Shumilkino – Luhamaa checkpoint: how to get through Estonian customs by car from Russia
You can pass Russian-Estonian checkpoints without any problems if you know and adhere to certain rules, and know all the subtleties and pitfalls of this procedure. At the Shumilkino-Lukhamaa checkpoint there are 4 posts for customs clearance for those traveling in vehicles. After the Ivangorod-Narva border crossing point, it occupies the second busiest position. The daily throughput capacity of the points is 4000 cars.

The Shumilkino checkpoint is located at the address: Pskov region, Pechora district, joint venture “Lavrovskaya volost”. If you go from Pskov to Shumilkino, you will have to cover 40 km. The road in this direction was recently repaired, so the trip will be quick and pleasant.

The list of documents is standard, as for entry into the territory of other Schengen countries:

To cross the Russian-Estonian border by car and not have problems with border guards, you need to have the following documents with you in perfect order:
If the driver is not the owner of the vehicle, then he must have a power of attorney for the vehicle. Estonian border guards also often ask for the VIN number or ask to see it in person, so it is better to make sure you know this information before leaving. In most types of transport, this number can be found in the car interior under the seat, carpet or under the hood.
To leave Russian territory for Estonia, you don’t need money, but to return you need to prepare a certain amount.
Intersection procedure
By bus
One of the fastest and easiest ways. A separate access line is allocated for regular buses. The company organizing the tour usually checks whether the papers are filled out correctly and whether the necessary documents are available, so passport and customs inspections are very conditional.
Russian customs officers are asking passengers to leave the bus to present documents; at the same time, they are inspecting the cabin. Estonian officers check passports and declarations directly in the salon.
By train
First, customs and passport control is carried out from the Russian border; train passengers undergo inspection without leaving the carriage. Next is the turn of the receiving party: the train is located at a station in a neutral zone and Estonian border guards ask standard questions about the purpose of the visit and the timing of stay.
In rare cases, they are asked to show the contents of suitcases and the amount of cash. A prerequisite is also the completion of a customs declaration.
By car
At the first stage of control, you must present foreign passports and visas. First of all, the documents of the driver are checked, and only then of the passengers. Then the car enters the border zone.
At the stage of customs control, a corridor is selected depending on the need to declare imported goods and things. If there are none, then the green corridor with simplified inspection is selected. In case of transportation of prohibited items, customs officers have the right to apply sanctions and confiscate undeclared items.
Then the car enters the passport control zone; you may need to leave the salon for re-inspection. This is followed by neutral territory with duty-free shops and an Estonian customs and border control point. It again checks all documents for both people and cars, and conducts random inspections of cars.
On foot
This method significantly saves time and is convenient for categories of citizens who do not plan to stay in Estonia for a long time. This method is also relevant in case of problems with obtaining a green card for a car. In this situation, you can leave the car in the nearest town or in a paid parking lot near the checkpoint.
Pedestrians and cyclists are allowed through a special pedestrian checkpoint, or rather through two – Russian and Estonian.
With a dog
Pets, including dogs, are allowed to be transported to Estonia, but only if a number of requirements are met. You must have a passport or certificate for the animal with a mandatory mark on the presence of a rabies vaccination and a method of identification (chip or tattoo).
Documents required to cross the Russian-Estonian border by car
To cross the Russian-Estonian border in your car, you must present the following minimum package of documents at the border crossing point:
1. A foreign passport valid for at least six months after the planned return from Estonia.

In order to enter Estonia, it is absolutely not necessary to present an Estonian visa to the border guards - a multi-Schengen visa from any country that is part of the Schengen agreement is also suitable. Moreover, if, for example, you received a multi-Schengen visa at the French Embassy, there is absolutely no point in trying to first go to France, and only then to other European countries. Absolutely legally, with such a visa you can go first, for example, to Estonia or somewhere else, and only then to France. In this case, the main thing is that you have at least one French stamp on this visa, confirming that you were in France after all and it was not for nothing that they issued you their visa. 3. If you are traveling with children, you will need to present the child’s birth certificate at the Russian-Estonian border. If a child is traveling without one of the parents, a notarized power of attorney will be needed for the responsible person to have the right to travel with the child outside the Russian Federation.
4. International vehicle insurance (the so-called “green card”). You can purchase it from most large insurance companies; for a period of 14 days for a passenger car it will cost about 2,500 rubles (for the summer of 2021). By the way, if you forgot to purchase a “green card” before your trip, you can do this already at the entrance to the border: just look carefully around, the closer you are to the checkpoint, the more often you will come across kiosks with signs “insurance”, “Schengen insurance” and the like. The only downside in this case will be that you will have to choose from the list of companies with which these cross-border insurance brokers cooperate.
5. Medical insurance with insurance coverage of at least 30 thousand euros is the standard insurance required to obtain a Schengen visa from any of the countries included in the agreement. At the border, people often don’t ask for medical insurance, but according to the rules they must do so - so it is very advisable to have it with you.
6. International driving license and national driving license. MVO at the border is also often not required, but since Estonia has signed the Convention on Road Traffic, they may well do so. Obtaining an international driver's license is not difficult: to do this, you just need to obtain the necessary medical certificates, take photographs, contact the authorized MREO at your place of residence, fill out an application and pay the state fee; Unlike the national driving license, the MVO is issued for a period of 3 years (but its validity cannot exceed the validity of your national license).

Towards the Estonian border in Luhamaa
We crossed the Estonian border at the border crossing in Shumilkino (Russian side) and Luhamaa (Estonian side) at the beginning of October 2021. Let us describe a step-by-step algorithm for crossing the Russian-Estonian border.

We crossed the border for tourist purposes - we were traveling to Tallinn from Moscow. We decided to travel quietly. Usually, we arrive at the border in Brest or Domachevo in the evening, having covered more than 1000 km of M-1. The route to the capital of Estonia was broken up with a stop in Pskov. From Pskov to Shumilkino it’s about an hour’s drive. Therefore, we crossed the border in the morning, at the very beginning of ten o’clock.
The Pskov-Shumilkino highway is almost empty, the highway is good. There are very few cars, and there are very few settlements.
At the last turn from the border to some village there is a border guard. He made a sign to stop. He asked: “Where are you going?” - To the Estonian border. We are going to Tallinn. Documentation? - No, no, you can go.
There are very few gas stations on the highway. There is one in Izborsk. But it’s too early to refuel there. Having covered the entire distance, we looked around in bewilderment - had we really missed the last gas station before the border? No! There is a gas station right next to the border checkpoint. There are even two of them. On the north side (on our road).
And on the south (we refueled on the way back).
Gasoline prices are not draconian, as expected, but quite affordable. Cheaper than in Pskov and not to mention Moscow.

With a full tank we drove up to the border. Please note that there is a significant queue of trucks on the approaches to the border crossing. They have a separate lane, cars in the left lane go around the queue.
You have arrived at the barrier. Here you need to act in accordance with traffic rules. Wait for a green signal or an open barrier. At the first checkpoint, the driver shows his passport and vehicle registration certificate. Here you will be given a laminated ticket (“runner”), which indicates the number of passengers. Only the driver approaches the border guard; the passengers remain in the car. In the photo, the checkpoint is visible on the left.
Next you need to drive up to the customs and passport control point. Be careful and read the signs! One of the corridors is intended for cars from EU countries. The other is for domestic, Belarusian and Kazakh cars. In October 2018, the corridor we needed (for citizens of the Russian Federation) was to the left of the European Union one. The inscription above it read: “The lane for registration of vehicles registered on the territory of the Russian Federation, the Republic of Belarus and the Republic of Kazakhstan.”
There is a traffic light above the strip. When the signal turns green, we approach the customs booth. There you must present the car owner's passport and car registration certificate. There were two cars in line in front of us. We observe how carefully customs officers check cars. We have never encountered such attentive and scrupulous inspection anywhere else. Neither in Belarus nor in Poland are vehicles inspected so thoroughly. Customs officers carefully examine cars - with mirrors, flashlights, ask to raise the armrest, glove compartment, look in the door pockets. In response to the Chief’s surprised remark about the careful search, the border guard girl replies: “The actions of the border guards were provoked by the actions of those leaving.”
I immediately thought that at peak times such a long security check could cause a queue.
