The import duty rate varies depending on the country of origin, type of product and its characteristics. For example, the duty may be 0% or 7.5% for dolls (9503002100). Dolls are imported duty-free from CIS countries, free trade zone states and countries enjoying preferences, but the customs inspector must be provided with a certificate of origin of the product, respectively, form ST-1, A or ST-2. A 7.5% duty applies to all others. VAT for the same product code is:

  • 0% - if the toy is intended for disabled people for their rehabilitation or prevention of disability;
  • 10% - for children, depicting only people;
  • 20% - other dolls.

Features of customs clearance

Due to increased safety requirements: chemical, mechanical, fire, noise safety, it is necessary to confirm the quality of products with appropriate certificates. If toys are produced by a well-known brand, the manufacturer usually has already taken care of the availability of the necessary papers and included them in the list of accompanying documents.

When importing branded goods, for example Lego, Barbie, Baby Born, customs often require a letter from the copyright holder with permission to import. Its presence also allows you to make sure that the product is not a counterfeit.

Toys intended for children (up to 3 years old) must have:

  • special markings;
  • instructions in Russian;
  • additional recommendations for baby development.

Certification

Before submitting the declaration and other documents, i.e. Before customs clearance begins, it is necessary to resolve the issue of product certification. If toys are intended for children of preschool or primary school age, they must undergo a certification procedure. A TR certificate of conformity is issued for them, confirming compliance with chemical, fire, environmental and mechanical safety standards. It contains the following information:

  • preparation method;
  • form of execution;
  • materials used;
  • marking.

First, documents are submitted to the certification center, including company details, and an application is completed. Then studies are carried out, on the basis of which a laboratory test protocol is formed. Based on the results of the protocol, if no violations are identified, a document is issued on compliance with state standards.

Note! The certificate of conformity is valid for a limited time.

In addition to the certificate of conformity, the declarant must provide environmental and fire certificates, and a certificate of state registration.

This heading covers slabs of wood mosaics and wood inlays, including slabs made partly of other materials.
The products of this heading may be made of ordinary wood, particle board or similar boards, fibreboard, laminated wood or densified wood (see Note 3 to this chapter)

The heading also covers a variety of wood products (including wood mosaic and wood inlay products), usually of good quality and improved finish, such as: small joinery (for example, jewelry boxes); individual small pieces of furniture; decorative items. These articles are classified in this heading even if they are equipped with mirrors, provided that they retain the essential characteristics of the above-described articles. Likewise, the heading covers products upholstered wholly or partly with natural or composite wood, cardboard, plastic, fabric, etc., provided that these products retain the essential characteristics of wood products.

This heading includes:

1) Boxes made of varnished wood (such as Chinese or Japanese); boxes and boxes made of wood for storing knives, cutlery, scientific instruments, etc.; snuff boxes and other small boxes that are carried in pockets, bags or on a person; drawers for stationery, etc.; craft boxes; snuff boxes and bonbonnieres. This subheading includes wooden panels of marquetry (wooden mosaic) or with wood inlay.

Mosaic (marquetry) usually consists of thin pieces of wood or other materials (base metal, shell rock, ivory, etc.) glued onto a wooden base for decorative purposes.

Transportation methods

Transportation of toys can be carried out by any means of transport: air, sea, road, rail or multimodal, but the type of cargo and its characteristics, the method of packaging (must protect from external influences) must be taken into account. Toys can be:

  • soft-stuffed;
  • manageable;
  • transport;
  • manual;
  • developing.

Plastic toys do not withstand mechanical stress, so their transportation must be carried out with appropriate precautions. In addition, at sub-zero temperatures, plastic becomes brittle, and at significant positive temperatures it is easily deformed, so during transportation it is necessary to maintain an acceptable temperature regime.

Soft toys do not lose their consumer properties at sub-zero temperatures and in hot weather, but they absorb moisture from the air or in direct contact with water, which causes a musty smell, so soft toys are transported in polypropylene bags. If the toys are large, suitable boxes are selected for them or wrapped in wrapping paper.
