Export, import, transit and cabotage
The volume of cargo transportation in containers through the Far East is increasing every year, the last two years especially rapidly. The reasons are the development of domestic transportation, an increase in exports, imports and transit through the macroregion. Plus, changes in global logistics chains due to Covid restrictions, a shortage of containers for maritime transport, trade wars between China and the United States, and the redirection of part of the cargo between Asia and Europe from the Suez Canal to the Trans-Siberian Railway (after the incident with its blocking) were greatly affected.
In the Far East there are still few ports capable of receiving container ships; in this situation, even small harbors are in demand. Thus, in September, the Vanino port received the first container ship with auto parts from China and sent the cargo by rail to the terminal and logistics center of the Moscow region. In the future, they plan to process at least four monthly; capacity does not allow for more.
“We took advantage of the market situation and again started accepting container ships; our facilities allow us to handle small feeder class vessels with a capacity of up to a thousand TEU,” said Vladimir Rogov, General Director of the Vanino Port.
Customs authorities are recording changes in the structure of transportation through the Far East.
“Against the backdrop of a global rise in prices for goods and services (prices for goods, according to our statistics, have increased from 30 to 150 percent, for services - two to three times), the search for optimal routes for delivering goods from the Asia-Pacific region to traditional recipients is radically changing logistics,” noted , speaking at EEF 2021, Deputy Head of the Federal Customs Service of Russia Vladimir Ivin. — As a result, imports through the customs authorities of the Far Eastern Technical University increased by 40 percent, and transit through checkpoints of the Far Eastern Federal District increased by 46 percent. Interest in developing existing and establishing new routes for the import of goods through our territory has grown significantly.
All this, of course, requires the accelerated development of the port and railway infrastructure of the Far Eastern Federal District. Modernization of the Eastern training ground is one of the largest projects in the country. The first stage, with an increase in the carrying capacity of the BAM and Trans-Siberian Railway in the direction of sea ports and border crossings of the Far East, was completed ahead of schedule, the second aims to increase capacity in 2024 to 180 million tons, the third - to 240 million.
— For the Ministry of Eastern Development, the topic of infrastructure is very sensitive. Last year we could have transported an additional 15 million tons of cargo, but we couldn’t due to transport capacity limitations,” said First Deputy Minister for Development of the Far East and Arctic Gadzhimagomed Huseynov, speaking at the EEF.

Traffic jams are also observed in more powerful ports. At the beginning of October, the largest operator of sea container lines, Maersk, indefinitely closed the acceptance of applications for transportation to a number of Japanese ports through the harbors of the Far East. The reason is a traffic jam in Busan, Korea, whose cargo turnover at the end of 2021 is 22.7 million containers! Most international companies operate through it and there is a large flow of sea transit between Asia and Europe. Experts expect the situation to improve no earlier than spring.
Ships have been idle for more than three days in the Chinese Shanghai, Ningbo and Yantan, the Belgian Antwerp and the Netherlands Rotterdam, major ports of the USA, Canada and Africa. There are no such queues in small ports, but large container ships cannot enter there either.
The cost of transportation from China to Europe via Suez increased up to five times over the year; in search of an alternative, shippers turned their attention to the Trans-Siberian Railway, which our country has been actively inviting them to for many years. Thus, the transit of containers from Korea through Vladivostok and Nakhodka (further along the Trans-Siberian Railway) has increased, which is 30-40 percent cheaper and much faster than by sea. But the capacity of our railways, especially at the Eastern range, does not have time to develop ahead of the curve. The demand for transportation of foreign trade and transit cargo is growing faster.
— For objective reasons, we cannot take the additional volumes that sea carriers declare. We ask our partners to plan transportation for 2022 taking into account these factors,” emphasized Maxim Shishkov, director of strategy and development of the FESCO Transport Group, which is actively introducing multimodal transportation through the Far East.
