Reports on the results of their official activities were made by the head of customs Sergei Oprya, the first deputy head of customs Igor Zuzolin, and the deputy head of customs - head of the customs control service after the release of goods Sergei Chesalin.
As noted at the meeting, in 2021, organizational and structural changes took place at St. Petersburg Customs. On September 30, the St. Petersburg Customs Post (Electronic Declaration Center), previously part of the St. Petersburg Customs, was reassigned to the North-Western Electronic Customs and renamed the North-Western Customs Post (Electronic Declaration Center). In the fourth quarter of 2021, St. Petersburg customs began to work in a new format - as a customs office of actual control. The competence to carry out customs operations related to the registration and issuance of customs declarations has become significantly limited.
According to the head of the St. Petersburg customs, Sergei Oprya, during 2021, the customs continued to work on concentrating declarations in the electronic declaration center. At the time of transfer of the St. Petersburg Customs Post (SEC) to the North-Western Electronic Customs, the share of the declaration array was 99.55%. In total, in 2021, St. Petersburg customs issued more than 290 thousand declarations for goods.
Foreign trade activities in the region of responsibility of the St. Petersburg Customs were carried out by more than 9,800 participants in foreign trade activities. Foreign trade turnover in the region of customs activity reached 13 billion 650 million US dollars. Import values slightly exceeded exports. Imports amounted to 6 billion 840 million US dollars, exports – 6 billion 810 million US dollars.
The weight volume of cargo processed in 2021 decreased from 23.7 million tons to 21.7 million tons. Customs posts have processed more than 290 thousand declarations for goods.
Half of the imports in value terms were made up of “equipment and mechanical devices”, “electrical machines”, “plastics and products made from them”.
More than 80% of all exported goods in value terms were “wood and wood products.” The share of “organic chemical compounds” accounted for 10%, “ferrous metals” - 7%.
In 2021, St. Petersburg Customs transferred 110 billion 254 million rubles of customs duties to the federal budget. The planned task was completed by 103%. St. Petersburg Customs took second place in transfers of customs payments to the federal budget among the customs offices of the North-West Customs Administration in 2021.
Speaking about the results of the work, the head of the St. Petersburg customs, Sergei Oprya, specifically focused on one of the priority areas in the activities of customs authorities - customs control after the release of goods and law enforcement activities.
In 2021, service officials carried out 48 customs inspections after the release of goods from St. Petersburg Customs. The amount of additional accrued customs duties based on the results of customs control after the release of goods amounted to more than 4.5 billion rubles, 10 criminal cases were initiated.
In total, in 2021, St. Petersburg Customs initiated more than 4,200 cases of administrative offenses and 51 criminal cases. Among the criminal cases, 11 cases were initiated under Article 226.1 of the Criminal Code of the Russian Federation (smuggling of strategically important goods and resources), 8 cases under Article 194 of the Criminal Code of the Russian Federation (evasion of customs duties) and 1 case under Part 1 of Article 200.2 of the Criminal Code of the Russian Federation (smuggling of tobacco products and alcohol).
