Everything that happens in Transbaikalia and the city of Chita
Over the past two years, more than 20 Chita customs employees caught in corruption have been convicted in Transbaikalia, four of them holding senior positions. And this trail of criminal cases continues to this day. The head of the Chita customs, Konstantin Starodubtsev, talks about how the story of the detentions affected the work of the department, as well as the reasons for the many-hour delays at the main checkpoint in Zabaikalsk.
About corruption: In Siberia we shot the most
– What do you see as the reason that recently there have been so many criminal cases against local customs officers?
– I would give several reasons. Firstly, you know, the majority of officials, whose work had a corrupt component, worked at the MAPP (international automobile checkpoint - A.M.)
Zabaikalsk Today we all perfectly understand the socio-economic component of the village of Zabaikalsk. This is the lack of housing for customs officers, the lack of certain social infrastructure - schools, hospitals and much more.
The second reason I would probably say is the work they do there. That is, systematic contact with persons constantly crossing the customs border who import goods in excess of established standards. Such persons transport on average from 50 to 100 tons of goods per day (popularly, people involved in this are called “camels” - A.M.)
. There is a demand - there is a proposal to get away from various forms of customs control, to get away from the administrative component.
And another reason is the lack of literacy of individual officials. Many believe that they will take the money, but the law, as they say, will not catch up. At the moment, they don’t see, they don’t understand that both the president and we set the main task to fight corruption - it corrupts any government body, it corrupts the state, do you understand? And for some reason, some people believe that this is how it happened. Many don’t even see any kind of corruption in this. We are fighting against this and we are fighting, I think, successfully.
As a result, we have vacancies. The main ones are in Zabaikalsk. It's hard to find competent, honest, decent people. But in this direction we are working with Transbaikal State University. We hope that young people will believe that public service is not a source of enrichment, but a stronghold of statehood.
As for officials: a lot of functionality, I will even say, a lot of power in their hands, and not everyone understands the tasks correctly. Therefore, within the framework of our various educational and thematic events, we try to make people aware of the responsibility for this power. I believe that we also have success in this direction: these are rotational actions (moving employees from one department to another - A.M.)
, and communicating verdicts to officials. They must understand how great the responsibility is today. The latest sentences that were given were from 12 to 16 years - these are huge sentences, these are lost destinies and the like. And I believe that the team hears.
We, of course, have not defeated corruption, but the people who come today understand that they do not come to earn money, but to perform customs functions, to be honest, decent and to represent our government agency in this light.
– Can we say that the situation with corruption in Zabaikalsk is unique for the customs service as a whole?
– I can’t tell you about all the boundaries, but I won’t tell you that this is unique. The only thing is that I cannot now give an estimate of how many criminal cases there are throughout Russia that were in 2015. But I am sure that in Siberia we shot, so to speak, more than anyone else for sure. And the most important thing that I would like to say and emphasize is that this is almost 30% of the personnel at that point, but we managed to maintain the efficiency of the remaining team and the speed of customs control. And at the same time, the number of administrative cases has increased significantly over the past 6 years.
– Do you think the sentence was fair for the former chief state customs inspector of the Zabaikalsk international road pass, Ivan Perkov, who received 6 years in a general regime colony and a fine of 1 million rubles for a bribe of 29 thousand rubles?
– I think it’s fair - he is the face of the state. 29 thousand is a proven episode in his activities. I don’t know how many were not identified or found, but I think that this is not an isolated case. This is what I’m talking about: the person who takes money must understand that he has a family behind him, and the penalty, of course, will be high. Such a stain is not only on Chita customs, but also on children. I’ll tell you, hardly anyone will be proud of his corrupt father.
It is very important for us how we are positioned among other customs and law enforcement agencies, and how people treat us. It’s not often that people write to us, but it happens when both legal entities and individuals express great gratitude to such and such employees for the quality of their work. And we are very pleased with this.
Why so long?
– Why does registration at the checkpoint in Zabaikalsk sometimes take several hours?
– Today, China selectively controls what is exported by individuals. Through their halls, through DRT (inspection x-ray equipment - A.M.)
these huge bags of goods are not rushing through. They inspect no more than 10%, but we have complete control. Imagine, a woman is walking, carrying four or five bags worth 50 kilograms. Naturally, we use both DRT and weight control. Therefore, the time it takes us to register individuals and the time it takes in China is completely different.
– Is it necessary to fight the so-called “Camels”?
– Let's get away from this terminology. In any case, these are our citizens. Let's move on to this term - persons constantly crossing the customs border. This will be legally more correct.
You see, we are not fighting people, we are exercising our right, as a state body, to implement one form or another of customs control.
– I mean the fight against the phenomenon itself.
- You need to control it. For us this is not a struggle, for us it is work. Another thing, of course, if we could reduce the phenomenon as such, this would allow us to actually make our checkpoint more attractive and increase the number of tourists who go on holiday to Manchuria - a beautiful city that is rapidly developing - and quickly cross the border . That's the challenge.
In what ways are we currently trying to eliminate this phenomenon? This is an administrative component that brings certain losses to those who transport goods. The second is to bring the transport that transports such people into compliance with the law. Here we interact with other regulatory authorities.
People travel abroad and say: “We are tourists, but we have to stand not for an hour, not two, but up to 10 o’clock.” There are various reasons for this: those who constantly bring their goods, and other problems from neighboring authorities in China. But when we reach the point where people can cross the border in an hour or two - and I think this is the standard - it will be wonderful.
This requires not only the eradication of this phenomenon, but also the issue of expanding, changing a certain infrastructure of the checkpoint, creating conditions for simultaneous entry into and exit from Russia along several routes. And now we have only one there, as we call it, ChSh (hour barrier - A.M.)
for individuals, and the same for the cargo direction - one enters, one leaves.
It is necessary to expand and disrupt the checkpoint, which is what our Chinese colleagues are doing now - they are creating additional directions. Moreover, this idea was ours, Chita customs. We brought it to senior leaders, the Chinese picked it up. We talked at recent meetings, both under the leadership of the government of the Trans-Baikal Territory and at our own, about the need to change the infrastructure.
– How much will it cost?
– I’m not ready to tell you, such assessments have not been made by customs to date. I don’t know how many millions are needed. When a comprehensive development plan for the Trans-Baikal Territory is approved, one of the points includes the development of the infrastructure of the Zabaikalsk international checkpoint, then we will understand.
– That is, the regional leadership understands the need to improve the checkpoint?
- Of course, everyone understands this, we need money. The Chinese have money. Today they have built separate sites for cargo traffic - a huge area of 1 kilometer by 500 meters. It is about 40 trucks long and 10 wide. Imagine, such a site is concrete with huge gates and infrastructure that is already ready to work. But we have no connection with them. When we, for our part, are able to build this, then the cargo direction, of course, will go separately, and we will be able to use today’s infrastructure specifically in the passenger direction. That is, we will have two entries and two exits for individuals. The only thing is that we then need to build new halls and paths for decoration.
You need to sleep at night, not drive on highways
– Despite the need to expand the international checkpoint in Zabaikalsk, at the beginning of 2021 trade turnover there increased. How did this affect the workload?
– You know, today we can cope with what is coming, because the infrastructure was designed for this. On the other hand, we use all 24 hours a day, and expanding the infrastructure would allow us to do this only during the daytime. At night, you need to sleep, roughly speaking, and not drive along the highways.
Yes, there is a 30% increase in the number of individuals crossing the border, but primarily due to the staffing level at the customs post. That is, those vacancies that were vacant due to criminal cases are now filled, and we were able to devote more energy to this.
– What are the most common crimes Russians have been caught committing over the past year, if we talk about criminal offenses?
– In the first place, of course, is the movement of prohibited drugs, which are not prohibited in China, but in Russia are included in the list of potent drugs. For example, weight loss products. We tried to export cultural property, and we had one criminal case in 2021 regarding motor transport.
As for timber, the Trans-Baikal Territory occupies no more than 2% of the total volume of timber exported from the territory of the Siberian Federal District. We have a huge decline in round wood, a slight increase in sawn timber, but no such sharp increase. However, I will not speak for Siberia. And the increase is in administrative detentions. In 2021, we detained 132 cubic meters of wood, and this year we have already detained over 1 thousand cubic meters.
– Representatives of Chita Customs have repeatedly taken part in international meetings, seminars, and meetings of working committees with the leadership of Manchurian Customs. Are there any benefits from these meetings?
- Certainly. This year there have already been two international meetings: one in Chita, the other in Manchuria, from which I recently returned. In Chita, issues of information transfer, the usefulness of this information for carrying out certain forms of analysis and the application of various risk management systems were discussed. Because the Chinese also have their own risk management system, which is based on the information that is transmitted.
At the meeting, which took place in Manchuria, issues of adopting new forms of customs control in pursuance of the signed protocol were discussed. The essence of the experiment is this: we do not inspect what was inspected in China, and they do not inspect what was inspected here. On our side there is a forest, the first two cars have left. There were four vehicles on their side. What is this for? In order not to apply control from both sides to the same batches of goods. In fact, this allows us to reduce the time required for control, which leads to an increase in trade turnover and, most importantly, increases trust between our customs services.
Everything that happens in Transbaikalia and the city of Chita
There are definitely benefits from meetings. We discuss the problems that exist, we look for ways to solve them. There is only one goal - transparency of customs control, recognition of the results of our work and the fight against smuggling.
– Chairman of the Public Council for Tourism of the Public Chamber of the Trans-Baikal Territory Sergei Parshakov named one of the problems in the development of tourism in the region as the unsatisfactory work of customs at the border. Do you agree with him?
– I’m not ready to evaluate, this is his point of view, but it must be motivated by something. I understand if our checkpoint was closed for some reason, if we had a drop in the number of people crossing the border, but under all circumstances this figure is growing, including in the number of tourists. People work around the clock. Another thing is that we strive for something more and are waiting for support from the Public Chamber and other organizations to create conditions for this development.
We proposed to develop a tourist destination through the railway border crossing point - we were the initiators of this. We, more than anyone, say that these areas need to be developed, but they tell us that we are not working. It is important for us to see results in our work.
Last year we collected more than 14 billion rubles in customs duties, this year in the first half of the year we will probably collect about 9 billion. Railway border crossing point Zabaikalsk increased clearance by 1.8 times in terms of the number of containers in the first quarter. 30% more individuals left and entered through the Zabaikalsk international checkpoint. These are good indicators.
That is, we fulfill our functionality and, I think, we do it well. I cannot give any other assessment.
