Kraskino, Markovo and Pogranichny: Rosgranstroi told what awaits the border crossing points of Primorye

In Primorye, the main work on the reconstruction of checkpoints is planned to be completed in 2023. Such data was announced by the director of the Vladivostok branch of the Directorate for the Construction and Operation of Rosgranitsa Facilities (Rosgranstroy) Sergei Kozlov at the plenary session of the forum “Export Potential of Primorye,” PrimaMedia news agency reported.

Before the speech of the head of the regional branch of Rosgranstroy, the President of the Primorsky Chamber of Commerce and Industry Union, Boris Stupnitsky, noted that due to the pandemic, Primorye was faced with a huge number of difficulties at all checkpoints - a shortage of container and wagon fleets, disruption of the delivery schedule and for railway, and at highway crossings. After the Chinese authorities introduced serious restrictive measures at road crossings in Primorye, trade turnover decreased by 70%. This influenced a significant increase in the price of logistics and goods. “We either don’t get into the market or we are forced out from where we are not yet so strong,” he added.

According to Sergei Kozlov, to improve the situation, a large amount of work is planned to reconstruct checkpoints in Primorye. “The plans are ambitious, we will try to implement them,” he said, explaining that the region has its own specifics in the selection of personnel - it is difficult to find specialists and cost estimate engineers. The federal institution has been given a serious task - creating a new look for the complexes, ensuring uninterrupted operation, increasing the capacity of checkpoints and developing border infrastructure.

“The Vladivostok branch is in charge of 39 checkpoints (30 active). Of these, there are 15 border checkpoints in Primorye (14 operational) - one air, three railway, five road and six sea. In accordance with the instructions of the President in 2021, some checkpoint facilities were purchased. In Primorye, in 2021, work was carried out at the Pogranichny and Kraskino international checkpoints to make it possible to switch to round-the-clock operation. Thus, additional inspection pits and a video surveillance system were installed. The arrangement has been completed at the Pogranichny international checkpoint. But at the Kraskino international checkpoint, work will be completed by the end of June 2021,” Kozlov said.

Currently, two checkpoints are involved in construction and design in Primorye for construction and installation work. So, for the Kraskino international checkpoint, last year the project passed the state examination, and a contractor was identified.

“The most important thing is that most often builders come to an open field and start work from scratch. Here the facility already partially exists, so a significant proportion of the tasks are related to the dismantling and arrangement of the border checkpoint in accordance with the requirements of the State Defense Committee. Requirements change every year, so we have to adapt to this,” he emphasized.

As Sergei Kozlov clarified, at the existing Kraskino checkpoint, the plenipotentiary representative of the Far Eastern Federal District Yuri Trutnev was tasked with increasing the capacity with a video surveillance system according to the minimum requirements of state regulatory authorities. The plenipotentiary's visit to the site is expected in early July. Now the main task for the Kraskino-1 checkpoint is to bring the facility to a capacity of up to 250 vehicles per day (150 trucks, 50 buses and 50 cars). There is a land plot and an existing checkpoint, but there is already a project for Kraskino-2 with an increase in the checkpoint to 750 cars per day. “Thus, 250 will be at the checkpoint under construction, and taking into account the use of the old land plot, we will expand it to 750. The terms of reference and conditions have been received from the State Defense Committee. The implementation period is until the end of 2022,” the head of the Rosgranstroy branch announced the tasks.

The next facility, which is also being implemented in the region, is the stationary inspection complex of the Pogranichny railway border crossing point. Its main task is to facilitate the work of the border service and the federal customs service without stopping trains for passage and inspection during movement. The implementation period for this project is until the end of 2021.


The Kraskino checkpoint in the Khasansky district will be expanded by December of this year. Capacity will be increased to 250 cars per day.

According to the project of the Markovo automobile station, it passed the Main State Expertise, auction events are planned for June, with contracting in July. The project will be completed by 2023.

Design and survey work is underway at the Turiy Rog international checkpoint; according to plans, it will be completed this year, contracting is also scheduled for 2021, and completion of construction and installation work is scheduled for 2023.

In light of the latest order of the Russian government, signed by Prime Minister Mikhail Mishustin, by September 1, Rosgranstroy must approve the design documentation and begin contracting for the selection of a contractor with completion of work by 2023.

Design and survey work for the Pogranichny international checkpoint will be completed this year. Construction and installation work should be completed in 2023.

For the Pogranichny railway checkpoint, an agreement has been signed with Russian Railways; Rosgranstroy is taking over the arrangement of inspection facilities. Survey work will be completed there this year, they plan to contract and complete the work by the end of 2022.

Survey work is also being carried out at the checkpoint in Nakhodka, construction work is planned to be completed there in 2023. Work does not stop at the Vostochny and Vladivostok border crossing points. The work planned there in 2011-2015 has been partially completed, and the issue of commissioning these facilities is being resolved by the end of this year.

“In Primorye, authorities often ask the question: “When will we build it?” I can only guarantee that we will put all our efforts into the construction of these facilities. And those that have been standing since the 90s, we will try to revive them or implement them,” admitted Sergei Kozlov.

It should be noted that the reconstruction of checkpoints in Primorye has been going on since 2011. Then, 897.4 million rubles were spent on work on the Kraskino checkpoint, and 582.4 million rubles on the Pogranichny checkpoint. But not a single object was completely finished. Although the checkpoints were part of the Primorye-1 international transport corridor, the conditions and infrastructure there are now far from satisfactory. In past years, heavy truck drivers have repeatedly asked the authorities to restore order in this area. After the introduction of restrictions by the PRC during the coronavirus pandemic, discontent and strikes broke out among carriers. The queues near the border crossings stretched for several kilometers. Then a pass system and electronic queues were introduced in the region, which relieved the tension.

In 2021, the Accounts Chamber published a report according to which the costs of acquiring state ownership of automobile checkpoints (ACPs) across the state border in Primorye amounted to almost 150 million rubles. At the same time, the president’s order for the ransom was not fulfilled in full and in violation of the established deadlines. In addition, the question was raised about the economic feasibility of such actions and the acquisition of the remaining privately owned Markovo APP, since new points will be built nearby by 2023.

The history of the customs post is inextricably linked with the history of the country. Customs posts on the border of the state are actually the last link of state control when exporting goods abroad and the first state body ensuring the security of the customs territory and the population of Russia when importing goods.

The Poltava border customs post was created in accordance with the order of the USSR Customs Committee dated November 29, 1991. The customs post was introduced into the structure of the Ussuri customs in April 1999 and renamed the DAPP Poltavka customs post.

The region of operation of the post includes the Oktyabrsky district and the automobile cargo-passenger bilateral checkpoint across the state border of the Russian Federation Poltavka. The adjacent checkpoint is Donning, People's Republic of China. The legal basis for the establishment of the Poltavka-Dunin checkpoint is an intergovernmental agreement between the Government of the Russian Federation and the Government of the People's Republic of China dated January 27, 1994.

The customs post is located at the checkpoint, the distance from the administrative building of the Ussuri Customs is 76 km, the distance to the State Border of the Russian Federation: 50 meters.

The first head of the post from 1992 to 1995 was Gennady Shchelsky. Since 2021, the head of the Poltavka DAPP customs post is Lieutenant Colonel of the Customs Service Alexey Kanin.

Over the 28 years of the history of the customs post, its number, structure, and customs technologies have changed more than once. Currently, the number of people at the customs post is 81. The customs post personnel are located in the office premises of the reconstructed Administrative building at the checkpoint and in the new building on the territory of the Poltava Terminal TLT.

The structure of the customs post is represented by two independent departments. The Department of Special Customs Procedures carries out customs operations and customs control in relation to goods and vehicles transported across the customs border of the Eurasian Economic Union, including goods transported by individuals. Officials of the customs inspection department perform customs operations preceding the filing of a customs declaration and conduct customs control in relation to goods moved across the customs border.

The customs post has the authority to carry out customs operations and customs control when declaring goods by individuals for personal use, placing goods under the procedure of duty-free trade, customs transit, and temporary import. The customs post does not have the competence to prepare declarations for goods placed under the release procedure for domestic consumption, export, and processing. The presence in the region of operation of a terminal-type temporary storage warehouse owned by Poltava Terminal LLC, on the premises of which the customs inspection department of the customs post is located, allows for prompt customs clearance and customs control of transported goods.

The checkpoint is equipped with modern TSTC: truck scales, MIDK, X-ray television installations, the Yantar. system for detecting fissile and radioactive materials. Control over the movement of dangerous and prohibited cargo is carried out using devices: inspection endoscope “Mole”, “Sprut”, “Squid”, means of technical remote detection of narcotic and explosive substances “Kerber”, “Metexpert”, “Khimexpert”, a complex for examination of Regula documents and banknotes, metal detectors, dosimeters.

In accordance with the arrangement of the checkpoint, the average capacity of the Poltavka DAPP is 140 freight vehicles per day in both directions (entry and exit), 48 buses, 2,500 individuals.

The main range of goods transported for export during the specified period were coal, soybeans, food products, and lumber. Vegetables, fruits, household goods, shoes and their parts, food, and equipment are imported.

Based on the results of work for nine months of 2021, 460 thousand tons of cargo were processed at the customs post, 223 thousand individuals, 3.1 million rubles of customs duties, taxes, fines, and income from the sale of confiscated goods were transferred to the federal budget.

The customs post works closely with representatives of other government agencies at the checkpoint. Joint work helps to more effectively prevent and suppress violations of customs legislation. Over the nine months of 2021, customs post officials initiated 359 administrative cases. The main subjects of the offenses are consumer goods for the benefit of third parties, commercial goods, Far Eastern sea cucumber, ginseng, aquatic biological resources, alcohol, wood products, tobacco, controlled products prohibited or restricted for import and export.

Currently, the customs post is successfully participating in innovative projects for implementing state control at checkpoints of the Free Port of Vladivostok, the transport corridor “Primorye-1” and the technology “Mutual recognition of customs control results”, implemented as an experiment on the “platform” of the DVTU customs authorities.

Based on the results of actual control by the customs post of DAPP Poltavka, since the beginning of the year, 53 thousand units of counterfeit products (CPP) have been identified - goods imported into the territory of the EAEU with illegal reproduction of trademarks depicting cartoon characters “DISNEY”, “PEPSI” on them or their packaging; "MILKA", "COCA COLA", "CNORR", "BMW", "ADIDAS.

The main capital of a customs post is its officials, whose daily work, professionalism and personal responsibility the customs post carries out its tasks.

Since the beginning of the year, 19 officials of the customs post have been rewarded by the leadership of the Ussuriysk customs for their significant contribution to the results of customs activities, including for identifying large consignments of goods transported with concealment.

The officials who stood at the origins of the formation of the post (Bakanov, Kurnyavko, Dovshkova, Tsyba, Guseva, Korneva, Ignatieva, Nazarov, Shandruk, Toropova), who worked for more than 20 years and today pass on their experience and skills to the younger generation. The traditions established by the older generation of Poltava customs officers continue in the preservation of traditions, mentoring, care for veterans, sponsored students of the boarding school in the village of Pokrovka, and charity events.
