On October 24, Ulyanovsk customs became the customs office of actual control. Why it was created, who needs to have this information and what significant changes have occurred - Vladimir Khivintsev, acting first deputy head of the Ulyanovsk customs, told the portal’s journalists.

– Please tell us about the changes that have occurred in your body?

– The Federal Customs Service is implementing a work plan to reform the customs system in 2018-2020. One of the main directions is changing the structure of customs authorities. For example, from June 15, 2021, the Volga Electronic Customs was created in the region of activity of the Volga Customs Administration. This customs office includes the Electronic Declaration Center (located in Nizhny Novgorod). The Center declares all goods to all customs authorities located in the Volga Federal District. We still have actual control on site, as well as other functions within the competence of the Ulyanovsk customs.

– Who will these changes affect?

– With regard to individuals, those who move to the Russian Federation for permanent residence and import goods for their personal use – nothing has changed for them. Structural changes did not affect this category of citizens. This will affect participants in foreign economic activity, that is, legal entities, individual entrepreneurs, those who move goods for commercial activities. Electronic declarations involve interaction via the Internet.

– Why were such changes made?

– First of all, for the convenience of participants in foreign economic activity. Secondly, in order to concentrate electronic declaration in one place, this will make it easier to manage this process. And another task is an attempt to minimize corruption risks in order to exclude communication between an official and a participant in foreign economic activity.

– What are the first results in the functioning of the customs office as a customs office of actual control?

– Speaking about the first results after the transformation of the Ulyanovsk customs into a customs office of actual control, it can be noted that from October 24, 2018 to November 30, 2018, the Electronic Declaration Center issued 831 declarations for goods of participants in foreign economic activity, the location of goods of which is the area of ​​activity of the Ulyanovsk customs . Of these: imports – 559 declarations for goods; export – 272 declarations for goods. In the period from 10.24.2018 to 11.30.2018, customs posts of Ulyanovsk customs: issued 333 declarations for goods, of which: import - 85 declarations for goods; export – 248 declarations for goods. – Interaction of the Volga Customs Post (VCP) with customs posts of actual control is carried out by exchanging information messages between the Electronic Declaration Center and customs posts of actual control and performing the following actions:

  • Receipt of declarations for goods at the EDC.
  • Request from the CED for information on the arrival of goods at the temporary storage warehouse (customs control zone) of the external customs authority.

Compared to the same period last year, this is an increase of 6.7%. Foreign trade turnover is almost 2,998 million 822 thousand dollars, imports - 182 million, exports - 115 million dollars.

– Which countries do we have trade and economic relations with?

– This is practically all of Europe. Even taking into account the sanctions imposed on Russia, we trade with the United States, Ukraine, Germany, and so on. Quite a large volume with Germany and Italy. A lot of imports from China. It is diverse: from raw materials to household items.

– Does the UAZ enterprise have a lot of turnover?

– Over 11 months, 3,400 vehicles were delivered abroad. If we talk about imports, then the main product range is automobile spare parts from Europe and China. These are the engines that make up the headlights and so on.

– Let's talk about another area of ​​activity, about law enforcement. What do our residents bring from other countries, is it all missed?

– According to statistics, over the three quarters of this year, 14 customs inspections were carried out in relation to luggage and hand luggage of passengers. We mean the Simbirsk customs post. Based on the results of these inspections, nine cases of movement of potent substances were identified, including a drug called Phenazepam. Objects structurally similar to weapons were also identified. Our citizens, staying, for example, in Turkey, take with them brass knuckles, telescopic batons, and knives. Although before departure, as a rule, at any airport there is quite clear information on stands that indicate what can be carried and in what quantities.

– What happens if a person brings with him, for example, a souvenir knife?

– The customs authority does not have the competence to determine whether a knife is a bladed weapon. Simply, as part of customs control, this product will be detained and an examination will be assigned. As a result of the examination, they will give a conclusion indicating whether the item is a bladed weapon. If it is recognized as cold, then not only will it not be returned, but the question of an administrative offense will immediately arise. Therefore, before any trip, it is advisable for individuals to contact the Ulyanovsk customs legal department to get advice and travel safely.

– And what comes to us from Internet sites, for example, from China, is also your competence? How does the process work?
