Who is allowed to enter the DPR from Russia?

In the fall of 2021, the borders of the DPR are open, but only for certain categories of citizens.

  • With a DPR registration (including a DPR address certificate with any validity period), entry is not limited;
  • If you have a Ukrainian registration, then entry is subject to permission from the DPR headquarters;
  • Citizens who want to visit relatives. The list of relatives includes: parents, children, spouses, siblings, grandparents, grandchildren, adoptive parents, adopted children, guardians;
  • Persons who have real estate in the DPR;
  • Students;
  • Employees of organizations;
  • Diplomats;
  • Truck drivers;
  • Citizens of Russia who have compelling reasons for entry (treatment, death of a close relative).

What goods can be imported through DPR customs

The Ministry of Revenue and Duties of the DPR informs citizens and business entities about the procedure for moving goods, vehicles and other items across the customs border of the Donetsk People's Republic.

The list and volumes of goods that can be classified as personal belongings of individuals when moving across the customs border of the Donetsk People's Republic are regulated by the provisions of Article 297 of the Law of the Donetsk People's Republic "On customs regulation in the Donetsk People's Republic".

According to this article, personal belongings of citizens (per person) include things that have signs of having been in use:

  1. personal hygiene items and individual cosmetics in quantities that meet the needs of one person for the duration of the trip;
  2. clothing, underwear, shoes, exclusively for your own use;
  3. personal jewelry, including those made of precious metals and stones;
  4. individual writing and stationery;
  5. one photo, film, video camera along with a reasonable amount of photo, video, film and additional accessories;
  6. one portable projector and its accessories along with a reasonable number of transparencies and (or) films;
  7. binoculars;
  8. portable musical instruments in the amount of no more than two pieces;
  9. one portable sound recording or sound reproducing device (including a tape recorder, voice recorder, CD player, etc.) with a reasonable number of films, records, disks;
  10. one portable radio;
  11. mobile communication devices in the amount of no more than two pieces;
  12. one portable TV;
  13. portable personal computers in an amount of no more than two pieces and peripheral equipment and accessories; flash cards in the amount of no more than three pieces;
  14. one portable typewriter;
  15. e-books in the amount of no more than two pieces;
  16. individual medical products for ensuring human life and monitoring his condition;
  17. regular and (or) strollers based on the number of children who cross the border with the citizen;
  18. for a disabled citizen who crosses the customs border of the Donetsk People's Republic - one wheelchair;
  19. wrist watches in the amount of no more than two pieces;
  20. 500 milliliters of eau de toilette and (or) 100 milliliters of perfume;
  21. sports equipment - bicycle; fishing rod; a set of climbing equipment; a set of equipment for divers and scuba diving; set of skis; a set of tennis rackets and other similar equipment intended for use by one person;
  22. other items intended for the daily needs of a citizen, the list and maximum quantity of which are determined by the legislation of the Donetsk People's Republic.

Volumes of goods that can be moved by citizens across the customs border of the Donetsk People's Republic

In accordance with parts 1 - 3 of Article 298 of the law, goods for personal use, the total invoice value of which does not exceed the equivalent of 1000.00 euros and the total weight of which does not exceed 100 kg, transported (imported/exported) by citizens across the customs border of the Donetsk People's Republic are not subject to written declaration (except for goods for which this law and other regulatory legal acts of the Donetsk People's Republic establish restrictions on the movement by citizens across the customs border of the Donetsk People's Republic) and are not subject to customs duties. Except for cases when, at the request of a customs official, it is necessary to draw up a passenger customs declaration.

Goods for personal use, the total invoice value of which exceeds the equivalent of 1000.00 euros or the total weight of which exceeds 100 kg, transported by citizens across the customs border of the Donetsk People's Republic, are subject to written declaration and taxation in the manner established for citizens in accordance with this law and other regulatory legal acts of the Donetsk People's Republic.

Fuel contained in regular tanks of a vehicle for personal use, provided for by their design, as well as in an amount of no more than 10 liters, located in a separate container, is not subject to declaration and is not subject to customs duties.

List and volumes of goods and funds restricted for movement by citizens across the customs border of the Donetsk People's Republic

Regarding the established restrictions on the movement of goods across the demarcation line, the provisions of subparagraph 1.4.8 of Chapter 1 of the Temporary Regulations on the Unified Customs Tariff of the Donetsk People's Republic, approved by the Resolution of the Council of Ministers of the Donetsk People's Republic of October 16, 2015 No. 19-29, are applied, according to which the permissible norms one-time entry into the customs territory of the Donetsk People's Republic of goods that are classified in groups 1-24 of the Commodity Nomenclature of Foreign Economic Activity, imported by citizens for personal use are:

  1. caviar of sturgeon and salmon species – 500 g;
  2. vegetable oil – 5 l;
  3. milk – 3 l;
  4. dairy products – 3 kg;
  5. other food products that are classified in groups 1-24 of the Commodity Nomenclature for Foreign Economic Activity, 5 kg each, provided the total weight of the goods, taking into account the above, is 50 kg and the total cost of which does not exceed the equivalent of 15,000 Russian rubles.

Citizens are allowed to import such goods no more than once a day.

The import of goods that are classified in groups 1-24 of the Commodity Nomenclature of Foreign Economic Activity into the customs territory of the Donetsk People's Republic by citizens exceeding those established is prohibited.

The above norms and requirements do not apply to the import by citizens of goods that are classified in groups 1-24 of the Commodity Nomenclature of Foreign Economic Activity for personal use across the administrative border between the Donetsk People's Republic and the Lugansk People's Republic.

Regarding the established restrictions on the movement of funds, the provisions of Article 112 of the law apply, according to which the rules for the movement of currency values ​​across the customs border of the Donetsk People's Republic are established by the current legislation of the Donetsk People's Republic. Restrictions on the import into the customs territory of the DPR and export outside the customs territory of the DPR of currency values, as well as the procedure for moving them across the customs border of the DPR, including the specifics of declaring currency values ​​(in particular, the determination of the maximum amounts of currency, currency values ​​subject to written or oral declaration) are established by the current legislation of the Donetsk People's Republic.

In accordance with the rules for the movement by individuals of currency values ​​across the customs border of the Donetsk People's Republic, approved by the Resolution of the Central Republican Bank of the Donetsk People's Republic dated June 28, 2016 No. 152 (registered with the Ministry of Justice of the Donetsk People's Republic on July 15, 2016, registration No. 1411) import by an individual, currency into the customs territory of the Donetsk People's Republic is carried out without restrictions in the following order:

  1. In case of a one-time import by an individual of currency in a total amount equal to or not exceeding the equivalent of 10 thousand euros, the imported currency is subject to customs declaration orally. Except for cases when, at the request of a customs official, it is necessary to draw up a passenger customs declaration.
  2. In case of a one-time import by an individual of currency in a total amount exceeding the equivalent of 10 thousand euros, this currency is subject to customs declaration in writing for the entire amount of the imported currency.

Export by an individual of currency from the customs territory of the Donetsk People's Republic is carried out in a total amount equal to or not exceeding the equivalent of 10 thousand euros, and is subject to customs declaration orally. Except for cases when, at the request of a customs official, it is necessary to draw up a passenger customs declaration.

A one-time export by an individual of currency in a total amount exceeding the equivalent of 10 thousand euros is permitted, if this currency was previously imported by him into the customs territory of the Donetsk People's Republic, and subject to customs declaration in writing of the entire amount of exported currency. In this case, the total amount of exported currency cannot exceed the total amount of previously imported currency.

The basis for the export of previously imported currency is a passenger customs declaration issued by an individual upon its import into the customs territory of the Donetsk People's Republic. Such a declaration is submitted to the customs authority when exporting currency at a checkpoint across the state border.

List and volumes of goods prohibited for movement across the contact line with Ukraine

In accordance with Article 111 of the Law, the import, export and transit through the customs territory of certain types of goods may be prohibited by laws and other regulatory legal acts of the Donetsk People's Republic.

The following goods cannot be passed through the customs border of the Donetsk People's Republic:

  1. prohibited for import into the customs territory of the DPR;
  2. prohibited for export outside the customs territory of the DPR;
  3. prohibited for transit through the customs territory of the DPR;
  4. who move across the customs border of the DPR in violation of the requirements of this Law and other regulatory legal acts of the DPR.

Currently, the following prohibitions are provided:

Decree of the Head of the Donetsk People's Republic dated April 4, 2017 No. 73 “On establishing a ban on the import into the customs territory of the Donetsk People's Republic of goods from the territory of Ukraine,” according to which the import into the customs territory of the Donetsk People's Republic of goods from the territory of Ukraine transported across the contact line is prohibited with Ukraine, with the exception of the import of goods for personal use by type and in accordance with the standards provided for in subparagraph 1.4.8 of Chapter 1 of the Temporary Regulations on the Unified Customs Tariff of the Donetsk People's Republic, approved by Resolution of the Council of Ministers of the Donetsk People's Republic dated October 16, 2015 No. 19-29 (as amended by the Resolution of the Council of Ministers of the Donetsk People's Republic dated June 25, 2016 No. 8-21).

Order of the Ministry of Internal Affairs of the DPR dated 05/03/2017 No. 170 “On establishing a ban on the import of goods from the territory of Ukraine into the customs territory of the Donetsk People’s Republic” (registered with the Ministry of Justice of the Donetsk People’s Republic on 03/19/2017, registration No. 2011) according to which the import is prohibited to the customs territory of the Donetsk People's Republic of goods from the territory of Ukraine transported across the line of contact with Ukraine. This prohibition does not apply to citizens importing goods from the territory of Ukraine for personal use by type and in accordance with the standards provided for in subparagraph 1.4.8 of Chapter 1 of the Temporary Regulations on the Unified Customs Tariff of the Donetsk People's Republic, approved by the Resolution of the Council of Ministers of the Donetsk People's Republic of October 16, 2015 No. 19-29.

Restrictions for individuals (citizens) on the movement, within 24 hours, of goods for personal use across the customs border of the Donetsk People's Republic

In the Donetsk People's Republic, such restrictions are established by the provisions of subparagraph 1.4.8 of Chapter 1 of the Temporary Regulations on the Unified Customs Tariff of the Donetsk People's Republic, approved by the Resolution of the Council of Ministers of the Donetsk People's Republic of October 16, 2015 No. 19-29, according to which the import by citizens of goods that are classified in groups 1-24 of the Commodity Nomenclature of Foreign Economic Activity, imported by citizens for personal use (sturgeon and salmon caviar - 500 g; vegetable oil - 5 l; milk - 3 l; dairy products - 3 kg; other food products that are classified in 1-24 groups of the Commodity Nomenclature for Foreign Economic Activity, 5 kg each, subject to the total weight of the goods, taking into account the above 50 kg and the total cost of which does not exceed the equivalent of 15,000 Russian rubles) is allowed no more than once a day.

Movement by individuals (citizens) across the customs border of the Donetsk People's Republic of goods for needs not related to business activities in the event of moving to a permanent place of residence

According to paragraph 3 of part 4 of Article 298 of the Law, when imported (sent) by citizens into the customs territory of the Donetsk People's Republic, goods intended to meet the ordinary everyday needs of a citizen and initial arrangement, which are imported (sent) by citizens in connection with permanent resettlement, are exempt from customs duties. place of residence in the Donetsk People's Republic within six months from the date of issuance of a document confirming the citizen's right to permanent residence in the Donetsk People's Republic, subject to documentary confirmation that before the day of issue of this document the citizen lived in the territory of the country from which he arrived, not less than three years:

  • goods intended to meet the ordinary daily needs of a citizen and initial development;
  • vehicles for personal use, classified in one of the headings 8702, 8703, 8711 according to the Commodity Nomenclature of Foreign Economic Activity (in the amount of one unit for each citizen over 18 years of age), subject to documentary confirmation that before the day of issue of the document confirming the right to permanent residence in the Donetsk People's Republic, the citizen was the owner (or co-owner) of such a vehicle for at least one year, and the vehicle was permanently registered (registered) with him in the relevant registration authorities of the country of the citizen's previous permanent residence for at least one year if the vehicle is subject to registration in that country;

c) goods classified in heading 8716 according to the Commodity Nomenclature of Foreign Economic Activity (in the amount of one unit for each adult citizen) subject to the simultaneous import of vehicles for personal use classified in one of the headings 8702, 8703, 8711 according to the Commodity Nomenclature of Foreign Economic Activity.

Movement by individuals (citizens) across the customs border of the Donetsk People's Republic of goods for personal use received as an inheritance outside the territory of the Donetsk People's Republic

According to paragraph 5 of part 4 of Article 298 of the Law, when imported (shipped) by citizens into the customs territory of the Donetsk People's Republic, goods that are part of an inheritance under the law opened outside the Donetsk People's Republic in favor of a resident (including in the amount of one unit for each commodity item 8702, 8703, 8711 according to the Commodity Nomenclature of Foreign Economic Activity), if its composition is confirmed by the authorities that perform notarial acts in the country of its opening.

Prohibition on the movement by individuals (citizens) under 18 years of age across the customs border of the Donetsk People's Republic of alcoholic beverages and tobacco products

In the Donetsk People's Republic, such a ban is established by the provisions of Part 1 of Article 301 of the Law, according to which the movement of alcoholic beverages and tobacco products across the customs border of the Donetsk People's Republic by citizens under 18 years of age is prohibited.

Prohibition on the movement of goods by business entities and individuals (citizens) across the customs border of the Donetsk People's Republic outside the locations of established checkpoints

In accordance with the provisions of parts 1, 2 of Article 120 of the hakon, the places of movement of goods and vehicles across the customs border of the DPR are the checkpoints (control points) across the customs border of the DPR established by the legislation of the Donetsk People's Republic. The movement of goods and vehicles across the customs border of the Donetsk People's Republic in other places is prohibited, except in cases provided for by the current legislation of the DPR. Entry into the customs territory, as well as exit from the customs territory of the Donetsk People's Republic, is carried out exclusively through checkpoints (control points) determined in accordance with the orders of the republican executive body implementing state policy in the field of taxation and customs affairs.

The list of border and customs control points on the contact line was approved by a joint order of the Ministry of State Security of the Donetsk People's Republic and the Ministry of Revenue and Duties of the Donetsk People's Republic dated July 14, 2017 No. 64/52.

Bodies exercising control over the movement of goods across the customs border of the Donetsk People's Republic

In accordance with Part 7 of Article 263 of the Law, all goods, vehicles and other items that are moved across the customs border of the Donetsk People's Republic are subject to customs control.

According to Part 5 of Article 263 of the Law, customs control is carried out exclusively by customs authorities in accordance with the law and other regulatory legal acts of the Donetsk People's Republic.

In accordance with Part 3 of Article 263 of the law, customs authorities, within their competence, carry out other types of control, including export, currency, environmental and radiation, in accordance with the legislation of the Donetsk People's Republic.

According to Part 2 of Article 263 of the law, in order to increase the efficiency of customs control, customs authorities interact with other regulatory government bodies, as well as with participants in foreign economic activity, customs representatives, customs carriers and other persons whose activities are related to foreign trade.

Rules for entering Russia from the Donetsk Republic

Travel from the DPR to Russia is also limited and is carried out for certain reasons.

Who can enter the Russian Federation from the DPR:

  • Citizens of Russia;
  • Citizens of the DPR by reason: students, workers, diplomats;
  • To visit relatives.

PCR test for entry into Russia from the DPR

Residents of the DPR must have a negative coronavirus test result when entering Russia. The test is valid for no more than 72 hours.

Russian citizens enter the country in accordance with the requirements of Rospotrebnadzor. The test must be taken upon returning home and the result must be uploaded to the State portal.
