Import rules:
Free import by persons over 16 years of age: – 600 cigarettes; – 3 liters of alcoholic drinks; – a reasonable amount of perfume for personal use; – goods worth up to $1,500 – for personal use only (under 16 years of age – up to $500); – personal items (must be declared upon arrival): 20g of gold or 0.5 carat diamond set in jewelry, other precious metals and jewellery: up to USD 1,500; – up to 10 kg of food and 125 g of caviar.
Passengers on a connecting flight in a member state of the European Union or the United States are not permitted to carry previously purchased duty-free items (over 100 ml) as carry-on baggage, even in sealed bags. Duty-free liquids purchased on the plane or purchased after the security checkpoint at the last departure point are allowed.

Prohibited: photographs and printed materials directed against Azerbaijan, live animals (with special permission), military weapons and ammunition, drugs (opium, hashish, etc.), fruits and vegetables.

Export rules:

Pets:
Cats, dogs and birds (except pigeons) must be accompanied by a veterinary health certificate stamped by the local health board and must not be issued ten days before arrival. Pigeons are prohibited from entering. Pets may enter as a passenger's checked baggage, in the cabin, or as cargo. As a rule, pets are not allowed in hotels.

The import of foreign currency is not limited (a declaration is required), the export is limited to the amount declared in the declaration. Tips for tourists from Russia
Azerbaijan has allowed entry to travelers from Russia since June 10. You must have a foreign passport with you, the regime is visa-free. Foreign citizens who entered visa-free can stay on the territory of the republic for up to 3 months. Self-registration

Required documents
Despite the fact that Russian citizens do not need a visa to Azerbaijan, other people who temporarily reside in the Russian Federation and for some reason decided to obtain an Azerbaijani visa in Russia will need it. They will need to collect the following documents:

For citizens who still need a tourist visa, it is possible to obtain it in electronic format. This e-visa has been introduced by the Azerbaijani authorities to streamline the procedure for issuing and receiving visas.

Any visa other than a tourist visa to Azerbaijan for Russians in 2022 for a period of more than three months is also not needed. What cannot be exported
It is prohibited to export antiques from Azerbaijan. Ancient coins, manuscripts, and precious stones may be exported only with written permission from the Ministry of Culture.
The export ban applies to carpets and other products manufactured before 1960. Such items can only be exported if taxes are paid. The fee is not charged if the store issues a certificate to the buyer.
