The order was signed on October 26 by the head of the Federal Customs Service, Vladimir Bulavin. By the same order, Povod was relieved of his post as head of Sheremetyevo customs. The contract with him was concluded for three years.

As 47news previously reported, after on September 26, the head of the Federal Customs Service Vladimir Bulavin fired 50-year-old Alexander Getman from the post of head of the North-West Customs Service due to loss of confidence for committing a corruption offense, two candidates were considered for the post of chief customs officer of the North-West. The department could be headed by the 46-year-old head of St. Petersburg customs, Sergei Oprya. The day before, the Russian President signed a decree awarding him the rank of Major General of the Customs Service. The second candidate was the head of the Sheremetyevo customs, Lieutenant General of the Customs Service Alexander Povod.

Alexander Povod is from the town of Arsenyev, Primorsky Krai. A graduate of the Khabarovsk Polytechnic Institute began his service in 1992 at the Khabarovsk customs, and then headed it. In 2008, he was appointed to the position of head of customs in Nizhny Novgorod. From the banks of the Volga he was transferred to Moscow, where in 2010 he headed the Vnukovo customs, and in 2011 he became the head of the Sheremetyevo customs. It is known that Alexander has a 29-year-old daughter and a 49-year-old wife who does business in the Kaliningrad region.

According to 47news interlocutors in the central office of the Federal Customs Service, the appointment of Povod was lobbied by the “K” department (oversees the credit and financial system) of the Economic Security Service (SEB) of the FSB of Russia. In the past, hardware support for Povod was provided by the former deputy of ex-head of the Federal Customs Service Andrei Belyaninov, Sergei Komlichenko, who was dismissed from his post in the spring of 2021. Despite the distinct scandalous overtones, one could take a non-standard approach to the Spanish message, because formally the export of currency from the Russian Federation is not prohibited. If, of course, it is declared. Forces and means were involved in solving the problem, after which a declaration appeared in the audit material. But, apparently, the document was prepared hastily in hindsight. Thus, the customs officer’s personal stamp was placed on the declaration, but he himself, as it turned out, at the time of passing the Komlichenko border corridor, was working in a different place and at a different time. Sergei Komlichenko had to be fired. Still, this short story is not about Komlichenko, but about the extremely loyal position of the head of Sheremetyevo customs Povod at that time.

47news also reported that at the end of October, Bulavin appointed a new head of the anti-corruption service of the North-West Customs Department and his deputy. The first was transferred from Siberia, the second from the Far East. According to weight parameters, Vnukovo customs processed a total of 332 thousand 490 tons of goods for 14,253 DT, of which exports amounted to 284 thousand tons of goods for 2,810 DT; and imports - 49 thousand tons of goods for 11,443 DT. The number of passengers who crossed the customs border of the Russian Federation in 2021 in the region where Vnukovo customs operates amounted to 3 million 300 thousand people, of which 1 million 654 thousand people traveled to Russia and 1 million 646 thousand from Russia. 40 thousand 864 aircraft were registered, of which 20 thousand 506 were to Russia and 20 thousand 358 were from Russia. The number of court cases pending at Vnukovo Customs in 2021 on claims brought against customs was 131. Based on the results of court hearings, 102 cases were considered in favor of Vnukovo Customs. During the year, measures were taken to optimize the staffing levels of structural units of customs and customs posts in order to improve the management system, as well as establish the staffing levels necessary to perform the assigned functions and tasks. After listening and discussing reports regarding the results of customs activities in 2021 and setting tasks for 2021, the meeting participants noted that the customs team, in general, coped with the tasks set by the Federal Customs Service of Russia. In order to organize work aimed at further fulfilling the priority tasks facing Vnukovo Customs, following the meeting, it was decided in 2021 to focus the activities of Vnukovo Customs on solving problems in the following priority areas:

  • ensuring the completeness and timeliness of the transfer and collection of customs and other payments administered by customs authorities to the federal budget;
  • fulfillment of the established values ​​of performance indicators, performance indicators for Vnukovo customs for 2017;
  • implementation of work plan activities and achievement of customs performance indicators for 2021;
  • improving the activities of Vnukovo customs in organizing customs value control;
  • development of the use of RMS in order to prevent violations of customs legislation and identify reserves for the collection of customs payments, identifying new areas of risks by involving functional units of customs in conducting analytical work, increasing the efficiency of the risk management system, including by strengthening analytical work in relation to goods sent to MPO , as well as goods transported by individuals in accompanied luggage;
  • reduction of the time frame for processing and issuing transit declarations, as part of the implementation of an experiment conducted in accordance with the order of the Federal Customs Service of Russia dated February 18, 2015 No. 62-r “On conducting an experiment on customs authorities performing customs operations during the customs declaration of goods placed under the customs procedure transit, in electronic form";
  • carrying out activities to support the 2017 FIFA Confederations Cup and the 2021 FIFA World Cup in the field of customs;
  • increasing the efficiency of departmental control, including the classification of goods according to the Commodity Nomenclature of Foreign Economic Activity of the EAEU, in order to ensure compliance with the law when making decisions in the field of customs affairs;
  • development of customs control after the release of goods, in conditions of reducing the administrative burden on participants in foreign trade activities during customs control at the stage of declaring goods;
  • increasing the collection rate of administrative fines to replenish budget revenues;
  • formation of positive judicial practice on problematic issues of application of the law of the EAEU and the legislation of the Russian Federation on customs;
  • development of customs infrastructure facilities, provision of material and technical equipment:
  • ensuring personnel policy.
