As North-West Technical University told Kommersant privately, such a personnel decision came as a surprise to them. “Now it is difficult to imagine why such a choice was made. There was no sign of “separatism” in the management, and the indicators remained at the same level...” says an interlocutor at North-West Technical University. Local customs officers so far speak only in formal phrases about the new leader - he was born in 1968 in the Penza region. Has two higher educations.
