immediately. According to the rules, they are not allowed to stop. Therefore, we talked with the drivers of three vehicles transporting special equipment at one of the nearest sanitary stops. A few kilometers from the post there is a rest area and an outdoor toilet. We caught the drivers on it.

One of them said that he was from Almaty. On November 25, I went to China, loaded the equipment, then went through all the procedures and on November 26 at 13.30 left the customs post. I have not seen any critical accumulations of trucks in the adjacent territory (PRC). According to him, the Nur Zholy customs post is operating as usual; he has not heard any indignation from drivers or entrepreneurs about the idle cargo. His comrades confirmed: “everything is calm in Baghdad.”

Customs clearance in Kazakhstan

Customs clearance is a regulation necessary to perform work related to the movement of goods, cargo or vehicles to or from Kazakhstan. Customs clearance includes registration of goods or cargo at customs and payment of customs duties.

The cost of customs clearance in Kazakhstan depends on which group the product or cargo belongs to. The cost of customs clearance may include the cost of customs broker services in Kazakhstan .

We will discuss in more detail below the amount of customs duties in Kazakhstan and the procedure for their payment.

Formally there are no queues

Judge for yourself. There are 16 corridors for freight transport at the checkpoint - there and back. It can handle 2.2 thousand trucks per day. 15 thousand people can pass through the point. The State Revenue Committee promised to increase the throughput capacity of Khorgos by 30 times with the commissioning of the Nur Zholy post.

The capacity of the checkpoint on the Chinese side is even higher - more than 3 thousand cars per day. For a country that clothes and boots half the world, the Khorgos transition is one of many and not the most important.

But the neighbors act cunningly. So that the PRC customs is not accused of poor work, the delay does not occur at the point itself, but at the unloading and loading stage. That is, to the territory of the post. Therefore, formally there are no queues at the checkpoint. Their customs works so that ours can keep up with them.
