Vladimir forest was smuggled to Latvia and Georgia
The illegal export to Europe of 307 cubic meters of softwood worth more than 2.5 million rubles was carried out by organizations registered in the Ivanovo region, reported the press service of the Vladimir Customs, which has jurisdiction over several regions, including the neighboring Ivanovo. However, the FSB department for the Vladimir region took part in documenting the facts of timber smuggling; accordingly, it can be assumed that it was Vladimir pines that went abroad “in the wrong way”.
The security forces have not yet given any details of this story, except that when exporting wood, entrepreneurs provided false documents to customs.
“During the customs declaration, false information about the origin of the goods and its manufacturer was deliberately declared, which is a violation of the requirements of customs legislation.
As a result, using forged documents, wood was illegally exported to Latvia and Georgia,” explained Deputy Head of Vladimir Customs Igor Gubanin.
Three criminal cases were initiated for smuggling of strategically important resources (Part 1 of Article 226.1 of the Criminal Code of the Russian Federation). The maximum punishment that can be imposed under this article is imprisonment from 3 to 7 years with a fine of up to 1 million rubles. The bodies of inquiry are carrying out urgent investigative actions. Materials on timber smuggling will be transferred from customs to investigative authorities.

“The Directorate of the FSB of Russia for the Vladimir Region has identified and documented the illegal activities of unidentified persons acting on behalf of one of the individual entrepreneurs registered in the Ivanovo Region, involved in the illegal movement of strategically important goods across the customs border of the Customs Union within the EAEU [Eurasian Economic Union] into the Republic of Georgia (resources), through false declaration, on a large scale.
According to the investigation, in November 2021, unidentified persons acting on behalf of the specified individual entrepreneur entered into a foreign trade contract with one of the Georgian commercial structures and, on the basis of a customs declaration, sent coniferous timber with a total value of about 700 thousand rubles to the specified organization across the State border of the Russian Federation. When declaring, the attackers, as a document confirming the legality of the movement of goods from the customs territory of the EAEU, indicated a fictitious agreement concluded with a Vladimir company for the purchase of wood, which they did not actually purchase.
In September 2021, on the basis of materials transferred to the Federal Security Service of Russia for the Vladimir Region, Vladimir Customs opened a criminal case on this fact under Part 1 of Article 226.1 of the Criminal Code of Russia.”

On October 24, a press conference was held at the press center of the regional administration by the head of the Vladimir customs, Alexei Arkhipov. The conversation with journalists took place on the eve of the professional holiday - Customs Day of the Russian Federation, and was devoted to the preliminary results and features of the work of the Vladimir Customs in 2017.
Over 9 months of this year, Vladimir customs issued 45 thousand declarations for goods. During this period, 1,260 enterprises and organizations worked with customs posts, of which 27.7 percent were registered in the Vladimir region, 22 percent in the Ivanovo region, 21 percent in Moscow and 7 percent in the Moscow region. 90 thousand goods with a total value of 1.7 billion dollars were declared. Since the beginning of the year, 17.5 billion rubles have been transferred to the federal budget.
Customs is fighting against false declarations and violations of customs rules. Thus, since the beginning of 2021, more than 500 cases of administrative offenses have been initiated. The most common of them are: non-declaration or false declaration of goods, violation of the currency legislation of the Russian Federation and the deadlines for submitting statistical forms for recording the movement of goods to customs, as well as the rules of customs transit carried out by Russian and foreign carrier companies.
Also, 7 criminal cases were initiated under the articles “smuggling of narcotic drugs and psychotropic substances”, “smuggling of potent substances”, “evasion of obligations to repatriate funds in foreign currency or the currency of the Russian Federation”, as well as “evasion of customs duties”.
This year, the main direction in the work of Vladimir customs remains the introduction and development of information technologies. “For more than a year, Vladimir customs has been a full participant in the experiment on the concentration of customs declarations. Despite the fact that we have 11 customs posts, 94 percent of declarations for goods are processed at the Vladimir customs post in the electronic declaration center. At the same time, the goods can be located both on the territory of the Vladimir region and on the territory of any other constituent entity of the Russian Federation,” noted Alexey Arkhipov.
The purpose of the experiment, when documentary and actual control of goods are geographically separated, is to use the resources of customs authorities more efficiently. Such a system eliminates human participation, which reduces the corruption factor and eliminates administrative barriers. And this is a real step into the future of electronic customs, where it is possible to make decisions by an information system without human participation. All this allows us to significantly reduce the time it takes to process goods, which allows businesses to optimize logistics and minimize their costs.
