I. Lamps and fittings for them, not specified and not included in other groups

Lamps and fittings related to this group of goods may consist of any material (except those listed in note 1 to group) and use any light source (candles, oil, gasoline, paraffin (or kerosene), gas, acetylene, electricity etc.).
Electrical lamps and fittings included in this heading may be equipped with sockets, switches, flexible cords and plugs, transformers, etc. or, as in the case of extended fluorescent lamp fittings, a starter or ballast. This heading includes, in particular:

1) Lamps and fittings for them, usually used for indoor lighting, for example, pendant lamps; bowl-shaped lamps; lamps suspended from the ceiling; chandeliers; sconce; ordinary lamps; desk lamp; bedside lamps; night lights; waterproof lamps.

2) Lamps for street lighting, for example, street lamps, lamps at entrances and gates, special spotlights for public buildings, monuments, parks.

Lamps subject to declaration of conformity

For lighting equipment for industrial use - spotlights, street lamps, lamps not included in the list of annexes to TR CU 004/2011 and TR/TR 020/2011, it is necessary to issue a declaration of conformity.

Confirmation of conformity in the form of a declaration is carried out within the framework of the requirements of TR CU 016/2011 “On the safety of devices operating on gaseous fuels”. Of the lamps, only one group falls within the scope of regulation - gas lamps for household use (codes OKP 48 5883 / OKPD2 27.52.12.000, TN VED 9405 500000). This is stated in the decision of the Board of the Eurasian Economic Commission No. 92 of April 24, 2013.

Medical lighting equipment with codes OKP 94 5250/OKPD2 32.50.50.000 are subject to mandatory declaration on the basis of Decree of the Government of the Russian Federation dated December 1, 2009 No. 982 “On approval of a unified list of products subject to mandatory certification and a unified list of products, the confirmation of compliance of which is carried out in form for accepting a declaration of conformity."

To begin with, let us explain the basic requirements for lamps subject to certification. Lamps must comply with the maximum permissible values ​​of luminous efficiency (energy efficiency), while the standards are established depending on the purpose of the lamp.

Obtaining a mandatory certificate of conformity for lamps is carried out according to one of the certification schemes: 1c, 3c or 4c.

Selected standard samples, after identification, are tested in an accredited laboratory. Based on the results obtained, a conclusion is given about the safety of lighting equipment. Research is carried out in accordance with GOSTs adopted together with the CU TR.

Additionally, in addition to the positive test results of the lamps, to obtain a certificate under the 1c scheme, you will need an analysis report of the state of production. Experts check the manufacturer’s infrastructure, personnel, documentation, technological and metrological equipment, as well as measures for incoming and periodic control, product storage conditions and work with complaints.
