— What tasks do the GUIT face for 2021 in connection with the entry into force of the EAEU Customs Code? What software products are planned to be improved and supplemented?

— Planned improvements will affect almost all software products in use by customs authorities. The Customs Code has determined the priority of electronic interaction between entrepreneurs and customs authorities. On the eve of the entry into force of the EAEU Customs Code, the Federal Customs Service of Russia adopted a Comprehensive Development Program until 2021. This is a clear plan of action in the context of changed legislation.

We began work on creating electronic customs offices and Electronic Declaration Centers. We plan to expand the use of auto-registration and auto-release technologies. It is the electronic format of interaction between entrepreneurs and customs authorities that will ensure simplicity and convenience for business, efficiency and security for the state.

General processes of the EAEU in the customs sphere will be implemented. It is also planned to implement measures to ensure the traceability of goods by connecting the information resources of the Federal Customs Service of Russia and the Federal Tax Service of Russia.

— GUIT draws up technical specifications when ordering software products and tools based on the assigned tasks and existing circumstances. But circumstances change, something becomes outdated, some new, more optimal solutions appear, while the contract spells out those existing at the time of its conclusion. Is it inevitable that part of the work that programmers do will remain unclaimed due to improving technologies, schemes, and algorithms? Or can this be somehow influenced?

— The dynamism of external changes forces us to abandon large-scale development of completely new products. Changes are carried out through modifications to existing software products. At the same time, the final goal and sequence of actions are, of course, known. When external conditions change, it is easier to correct the way and ways of achieving a goal than to correct a large-scale project.

The needs and goals of improvements are reviewed by various collegial bodies: the Scientific and Technical Council, target groups. We determine what exactly needs to be changed, what processes the improved software product will need to optimize. When the task is clearly stated, then the work becomes more organized and clear, and the final product becomes effective and in demand.

— How do you evaluate the efficiency, functionality, simplicity and ease of use of the Seaport CPS? Is it being finalized now, and in what part? How quickly can you make changes and modifications, the need for which is indicated by the participants in foreign trade activities working with it?

— The Sea Port Portal CPS is practically the first experience where all executive authorities performing functions at the border work through a “single window.” The difficult and painstaking stage of agreeing on joint work by executive authorities has been completed. In 2021, the implementation of the Sea Port Portal CPS was ensured in all customs authorities competent to carry out customs operations in relation to goods transported by water.

Now this work has reached the next stage - improving the functionality of the Sea Port Portal CPS and maintaining its performance. The level of informatization and technical readiness for general work in different departments differs. Participants in foreign trade activities are also not homogeneous. We are trying to improve the system as quickly as possible, but in such a way as not to “lose” in this process any of the participants who are not technically ready to move at such a speed.

— Do GUIT employees have a corporate chat on WhatsApp or Telegram (or other messenger) for more or less informal communication, or does all interaction take place only through the customs service’s own secure channels?

— The use of WhatApp, Telegram, and other instant messengers by GUIT officials for professional work is not allowed.

— Do customs services of other countries contact the Federal Customs Service (or directly the GUIT) in order to purchase a ready-made software solution for their own needs? If so, which products are in demand? If they are purchased for money, how is the value determined?

— Improvement of departmental information systems is carried out at the expense of the federal budget of the Russian Federation on the basis of the current regulatory legal acts of the EAEU and the Russian Federation, as well as taking into account the methodological recommendations of the Ministry of Telecom and Mass Communications of the Russian Federation regarding the implementation of interdepartmental information interaction.

The software used by customs authorities is adapted to the specifics of the Federal Customs Service of Russia and the current customs legislation. When developing and modernizing the software used, the goal is not to make it a commercially attractive product. The Federal Customs Service of Russia is not a commercial organization. In addition, there are software solutions on the market that are standardized to the main goals and objectives of the customs authorities of most countries. Due to their typical nature, they do not take into account Russian characteristics. Therefore, the Federal Customs Service of Russia is moving “its own way” and does not seek to compete with these standardized developments.

— Are obsolete software tools written off or are new products created on their basis that meet today’s needs?

— If, during the development of information and software tools, the functionality completely “flows” from one system to another, information systems that have lost their relevance are subject to decommissioning and write-off in accordance with the requirements of the legislation of the Russian Federation.

— Is it possible to assume that in 10 years there will be no inspectors left in the EDCs (of which there should be 16, and all documentation should be concentrated in them), and there will be only computers?

— The computer and the inspector should not be pitted against each other. The transfer of documentation to the electronic sphere does not cancel the actual control of goods moved across the customs border. The function of actual control of goods distinguishes customs from other federal executive authorities. And this function of customs will remain at any level of development of information technology.

The development of information technology will make the interaction of foreign trade participants with customs faster and easier, and the choice of objects for actual control will become more reasonable and more inevitable for violators. As a result, the development of information technology will reduce the “burden” of actual control on law-abiding participants in foreign economic activity.

Cisco Systems refused to provide IT support to the service

Due to EU and US sanctions, the Federal Customs Service cannot purchase and service high-performance routers and switches from Cisco Systems, on the purchase of which it spent several tens of millions of rubles a year. The FCS itself does not see any analogues to Oracle database management systems and Microsoft OS, although it is testing domestic developments, says the report of the head of GUIT. “We must move away from imports and switch to domestic developments and solutions, which include system software, telecommunications, information security, and technical means of customs control,” Dmitry Danilin . At the same time, funding for ICT in 2021 will be reduced by 40% compared to 2015, he added.

The Federal Customs Service (FCS) does not see any risks for the movement of goods when switching to domestic software, Dmitry Danilin .

“No risks. Until we are convinced that the software is of high quality, we will not switch to it, firstly. Secondly, all application software is already domestic, and we are only talking about finding system-wide software for managing databases and operating systems,” said Danilin .

Foreign products will be used only if there are no domestic analogues. However, the share of such products is high: if the level of import dependence for software and hardware for information security is no more than 8%, then for system-wide software, telecommunications equipment and inspection systems this figure is almost 100%, he said.

Thus, the FCS plans to replace the Windows operating system (OS) with a Russian analogue. In 2021, the department will continue to test several alternative operating systems.

Database management systems (DBMS) are provided to the customs service by Oracle, and the agency has not yet found a replacement for it on the domestic market.

According to Danilin , the FCS also has problems with telecommunications equipment. The share of telecommunications equipment used by customs authorities from American Cisco Systems is 98%. Due to EU and US sanctions, this company’s equipment is no longer supplied to Russia. “We are denied service - this is scary for us. There is equipment, there is no maintenance,” said Danilin , explaining that the lack of timely maintenance and repair of equipment can lead to an increase in emergency situations - failure of specialized software, equipment and communication channels.

To transition to new models of equipment, FTS is searching for a product that can, in terms of its technical characteristics, be as close as possible to the Cisco Systems line. According to him, Russian companies announce their equipment as domestic, but in reality it turns out that it is not developed or produced in Russia.

Customs authorities plan to begin the transition to domestic software in the second half of 2021. The main transition will occur in 2021, Danilin .

In November 2015, Russian Prime Minister Dmitry Medvedev signed a decree according to which, from January 1, 2021, government agencies must purchase software from a special register of Russian software unless they can prove that domestic developers have no analogues to the foreign software they need.
