The Federal Customs Service of Russia carries out large-scale explanatory work when introducing regulatory legal acts of the Customs Union. To the traditional forms (information and consultation, work with citizens’ appeals, advisory councils with participants in foreign economic activity), new ones have been added: a 24-hour telephone hotline, electronic Internet “Question and Answer”, Internet seminars (webinars), temporary consultation centers.

From July 1, 2010, the Federal Customs Service of Russia and regional customs authorities begin operating 24-hour hotlines to provide information and advisory support to participants in foreign trade activities when the regulatory legal acts of the Customs Union are put into effect.

Since July 1, the multi-channel telephone of the Federal Customs Service of Russia has been operating 24 hours a day. Information about hotline telephone numbers in the regions is posted on the Internet sites of the Federal Customs Service of Russia and regional customs departments and customs offices. Answers to the most frequently asked questions will also be posted here.

By order of the head of the Federal Customs Service of Russia Andrei Belyaninov, mobile groups of qualified officials have been formed in the customs authorities to promptly respond to emerging problems among participants in foreign economic activity during customs procedures.

In anticipation of the entry into force of the Customs Code of the Customs Union, explanatory work in cooperation with the media was intensified.

More than 50 meetings were held throughout the country. More than 30 messages devoted to various aspects of the formation of the customs union have been published on the official Internet site of the Federal Customs Service of Russia.

More than 250 meetings, conferences, seminars and round tables were held with the participation of customs experts.

The capabilities of information technology are also used, including video conferencing and webinars. A special section “Customs Union” has been created on the website of the Federal Customs Service of Russia. Thanks to the “Question and Answer” subsection, any participant in foreign trade activities can ask their question, receive a qualified answer and get acquainted with the answers to frequently asked questions. Already in May, answers to questions from business circles were posted there.

The FCS of Russia carried out work on the formation of customs legislation of the customs union in collaboration with the Chamber of Commerce and Industry of Russia, the Russian Union of Industrialists and Entrepreneurs, the all-Russian public organization of small and medium-sized businesses “OPORA RUSSIA”, and other associations.

Among the regular partners of the Russian Federal Customs Service and foreign business associations are the Association of European Businesses, the American Chamber of Commerce, the Russian-German Chamber of Foreign Trade, and the Japanese Organization for the Development of Foreign Trade (JETRO). Article 11.1.
Border activities The areas of border activities are:

• protection and security of the State Border of the Russian Federation in order to prevent illegal changes in the passage of the State Border of the Russian Federation, ensuring compliance by individuals and legal entities with the regime of the State Border of the Russian Federation, the border regime and the regime at checkpoints across the State Border of the Russian Federation;
• protection and protection of economic and other legitimate interests of the Russian Federation within the border territory, exclusive economic zone and continental shelf of the Russian Federation, as well as protection outside the exclusive economic zone of the Russian Federation of stocks of anadromous fish species formed in the rivers of the Russian Federation.

Article 3. Protection and security of the State Border

Protection of the State Border as part of the security system of the Russian Federation and the implementation of the state border policy of the Russian Federation consists of the coordinated activities of federal government bodies, government bodies of the constituent entities of the Russian Federation and local governments, carried out by them within the limits of their powers by adopting political, organizational and legal , diplomatic, economic, defense, border, intelligence, counterintelligence, operational-search, customs, environmental, sanitary-epidemiological, environmental and other measures. Organizations and citizens participate in this activity in accordance with the established procedure.

Measures to protect the State Border are taken in accordance with the status of the State Border, determined by international treaties of the Russian Federation and the legislation of the Russian Federation.

The Russian Federation cooperates with foreign states in the field of protecting the State Border on the basis of generally recognized principles and norms of international law and international treaties of the Russian Federation.

Protection of the State Border ensures the vital interests of the individual, society and the state on the State Border within the border territory (border zone, the Russian part of the waters of border rivers, lakes and other water bodies, internal sea waters and the territorial sea of ​​the Russian Federation, where the border regime is established, points passage across the State Border, as well as territories of administrative districts and cities, sanatorium and resort areas, specially protected natural areas, objects and other territories adjacent to the State Border, border zone, banks of border rivers, lakes and other water bodies, sea coasts or points passes) and is carried out by all federal executive authorities in accordance with their powers established by the legislation of the Russian Federation.

The protection of the State Border is an integral part of the protection of the State Border and is carried out by border authorities that are part of the federal security service (hereinafter referred to as the border authorities), within the border territory, by the Armed Forces of the Russian Federation in the airspace and underwater environment and other security forces (bodies) of the Russian Federation in cases and in the manner determined by the legislation of the Russian Federation. The protection of the State Border is carried out in order to prevent illegal changes in the passage of the State Border, to ensure compliance by individuals and legal entities with the regime of the State Border, the border regime and the regime at checkpoints across the State Border. Measures to protect the State Border are considered in this Law as border measures.

Border measures are part of the system of security measures carried out within the framework of a unified state security policy and corresponding to the threat to the vital interests of the individual, society and the state. The tasks of protecting aquatic biological resources and state control in this area were assigned to border authorities by Decree of the President of the Russian Federation dated August 29, 1997 No. 950 “On measures to ensure the protection of marine biological resources and state control in this area” and by Decree of the Government of the Russian Federation dated 26 January 1998 No. 90 “On the implementation of Decree of the President of the Russian Federation of August 29, 1997 No. 950 “On measures to ensure the protection of marine biological resources and state control in this area.” Since 2003, the task of protecting and protecting the economic and other legitimate interests of the state in internal sea waters, in the territorial sea, the exclusive economic zone, and on the continental shelf of the Russian Federation has been assigned to the FSB of Russia, of which border agencies are an integral part. The activities of border authorities in this area are regulated by departmental regulatory legal acts:

• Order of the FSB of Russia dated January 11, 2009 No. 1 “On approval of the Administrative Regulations of the Federal Security Service of the Russian Federation for the execution of the state function of ensuring the protection of marine biological resources and exercising state control in this area”;
• Order of the FSB of Russia dated September 26, 2005 No. 569 “On approval of the Regulations on the procedure for exercising state control in the field of protection of marine biological resources.”

The protection of marine biological resources and ensuring state control in this area is one of the priorities in the activities of the Border Service of the FSB of Russia. The Border Service of the FSB of Russia exercises state control over:

• for compliance with the legislation of the Russian Federation in the field of protection of aquatic biological resources;
• monitoring compliance by users with the terms of licenses (permits) for the extraction (catch) of aquatic biological resources, as well as other documents on the basis of which the right to use aquatic biological resources arises;
• for the implementation of international treaties in the field of protection of aquatic biological resources.

The Border Service of the FSB of Russia protects stocks of anadromous fish species formed in the rivers of the Russian Federation, in internal sea waters, in the territorial sea, the exclusive economic zone of the Russian Federation and beyond its borders.

The Border Service of the FSB of Russia performs the functions of ensuring the protection of biological resources in internal sea waters, the Caspian and Azov Seas until their legal status is determined. The activities of the Border Service of the FSB of Russia for the protection of aquatic biological resources and state control in this area are carried out in accordance with the legislation of the Russian Federation on fisheries and the conservation of aquatic biological resources.
