The Novgorod customs point is preparing for an increase in cargo flow from abroad to our region

Many Novgorodians don’t even suspect that we have customs. And it has been successfully operating for many years, providing a continuous process of control over the movement of goods from abroad and exports across our territory.

On the eve of the Russian Customs Day, which this year coincides with the 30th anniversary of the formation of this federal service, NV visited the Novgorod customs post.

In conditions of multitasking

Novgorodsky is one of 13 posts of St. Petersburg customs. It carries out operations related to documenting transit cargo, actual control over both goods entering the region and outgoing goods, and statistical control over the movement of supplies within the EAEU countries.

— In the Novgorod region there are about 200 companies involved in foreign economic activity, the vast majority of which have been operating in the region for a long time. They purchase equipment, products, and raw materials necessary for their production cycle in other countries, send products to foreign partners and, naturally, are familiar with customs rules,” says Sergei BARANOV, head of the customs post. — Now the submission and issuance of declarations, payment of payments are made through electronic declaration centers, which is convenient for firms and organizations. And at the customs post in Veliky Novgorod, we check the cargo declared in the documents with the goods actually located in the vehicles. In addition, we monitor the movement of trucks along the so-called transit route - from the state border to our post, if it is stated in the documents as the destination authority.

Sergey Vasilievich lists the countries where Novgorod companies make purchases: China, Germany, Sweden, Czech Republic, Austria, France, Serbia, Poland, the Baltic countries. And where they export their products: Brazil, USA, Hong Kong, Finland, Peru, India, Romania, Thailand, Israel, Moldova, China, Sweden...

“Novgorod customs officers have enough to do,” continues Baranov. — And this is not only filling out papers or electronic documents, we communicate more with people - with participants in foreign economic activity. Moreover, if we are talking about the export of Novgorod products abroad, then we often carry out control not on the territory of the post, but in the regions of the region - where the export cargo is actually located. We work in multitasking conditions: analyze, compare data, make decisions. And we constantly improve our professional level.

When recruiting to the customs service, preference is given to specialists with customs, legal, and economic education. However, teachers and technologists, accountants, graduates of military and other universities successfully work at the Novgorod post.

The manager clarifies that participants in foreign economic activity mean not only legal entities, but also ordinary citizens, because all parcels and letters that we receive from abroad also undergo customs clearance and control. As well as cars with foreign license plates, which are sometimes bought by Russians.

— In the coming years, the customs post will become more busy, since a special economic zone has been officially formed in the region. Anchor residents are known. Three production sites are proposed in the Novgorod region, construction of the first - in the village of Trubichino - should begin next year, which will require large volumes of materials and equipment, including those coming from abroad. And customs is preparing for the production launch of the SEZ. We are already considering extending the period of our work. There is also a need for personnel. We are waiting for those interested.

Design “from wheels”

Heavy trucks with goods imported from other countries are awaiting inspection at the Novgorod customs site.

We go to the actual inspection together with the chief state customs inspectors Victoria KOSHEVAROVA and Andrey DMITRIEV.

“I have, one might say, a professional dynasty: my mother worked at the Novgorod customs in the past, and when I was a girl, I often came to work with her,” says Victoria and at the same time closely examines the external condition of the car body so that there is no holes, cracks through which something can be taken out or put inside. “I always watched with interest what customs officers did and how they did it. And by the end of my schooling, I decided for myself that I would enter the St. Petersburg branch of the Russian Customs Academy. After graduating from university, she remained in the Northern capital and worked in her specialty. And then my husband and I moved to Veliky Novgorod, where I was immediately accepted into the service according to my profile.

Victoria claims that her work definitely cannot be called boring: every time there are new people, new situations. So, recently, excess cargo was found in the car of a company that had transported goods from abroad many times before, and the customs officers had no complaints. Now the owners of the company face administrative punishment.

Sergey Baranov explains that cases of violation of customs legislation, although infrequent, do occur:

— In the first half of the year, about 1,300 vehicles, containing 1,900 cargo shipments, passed through the post. We processed most of the cargo, so to speak, off the shelf, and only 300 shipments were placed in our warehouses for temporary storage. Employees identified 230 cases of violation of customs legislation related to inaccurate or untimely declaration of information about the movement of goods.

During an external inspection of the truck, inspectors discovered that the seal sealing the vehicle was intact, but the cord itself on which it is located, which should prevent the vehicle from being opened until the seal is removed, was slightly weakened. As it turned out, this was not critical: the cord did not allow the doors to open, only a small gap formed. Andrei Dmitriev installed an external miniature video camera on a rod. He explained that this portable television inspection system “Vzglyad” allows customs officers to see what is inside even before the vehicle opens.

Inspectors continued checking the parked heavy trucks. And another truck with cargo arriving from abroad drove up to the gates of the Novgorod customs post.

The history of the creation of the Novgorod customs goes back to the turn of the 9th–10th centuries. It is reliably known that at the beginning of the 12th century, the first floor of the still preserved Church of St. John on Opoki, built by Prince Vsevolod Mstislavovich in 1127–1130, became the refuge of mytniks (tax collectors). The conditional date of the official formation of the Novgorod customs business can be considered March 17, 1571 - the earliest surviving Novgorod customs charter is dated to this day. True, with the construction of St. Petersburg, the city on the Volkhov gradually lost its trade significance, and the functions of the Novgorod customs were transferred to the St. Petersburg one.

The current stage of development of customs business in our region began in the 1990s of the last century. By order of the Main Directorate of State Customs Control of the USSR dated July 10, 1989, the Novgorod customs post was created.
