1601 Sausages and similar products of meat, meat offal or blood; prepared food products made from them This heading covers sausages and similar products, that is, prepared products consisting of finely chopped or minced meat or meat offal (including intestines and stomachs) or blood enclosed in intestines, stomachs, bladders , leather or similar covering (natural or artificial). Some of these products may be without casing, simply compressed into a typical sausage shape, that is, a cylindrical or similar shape with a cross-section of a circle, oval or rectangle (with more or less rounded corners).

Sausages and similar products may be raw or cooked, including smoked, and may contain added fat, starch, seasonings, spices, etc. In addition, they may contain relatively large (eg bite-sized) pieces of meat or meat by-products. Sausages and similar products fall under this heading whether cut into pieces or not, put up in sealed containers or not.

This heading covers, inter alia:

(1) sausages and similar meat-based products (for example, Frankfurt sausages, salami);

(2) liver sausages (including poultry liver sausages);

(3) “black sausage-puddings” and “white sausage-puddings”;

(4) “andouillettes” (sausages made from offal in a small sausage casing), Saveloya sausage, Bolognese sausage and similar delicacies;

(5) pates, meat pates, jellies and rillettes (finely minced pork fried in lard), provided they are enclosed in a sausage casing or pressed into a typical sausage shape.

This heading does not, however, cover:

(a) meat enclosed in bladders, intestines or similar casings (natural or artificial) without previous mincing or mincing, such as ham roll and pork shoulder (generally heading 0210 or 1602);

Changes in legislation

Article 87 of the new Federal Law of August 3, 2021 No. 289-FZ “On customs regulation in the Russian Federation” obliges the Russian Government to develop and approve a List of goods that are subject to rapid deterioration and in respect of which customs operations must be carried out as a matter of priority.
