Naturally, this business can easily be ruined by a series of inspections and checks, even without results. This is a reputational blow, leading to an outflow of clientele to a foreign trade participant who knows how to negotiate with customs. The head of the North-West Customs passed away “due to illness” with a bullet in his head?

The death of the acting head of the North-West Customs Administration (NWCU) Sergei Tyupin is acquiring new details every hour.

At first, the press service of North-West Technical University, subordinate to him, in the afternoon, at 12:00, posted a message on its website that Sergei Tyupin passed away “due to a serious long-term illness” ( Russian West made a print screen of this entry in advance, so that there would be no misunderstandings later

).

Then there were media reports that Tyupin died from a gunshot. The regional department of the Investigative Committee received information at 14.30 that the body of the colonel, recently appointed acting head of the North-West Technical University, was found on August 7 near his house, on Dzerzhinsky Street, near one of the new buildings.

Against the background of this incident, the following inscription made by customs looks even more mysterious. Press service of NWTU: “During the process of liquidation of the Kaliningrad operational customs, Sergei Vladimirovich, as a high-class professional, was offered the position of head of the North-Western operational customs. However, due to illness, he was forced to refuse the offered position ( according to other sources, he did not refuse anything -
approx. Russian West
).”

Russian West

asks the question: So what is the name of the mysterious illness after which the customs colonel is found with a fatal bullet wound?

Obviously, it will be possible to answer it based on the results of the work of investigators and criminologists of the regional Directorate of the Investigative Committee of the Russian Federation, as well as police officers. They have been at the scene since 2:30 p.m.

A MAKAROV AWARD PISTOL WAS DISCOVERED NEAR THE BODY

The man died from a through gunshot wound to the head, writes Life News, citing the Office of the Investigative Committee for the Kaliningrad Region . “Next to the colonel’s body lay a Makarov award pistol.

But it’s too early to talk about suicide.

Yes, a gun was found nearby. Investigators are currently working on the scene, but it is impossible to talk about suicide until the investigative examination is completed.

Until October 2010, Tyupin held the position of first deputy head of the Far Eastern Operational Customs (FEOT). It was during that previous period of his career that First Deputy Prosecutor General of Russia Alexander Buksman expressed extreme dissatisfaction with the work of the Far Eastern operational customs in an official submission on eliminating violations of the law ( addressed to the head of the Federal Customs Service of Russia - approx. Russian West

).

As Moskovsky Komsomolets in Vladivostok writes, according to the first deputy prosecutor, in 2009, compared to 2008, the number of violations committed by DVOT employees while carrying out criminal procedural activities tripled.

It is known that with his arrival at the Kaliningrad customs, Tyupin caused discontent among a certain part of the local “emerald uniforms”.

THE CUSTOMS OFFICER'S FRIENDS

For example, on the TKS.RU forum “All about customs,” user Carthage wrote that after Tyupin’s arrival, almost all the heads of the Kaliningrad regional customs became people from the Far East, and in the first 10 months of Sergei Vladimirovich’s work in Kaliningrad, only one criminal case was opened.

The rest, as an Internet user writes, were started under the previous heads of local customs.

The ill-wisher of the FCS colonel also mentions the outcome of the case of smuggling of almost two tons of amber. Of the entire mass of “helial tears”, supposedly, only 10 kg were confiscated in favor of the state, and the rest was “given back, quietly”... As if from a cornucopia, accusations of a mass exodus of almost a third of customs officers are being thrown at the regional head of the “green caps”, who served before he took office. Along the way, a participant in the online forum reports that Tyupin pays monthly bonuses of 50-150 thousand rubles to his entourage, while the “workhorses”, operatives, do not even see that kind of money. Also, among the arguments against Tyupin, his enemies argued at the forum that recently the customs office had become saturated with “representatives of criminal circles.”

CONFUSION ABOUT POSITIONS

Judging by the ups and downs in the career ladder of this colonel, he had something to lose.

The man rose to the position of Far Eastern operational customs. In 2010, he was transferred to an equally difficult post, Kaliningrad customs. In fact, from the eastern to the western border of our Motherland.

The tasks of the operational customs include the fight against smuggling and operational search activities at the border.

In connection with a new trend - optimization of customs work, the Kaliningrad customs was disbanded, and people moved to a larger unit - the North-Western Operational Customs (NWOT). The late Tyupin became the head of NWOT. At the same time, Sergei Tyupin was appointed acting Deputy Head of North-West Technical University.

They called him a visiting colonel from Kaliningrad and reminded him of the Far Eastern past.

The previous head of the North-West Operational Customs left the customs authorities by order of the Federal Customs Service on June 19, following the results of a comprehensive audit that had been carried out in the North-Western Territory since the beginning of June.

In general, this is not a simple situation.

A VERSION OF SUICIDE IS BEING TREATED

According to Life News, Tyupin’s colleagues believe that the colonel had reasons for suicide.

“The cause of the suicide could have been troubles in the service,” a source in the North-West Customs Department tells the portal. — Due to the reorganization, the person was practically left without work. After all, he previously headed the Kaliningrad operational customs, but it is being disbanded. Sergei Vladimirovich first went for a promotion and headed operational customs throughout the North-West in St. Petersburg. But on July 31 he was decommissioned by order, that is, back to Kaliningrad. And there is no customs there anymore, only a department from the North-West Department functions.

The top of the operational customs was called to the carpet at the “smuggling” department in Moscow

The deputy head of the North-West Customs Administration, Bezlyudsky, and the head of the department for combating economic crimes of the operational customs, Aleshkin, were summoned to the Main Directorate for Combating Smuggling of the Federal Customs Service. The callees were not informed about the subject of the conversation, but it concerns the latest events in St. Petersburg, 47news interlocutors in the capital hinted.

As 47news learned, on March 12, the office of the head of the North-West Customs Administration, Alexander Getman, received a letter from the head of the Main Directorate for Combating Smuggling of the Federal Customs Service of Russia, Colonel Andrei Yudintsev.

In it, he politely asks for Ge.

The purpose of the call to Getman is not stated in the letter. According to FCS employees, most likely, the conversation will touch upon the latest high-profile events at the North-West Customs, in the epicenter of which both managers found themselves.

“It’s unknown how it will end. And they didn’t say about what, but they told me to take some reports with me,” noted one of 47news’ interlocutors at the operational customs office in St. Petersburg.

Let us recall that on March 2, employees of the customs department of the Economic Security Service (SEB) of the FSB entered the office of the head of the Kingisepp customs, Sergei Slepukhin, with searches. He was taken to Liteiny, 4, after which, according to 47news, he wrote a letter of dismissal.

Then, on March 6, security forces searched Alexander Bezlyudsky’s workplace and office. SEB operatives came to him as part of a criminal case initiated under Article 290 of the Criminal Code of the Russian Federation “Taking a bribe.” It is being investigated by the second department of the Main Investigative Directorate of the Investigative Committee of the Russian Federation.

And by the evening of March 6, the Investigative Service of the FSB Directorate for St. Petersburg and the Leningrad Region detained ex-NWOT employee Zakhar Sychev for two days. The investigation believes that Sychev transferred money to certain individuals from among the leaders of the North-West Customs Administration (NWCU) for the unhindered passage of the border by trucks with smuggled goods. According to our information, the case materials speak about the working scheme of the Ivangorod customs post, which belongs to the Kingisepp customs in the structure of the North-Western Customs Union.

It is known that Sychev previously worked as an operative of the department for combating economic customs offenses (OBETP) and is considered a close friend of Evgeny Aleshkin. He also enjoyed the favor of Alexander Bezlyudsky. Of course, the investigation is interested in the main question: to whom exactly did Sychev transfer the money at customs? Judging by the fact that on March 9 the Primorsky District Court sent him under house arrest and not to a detention center, there is a high probability that Sychev told everything that they wanted to hear from him.

According to 47news, both criminal cases - on mediation in the transfer of a bribe and the receipt of a bribe - are based on materials from a criminal case initiated under Article 210 of the Criminal Code of the Russian Federation “Organization of a criminal community” against one of the most serious customs brokers in the north-west - Igor Khavronov . The case is being investigated by the FSB investigative service.
