This heading includes all hand tools not included in other headings of this chapter and not mentioned elsewhere in this heading (see general explanatory notes to this chapter), as well as certain other tools or devices listed in the heading this product item.
This includes a wide variety of hand tools (including those that have a simple hand mechanism such as cranks, ratchets, or gears). This group of tools includes:

A) Drilling and tapping tools such as rotary hammers (including ratchet rotary hammers), drills and hand drills; clamps, gates and screw boards. Replacement tools such as drill bits, bits, taps and screw sockets for the above hand tools are excluded from this heading - see heading 82.07.
