The requirements for everyone coming to Ukraine have changed. They are especially tough on those returning from Russia and India. A trip to Ukraine in a car with Russian license plates is as safe as a trip to any other country near or far abroad. There is no need to be afraid of horror stories that biased and unfriendly attitudes await you in Ukraine.

During my two months in this country, I have never once encountered rudeness or hostility due to the fact that I am a citizen of Russia. I parked a car with Russian license plates in various places, including for a long time, without any problems or negative consequences. By the way, I have never been stopped by employees of the State Traffic Inspectorate of Ukraine, although I have met them on the roads more than once. To be fair, I note that I did place the atlas of Ukraine in the most visible place in the car (near the windshield), and it was there throughout my stay in the country.

Pumping out money. Who makes money from COVID tests on the Russian-Ukrainian border

The procedure looks like this. Medical workers in protective suits sit in the ambulance. The first one gives a form to fill out the last name and first name, after which he puts a serial number and accepts payment - cash or transfer to a card using a phone number.

After payment, the passenger is given a check - an ordinary form on yellow paper, filled out by hand. It bears the seal of Smart Test LLC. After payment, a second health worker takes the test. After 15 minutes the test is ready, it is almost always negative.

In social networking groups dedicated to transporting passengers from Russia to Ukraine, the procedure has already been called a simple siphoning of money. In addition, the new rule for entering the country has created huge queues at the border.

“As I promised, about the tests. This is all a scam for money. This is not the Ministry of Health... They made a testing point from a former handel. The tests are made by a certain Smart Test LLC. The cost is 650 UAH, or 1800 rubles. And now attention: the check was issued, written by hand, without indicating the amount for the service. I ask: is it possible to pay by card? The icing on the cake: “You can! We have a transfer to the card." If this is an LLC, then what kind of card is it? Already when we got into the bus, we estimated that by the time we crossed the border, this office had earned about 300 thousand hryvnia... That's where the turnover is! The company is registered at the address Nikolaev, Central Ave., 21, office 49. At this address there is an ordinary nine-story apartment building. The owner of the company since April 22, 2021 is Golub Maxim Gennadievich .

Previously, the founder and owner of the company was Alexander Sergeevich Bashtanenko . And before him - Zagumenny Alexey Anatolyevich. None of the founders have anything to do with healthcare. The current leader Golub (or his full namesake) until 2021 was an detective officer of the criminal police in the Dnepropetrovsk region.

There is no website with more detailed information about the activity and its management. But there is more information about Alexander Bashtanenko in open sources. He is the head of several companies, “Status Ltd”, “Energoinvest”, “Green Path”, “Trade Service Ukraine”, “Ukratomenergobud”. The latter company won the tender for the construction of a bridge in Kherson at the beginning of 2021 with a budget of more than 1 billion hryvnia. It is important that Ukratomenergobud was the only participant in the tender, and twice.

Crossing the Russian border, border point Troebortnoye

The Russian border was crossed in the Bryansk region in Troebortny in early August 2021. Since the travel of Russian citizens to Ukraine by road is extremely limited, I prepared all the necessary documents, which were carefully checked. At the same time, the border service officers consulted among themselves for a long time and even initially stated that they would not allow me into Ukraine, since there was no document confirming the change of name. But in the end everything ended well, the barrier was open, Bachevsk was waiting ahead.

However, the negative impression from crossing the border remained. In front of me, border guards turned an elderly couple back. A husband and wife, both over 60 years old, were driving to a funeral. Reason for refusal to leave: the husband is not a close relative of the deceased sister-in-law. The woman cried and begged to let her husband through, since he is the driver of the car, and they do not have money for air tickets, but to no avail. The border guard officer could not help the woman in any way, because he is obliged to follow the established procedure.

Which government official came up with this procedure? Is the risk of contracting coronavirus greater when traveling by car than when flying?

Where can you cross the Ukrainian border and who will be allowed through the checkpoint?

Despite the fact that the Cabinet of Ministers of Ukraine ordered the opening of 66 checkpoints on the borders with Moldova and the European Union, it is not possible to cross the border at all of them - in most cases, our neighbors have not yet opened checkpoints on their side. Meanwhile, the authorities managed to come to an agreement with the “rebels” who blocked the border due to their reluctance to pay for parcels transported by “Italian buses”.

On the first day of summer, border crossings were resumed at several more checkpoints with Slovakia and Moldova. At the same time, the Romanian side has so far postponed the opening of four checkpoints, scheduled for the end of May, State Border Service spokesman Andrei Demchenko told FACTS. As for checkpoints at airports, they were not closed. But there is still no regular air service, and special flights organized by the Ministry of Foreign Affairs are carried out mainly through the Boryspil airport.

As of June 1, a pass on the Ukrainian border was opened at 29 automobile checkpoints and one pedestrian one.

On the border with Belarus:

At checkpoints the situation is more complicated. The Cabinet of Ministers extended the ban on crossing the administrative border with Crimea until June 22. But checkpoints work there, since the ban does not apply to citizens traveling to Crimea if they are registered there, as well as to citizens traveling from the peninsula if they are registered on the mainland of the country. Also, for humanitarian reasons, individual citizens can obtain permission from the head of the State Border Service to cross the administrative border, said Andrei Demchenko.

Until June 22, by decision of the JFO commander, the checkpoints on the demarcation line in the Lugansk and Donetsk regions are actually closed. People can also be allowed through here with the permission of the commander - in exceptional cases. For example, to organize the funeral of close relatives, for treatment or purchase of medicines for cancer, HIV, tuberculosis, etc.

Therefore, I was not lazy and stopped by Sheremetyevo, where I took a rapid test, hoping to avoid a two-week isolation regime. But this test turned out to be useless. I called various departments of Ukraine and hotlines, referring to the resolution of the Cabinet of Ministers of Ukraine, but I could not find the competent authority that would end the self-isolation regime due to the presence of a negative PCR test for COVID-19 made in Russia. Therefore, I do not recommend repeating my experience.
