Krasnoznamensky CED is one of two electronic declaration centers of the Moscow Regional Customs (ILO) of the Federal Customs Service of Russia. Another EDC subordinate to the ILO FCS of the Russian Federation is the Zelenograd EDC (code 10013160).

The Krasnoznamensky electronic declaration center was created on March 24, 2021. The document establishing the creation of this customs authority was Order of the Federal Customs Service of Russia No. 574 “On determining the location and renaming of the Shchelkovo customs post (electronic declaration center) of the Moscow Regional Customs and on amending the annex to the Order of the Federal Customs Service of Russia dated August 26, 2015 N 1738” . According to this order, the previously operating Shchelkovo customs post - the electronic declaration center (Shchelkovo customs) was renamed the Krasnoznamensky customs post - the Electronic Declaration Center of the Moscow Regional Customs.

Like any other electronic declaration center, Krasnoznamensky CED uses the latest technology for remote issuance of customs declarations in its work. This technology allows participants in foreign economic activity (FEA) to submit customs declarations to the customs authority not on paper, but on electronic media. This allows you to reduce customs clearance time and helps avoid delays of goods at customs.

In accordance with Articles 253 and 257 of the Federal Law of August 3, 2021 N 289-FZ “On customs regulation in the Russian Federation and on amendments to certain legislative acts of the Russian Federation” (Collected Legislation of the Russian Federation, 2021, N 32, Art. 5082), by order of the Federal Customs Service of Russia dated March 25, 2014 N 527 “On approval of the Procedure for determining or changing the location of the customs authority” I order:

1. Determine the location of the Krasnoznamensky customs post (electronic declaration center) of the Moscow regional customs at the address: 143074, Moscow region, Odintsovo municipal district, Nikolskoye settlement, pos. New Town, Production and warehouse base, p. 1.

2. Determine the region of activity:

1) Krasnoznamensky customs post (electronic declaration center) of the Moscow regional customs - temporary storage warehouse Trans-T Terminal LLC (143074, Moscow region, Odintsovo district, Nikolsky s.o., Novy Gorodok village; Moscow region, Odintsovo municipal district, Nikolskoye joint venture, Novy Gorodok village, Production and warehouse base, building 6, 4);

3. Rename the Krasnoznamensky customs post (electronic declaration center) of the Moscow regional customs (code 10013100) into the Odintsovo customs post of the same customs (code 10013100).

4. Set out subparagraphs 4.10 and 4.22 of the appendix to the order of the Federal Customs Service of Russia dated June 28, 2021 N 1068 “On the location and regions of activity of customs offices and customs posts directly subordinate to the Federal Customs Service of Russia” (as amended by orders of the Federal Customs Service of Russia dated August 20, 2021 N 1330, dated October 25, 2021 N 1639, dated November 1, 2021 N 1679, dated November 5, 2021 N 1690) as amended in accordance with the appendix to this order.

5. The heads of structural divisions of the Federal Customs Service of Russia take the necessary measures to update legal acts establishing the competence of the customs authorities of the Russian Federation to carry out customs operations, in connection with the publication of this order.

6. This order comes into force on March 31, 2021.

7. Control over the implementation of this order shall be assigned to the deputy head of the Federal Customs Service of Russia A.A. Moskalets.
