When does a transport company participate in customs clearance?
The declarant is a company that submits an application for customs clearance of certain types of goods (import or export). The declarant is usually either the cargo owner or the consignee. All this depends on how the parties agree on this and secure this obligation when concluding the contract. There are several basic supply schemes.
If we talk about the international EXW scheme, then in this case the responsibility for processing all customs documents, as well as finding and paying for the services of a transport company, falls on the shoulders of the buyer of imported goods. And if the contract is concluded in the DDP system, then these responsibilities are performed by the seller of export goods.
If the transport company also performs the functions of a forwarding service, then it must deal with the preparation of documents for customs. This clause must be included in the concluded contract for the provision of services.
It is important to note that it is wrong to think that customs documents are issued at the border. Customs officers only check a ready-made set of documents. In addition, they check that what is reflected in the documents corresponds to reality, i.e. The inscriptions on the car body and cargo markings are checked. The task of customs authorities is to detect contraband.
The procedure for processing customs documents takes place mainly in the offices of customs departments at various levels: city, regional, regional. And, as you know, all bureaucratic procedures often drag on for a long time, which is unacceptable in the field of transportation.

Calculate customs duties and risks
At the very beginning of the work, the broker will study all the details about the cargo and tell you how much you will have to spend on customs duties and possible additional expenses. Already at the stage of ordering the goods, the final cost will be clear, which will be useful for the financial plan.
A good broker will warn you about possible problems at customs and tell you how you can spend less and what you shouldn’t save on.
Example. It is important to consider the passing price. The customs database processes statistics on prices for goods that have already been cleared. If your price is much lower than the average for similar products, the system will indicate this to the inspector.
This inconsistency is called risk. It gives the inspector grounds to increase the processing time to 10 days, request accounting and banking documentation, and make an “adjustment” of the cost” with additional payments.
The price for a product that will not cause problems when filing a declaration is called the passing price. A competent broker will calculate the value of the cargo to indicate in the declaration in order to complete registration without problems.
