The North-West customs post was created by Order of the Federal Customs Service dated May 15, 2020 No. 435 on the basis of the St. Petersburg EDC and is located in the Ligovka-Yamskaya municipal district of the city of St. -Petersburg, on Kremenchugskaya street in house 21, building 2, building 1. Currently, within the framework of the expert advisory council under the Federal Customs Service, a standard for performing customs operations is being developed, providing for shortened processing times for applications and interaction in electronic form. But the process is far from complete, testifies Yuri Kovalev, who is the coordinator of the business community of the commission on improving customs administration and IT technologies.

In the meantime, the number of places for cargo clearance is decreasing day by day. And this is bad, since the introduction of paperless document flow does not keep up with it. If electronic declaration can be made from anywhere, then the paper can only be brought to a specific customs office. Now an entrepreneur from Murmansk can complete everything (both submit a declaration and bring papers) at home, at the Murmansk customs office - even if his cargo crossed the border in the area of ​​​​responsibility of the Pskov customs office. According to Kovalev, the Federal Customs Service plans to close registration at all customs offices in the Northwestern Federal District by the end of 2021 and centralize it in St. Petersburg, in electronic customs offices. If this happens, but the paper circulation remains, then you will have to transport the papers either to St. Petersburg or to the location of the goods (to the post of cargo registration at the border). That is, if the cargo passed through the Pskov customs post, then an entrepreneur from Murmansk will have to travel 1 thousand km to St. Petersburg or to the Pskov border, which will seriously increase his costs.

The presence of paper document flow is now, apparently, the most serious defect in Russian customs records management. The legislation still directly requires participants in foreign trade activities to personally present original documents in some cases. In other cases, you can send a document by mail (regular or even electronic), but you may have to wait a month for a response. And if a live representative of the declarant walks around the offices with papers, then the whole procedure can be completed much faster.

In developed countries there is nothing like this - everything is done electronically, using an electronic signature. You only need to appear in person once and register as a foreign trade participant. In Russia there is also an institute of electronic signature (ES). True, each department sets its own format for it, so with an electronic signature recognized by customs, the applicant will not be accepted at the tax office. The conversation about unification has been going on for many years, but nothing has changed yet. Formally, electronic signature is recognized, but in practice its use is limited, because legislation written many years ago is not adapted to it.

To do this, hundreds of regulations need to be changed. In addition, we need to create an electronic service. There are many possibilities for this: an electronic declaration platform where additional functions can be inserted; personal accounts for foreign trade participants; connecting customs sites to the state portal,” says Yuri Kovalev. Only the payment mechanism is being promoted electronically and only because banks are involved.

“In the remaining two years, it is necessary to update the regulatory framework: keep what meets modern requirements, and put the rest into the archives,” Russian President Vladimir Putin ordered on February 20 when announcing his address to the Federal Assembly of the Russian Federation. If his order is executed, many problems of customs administration in Russia will be radically simplified or disappear altogether.
