Russia's first electronic customs office opened in Nizhny Novgorod. How it works?

Nizhny Novgorod. October 24. NTA-Volga region - Russia's first electronic customs office opened in Nizhny Novgorod. How it works. According to the NTA-Privolzhye correspondent, who was present at the ceremony of the official launch of electronic customs document management on October 24, the event took place as part of the international customs forum 2018 in Moscow with the participation of the Prime Minister of the Russian Federation Dmitry Medvedev in a video bridge installed between the convention center and Privolzhskaya electronic customs. This is the first customs office of this format in Russia and the only one in the Volga Federal District.

What is e-customs?

The Volga electronic customs was created as part of the implementation of the first stage of the action plan for reforming the customs system in the period from 2021 to 2021.

The average daily number of declarations passed through the customs authorities of the Volga Federal District since the beginning of 2021 was about 1-1.2 thousand. The amount of customs payments transferred to the budget by the customs authorities of the Volga Federal District on average per day was about 331 million rubles.

This entire volume, with the exception of individual customs procedures, the share of which is less than 1%, will be concentrated in a single customs authority - the Center for Electronic Declaration of the Volga Electronic Customs. The total number of customs officials is 379 officials, of which 191 employees serve the Electronic Declaration Center.

How it works?

With the introduction of electronic customs, a complete abandonment of paper declarations for foreign trade is expected. To do this, a participant in foreign economic activity, for example, an entrepreneur engaged in exports, needs to create a personal account on the website of the Federal Customs Service.

The competence of electronic customs includes receiving and registering electronic declarations for goods and electronic documents, making decisions on the release of goods.

Thus, you can submit documents online. The office of specialists processing all this information is located in Nizhny Novgorod on the street. Rodionova, 65.

The interaction of the Electronic Declaration Center with customs offices of actual control within the framework of ongoing customs control will also be carried out through information exchange in electronic form.

Why is this necessary?

On January 1, 2021, the customs code of the Eurasian Economic Union came into force in Russia. The procedure for importing and exporting goods from the five EAEU countries is now completely unified. In accordance with the customs code, “electronic customs” is being introduced.

It is expected that in the short term this will lead to a significant acceleration of “customs formalities” during the circulation of foreign trade goods, which in turn will help reduce the costs of respectable business and increase foreign trade turnover, the meeting participants noted.

In addition, direct contact between a participant in foreign economic turnover and a customs officer directly is eliminated, which reduces the corruption component.

“The Volga region has always been a stronghold of new technologies. The decision taken that the first electronic customs office began operating in the Volga region was not an accident. To be the first is very honorable and very difficult. A huge amount of work has been done. When starting a new business, you need to test everything until it becomes automatic. We are great, you are the most advanced, I call you customs cosmonauts,” emphasized Tatyana Golendeeva, Deputy Head of the Federal Customs Service of Russia.

Prospects for the implementation of the electronic customs project
Over the past period of 2021, the customs authorities of the Volga region issued almost 270 thousand declarations for goods. More than 93 billion rubles were transferred to the federal budget.

According to Gleb Nikitin, Governor of the Nizhny Novgorod Region, who was present at the opening ceremony, electronic customs is not just a project for the sake of a project. “These are very specific changes that will occur for business and people - reducing administrative barriers and costs, reducing the level of corruption risks, which is also important. Customs demonstrates the highest efficiency,” said

“This is a special pride. It is important that it was in Nizhny Novgorod that this step towards the digital economy took place. We occupy a leading position in terms of fundraising volume,” emphasized Gleb Nikitin.

At the same time, Oleg Mashkovtsev, Deputy Plenipotentiary Representative of the President of the Russian Federation in the Volga Federal District, added that the Volga Customs is faced with the question of identifying all the shortcomings that need to be eliminated before other electronic customs offices are opened.
In total, it is planned to open 16 electronic customs offices throughout Russia. 10.24.2018 — 18:26 All news from the “Economy” section. Business"

Electronic Declaration Center (EDC). Advantages of customs clearance at CED

One of the main tasks of the Federal Customs Service (FCS) since 2012 has been the introduction of customs technologies and the practice of remote release of goods and the concentration of the main volumes of this technology in Electronic Declaration Centers (EDC). This technology is considered as the basis for the development and improvement of the customs service.

The advantage of registration at the EDC is that when declaring goods, the declarant and the inspector can be at any distance from each other, and the goods can be placed at any border terminals. If customs inspection is necessary, on behalf of the CED inspector who accepted the declaration, the assigned inspections are carried out at the terminals where the goods are located. Interaction between internal and border customs posts also occurs electronically. This technology not only reduces the time required to clear customs operations, but also significantly optimizes the costs of logistics of foreign trade cargo. The introduction of electronic declaration and remote release of goods is considered as one of the main tools of the Concept of customs clearance and customs control in places close to the state border of the Russian Federation.
