This heading covers mechanical and electrical (mostly electronic) precision time-keeping instruments with a case and clock mechanism of a type intended to be worn or carried and to function in all positions, which indicate time or measure intervals of time, regardless of the thickness of the watch mechanism.
These include wristwatches, pocket watches, watches in special pockets, watches for wearing in handbags, watches mounted in brooches, rings, etc. However, timekeeping devices containing a stand, even a simple one, should not be considered a wristwatch or pocket watch.
This heading covers not only watches with simple clock movements, but also watches with complex systems (i.e. containing additional elements other than those necessary to simply indicate the hours, minutes and seconds), such as chronographs, alarm clocks, watches with rehearsal and striking, automatic watches, calendar watches and watches showing working reserve.
This heading covers amateur watches or watches with special features, such as waterproof, shockproof or anti-magnetic watches; eight-day hours; self-winding watches; watch with luminous dial and hands; watches with central seconds hands or special dials; clock without hands; sports watches (for example, pearl divers' watches with a built-in depth indicator); watches for the blind.
Chronometers are highly accurate watches tested in different positions and at different temperatures. This set also includes deck clocks, but not marine chronometers, etc. (heading 9105).
Chronographs not only tell the time of day, but can also be used to measure relatively short intervals of time. Chronographs with hands have two special hands in addition to the usual three hands (for hours, minutes and seconds), i.e. a center seconds hand that makes one full revolution per minute and can be started, stopped and reset to zero using a pendant switch or crown, and a hand that records how many minutes the center seconds hand has been running. Some chronographs have an additional second hand.
This heading also covers stop watches. If they have hands, they differ from the chronographs above in that they do not have the usual hour, minute and second hands, but only a central seconds hand (with or without a sub-seconds hand) and a minute hand. However, electronic stopwatches often have an auxiliary device to indicate the time of day.
Chronographs and stopwatches can display fifths, tenths, hundredths and thousandths of a second. They are sometimes equipped with special devices to measure the speed of the runner, car, sound, etc., the pulse rate of the patient, the output of the car, etc. could be determined without calculations. Some may also have time recording devices.

GROUP 91. WATCHES OF ALL KINDS AND THEIR PARTS
Notes:
1. This group does not include:
a) glass for watches of all types or weights (classified according to the material from which they are made);
b) watch chains (heading 7113 or 7117, as the case may be);
c) general purpose parts specified in note 2 to section , made of base metals (section ) or similar articles of plastic (group ) or precious metals or other metals clad with precious metals (usually heading 7115); however, watch springs are classified as parts of watches of all kinds (heading 91.14);

2. Heading 91.01 covers only watches to be worn or worn, with a case made entirely of precious metal or metal clad with precious metal, or of the same materials in combination with natural or cultured pearls, precious or semi-precious stones (natural , artificial or reconstructed), falling in headings 71.01 to 71.04. General provisions
This group includes some apparatus designed primarily for measuring time or for performing some operation in connection with time. It includes wearable watches (wristwatches, pocket watches and stop watches), other watches (regular watches, mechanical watches, alarm clocks, marine chronometers, car watches, etc.), as well as apparatus for recording time, instruments for measuring time intervals and switches with a timing mechanism; in general, it includes parts of these products.
Articles in this chapter may be of any material (including precious metals) and they may be decorated or offset with natural or cultured pearls or natural, synthetic or reduced precious or semi-precious stones (see Explanatory Notes to headings 9111 and 9112).
Classification of a watch combined with some other object (a piece of furniture, a lamp, an inkwell, a paperweight, a pad of notepaper, a snuff box, a cigarette or cigar lighter, a handbag, a powder compact, a cigarette case, a retractable pencil, a cane, etc. ), is governed by basic rules for interpreting nomenclature. The mere introduction of internal lighting does not entail the exclusion of watches from this group.
In addition to the exclusions specified in the legend to each heading, this chapter does not include, but is not limited to:
(a) One-hour sundials and hourglasses (classified according to the material composing them).
(b) Jukeboxes (mechanical singing birds, etc.) and music boxes without dials (heading 92.08).

A watch consists of two main parts: the watch movement and the container for the watch movement (case, cabinet, etc.).
Mechanical watch movements consist of the following parts:

(5) Descent; it supplies the pendulum or balance and hairspring with the necessary energy and controls the motion of the gear system. The most common types of escapements are hook or free anchor escapement, pin and pallet escapement, cylinder escapement and lock escapement.
(6) Regulating device; it regulates the movement generated by the drive mechanism. It consists of a pendulum, a balance beam and a hair spring in combination, a tuning fork, a piezoelectric quartz crystal or any other system capable of determining time intervals.
(7) Winding mechanism and hand setting mechanism (operated by pusher, puller or balancer, etc.).
The assembled clock mechanism, along with the dial and hands, is installed in a container or case.
The balancer, escapement parts and gear mechanism parts perform precise rotation. In cheap watches they rotate directly in the metal of the board and bridges, but in better ones, stones are inserted into the bearings to counteract wear.
The clock can be equipped with a striking mechanism, a bell or a selection of bells. Each of these devices requires a special clock mechanism.
Mechanical watches can be wound manually using electricity or automatically.

Devices of this group can be electrical (including electronic), for example:
(A) A watch using dry batteries or a battery with a short power reserve (on the order of a few minutes). These clocks have a combination of a conventional balance wheel and a hairspring or pendulum, the spring being periodically charged by an electromagnet.
(B) A networked watch with a large power reserve (several hours). All of them are equipped with a normal combination of a balancer and a hair spring or a pendulum, the spring or weight being periodically wound by an electric motor (synchronous, induction, etc.).

In accordance with Note 3 to this group, which defines watch movements, the following measurement methods apply:
(a) Thickness measurement
The thickness of a watch movement is the distance from the outer plane of the dial support (or the visible surface of the display, if the latter is included in the watch movement) to the outermost outer plane, excluding any screws, nuts or other fixed parts protruding from that plane.
(b) Measuring width, length or diameter
As a general rule, the width, length and diameter (which are determined by the axis of symmetry) should be measured without taking into account the winding spindle or crown.
