The Southern EDC has been open since September 15, 2020, every day for 12 hours, seven days a week. It was created by Order of the Federal Customs Service dated May 15, 2020 No. 435, instead of the abolished Rostov Central Electronic Customs Service and is subordinate to the Southern Electronic Customs. It was assigned the code 10323010. The created EDC is located in the Proletarsky district of the city of Rostov-on-Don, in Energetikov Lane, building 11. The Electronic Customs office is located in the same building. In order to complete and submit a declaration, you do not need to come to the address; registration and submission is carried out electronically, remotely via the Internet. The Southern EDC was created as part of the program for reforming Electronic Declaration Centers (EDC), which involves enlarging EDCs and reducing their number. This reform is aimed at increasing the efficiency of customs management, optimizing resources and creating conditions for the further introduction of digital technologies. In addition, it will reduce the level of corruption and increase the collection of customs duties. This reform is positively assessed by all participants in foreign trade activities; thanks to it, it has become possible to reduce the time and costs associated with clearing customs. In the Southern Customs Administration (SCU) of the Federal Customs Service of the Russian Federation there are two CEDs: Novorossiysk and Yuzhny, in which the entire array of SCU declarations is concentrated. The region of activity of YTU coincides with the Southern Federal District, which has sea and land borders. It is washed by the seas: Azov, Black and Caspian. By land it borders with Abkhazia, Kazakhstan and Ukraine. The Southern EDC registers declarations for all types of goods imported or exported to the Southern Federal District by air, rail, and road transport. Goods delivered by sea are registered at the Novorossiysk CED. Despite the fact that the created EDC greatly facilitates customs clearance, foreign trade participants make many mistakes. Southern Customs Department illegally bought a building in Rostov

The Moscow Arbitration Court confirmed the existence of an agreement between the Southern Customs Directorate and the system for the purchase of a building in the center of Rostov, reports the press service of the FAS RF.

The case concerns a purchase that customs officers carried out in 2021. They needed a built building in Rostov that would house an electronic declaration center (Southern Electronic Customs). YuTU were willing to pay 253.4 million rubles for the facility. And that’s exactly what the only participant in the auction, the Rostov-based Construction Materials Plant No. 14, received in the end.

Already in 2021, the Federal Antimonopoly Service of the Russian Federation detected collusion during these tenders and recognized both participants as violating the law on the protection of competition. According to materials from the antimonopoly department, a criminal case was initiated against certain customs officials under the article “Fraud on an especially large scale.” KSM-14 was fined 14 million rubles.

The plant did not agree with this decision and appealed to the Moscow Arbitration Court. But they also saw a conspiracy there. As stated in the court materials, YuTU spent quite a long time looking for a building in Rostov to house a new division. First, buildings in Nakhichevan, Sokolov, Budennovsky of various years of construction, up to pre-revolutionary objects, were considered. However, then, during the competition, the requirements for the facility were defined much more clearly: no earlier than 2014, construction, area of at least 2,700 square meters, location within the boundaries of Nansen, Bolshaya Sadovaya, Sovetskaya, Budennovsky, 1-Konnaya and 14-line.

“According to the data provided by the Office of Rosreestr for the Rostov Region and JSC Rostekhinventarizatsiya - Federal BTI, in the area of these streets only one building met the requirements of the auction documentation, which belonged to LLC KSM-14, the specified building was subsequently acquired by the Southern Customs management,” the court decision says.

Let us add that “KSM-14” is quite well known in Rostov. The company built, for example, the western stand of the Olympus 21st Century stadium, the building of the Federal Tax Service of the Leninsky District on Dolomanovsky, the Lenta shopping center, the Alley of Roses residential complex, Vozrozhdenie, and so on.
