The specialized excise center is the electronic declaration center of the Central Excise Customs (CAC) of the Federal Customs Service of the Russian Federation. Division code – 10009100. Opening date – 02/14/2019. The excise center for electronic declaration was created on the basis of the abolished Mikhnevsky post, therefore it is sometimes called the Mikhnevsky EDC. Established by Order of the Federal Customs Service of the Russian Federation dated December 11, 2018 No. 2016 “On the Mikhnevsky excise customs post of the Central Excise Customs and amendments to the annex to the Order of the Federal Customs Service of Russia dated June 8, 2016 No. 1142.”

The excise CED uses the latest remote declaration technologies, which gives participants in foreign economic activity - legal entities, individual entrepreneurs - the opportunity to declare and release goods located in the area of activity of any of the 17 posts subordinate to the CAT of the Russian Federation.

The excise center does not carry out customs clearance of goods belonging to individuals.

The powers of the Excise CED are quite broad: employees of the unit have the right to carry out customs clearance - “customs clearance” for import, “customs clearance” for export of any excisable goods.

The Central Excise Customs is a specialized customs authority, whose competence is limited exclusively to customs operations in relation to excisable and other, close to excisable, certain types of goods. The region of activity of the Central Excise Customs is the Central, North-Western and Southern Federal Districts, on the territory of which there are 15 customs posts.

In 2009-2010, the Central Excise Customs (hereinafter - CAT) systematically carried out work to move customs clearance outside large cities and create customs authorities close to the state border, says the Press Service of the Federal Customs Service of the Russian Federation. As part of the implementation of the Concept of customs clearance and customs control of goods in places close to the state border of the Russian Federation, Novodmitrovsky, Kuryanovsky, Matveevsky, Paveltsevsky, Dubininsky, and Presnensky customs posts were eliminated.

The range of goods they processed was redirected to other TsAT posts. Today, customs clearance of vehicles has been completely transferred from Moscow to the Moscow region. Currently, there is only one TsAT customs post operating on the territory of the city of Moscow - Specialized. Transportation Features
