It turned out that these persons, exceeding their official powers and contrary to the law, directly influenced the conduct and results of an open auction, which determined who would receive the right to enter into a lease agreement for the creation of a temporary storage warehouse.
The main person involved in this case was Alexander Romanov, adviser to the general director of FSUE Rostek. He was arrested and then sentenced to 5 years in connection with the activities of the leaders of the Sevsk branch of Rostek-Bryansk CJSC, whose appointment Romanov lobbied for, namely the director of the branch Boris Ryzhkov and his deputy Yuri Madzharov.
The latter received bribes for expediting customs clearance of goods and ensured the transfer of these funds to Romanov.
Investigators found that in the Sevsk branch of Rostek-Bryansk CJSC, the system of extortions had been in effect since 2010. Each trailer was charged between $50 and $100 for expedited processing. According to preliminary data, Romanov received about 1 million rubles monthly from Sevsk alone. This money was laundered through banks and spent on purchasing shares and real estate abroad. In addition, land plots were purchased on them and a warehouse for temporary storage of goods was built. The one because of which a criminal case was opened against Petrovas.
Taking into account the fact that it was Petrovas who made decisions about who would receive the right to conclude a lease agreement to create a storage facility, his involvement in the “Romanov case” is quite obvious.

By the way, there was another person involved in the Rostek case. After all, the wife of Alexander Romanov, in partnership with the wife of the notorious former first deputy head of the Department of Internal Affairs of the Ministry of Internal Affairs, Andrei Khorev, owns the Romanov and Azimut hotels in Montenegro. The same Andrei Khorev appeared in yet another customs scandal, in which the adviser to the head of the Federal Customs Service, Boris Shkurkin, and a number of other customs officials appeared.
In 2010, by order of Khorev, the DEB opened an operational accounting case (DOU) against companies importing children's toys from China. However, the preschool educational institution was soon closed without finding any violations. But “by a strange coincidence”, checks against the same companies began at the Baltic customs, and containers with goods were “slowed down”. The initiator was supposedly a good friend of Khorev’s - General of the Federal Customs Service Boris Shkurkin, whom his lower-ranking colleagues behind his back call the “General of the Jewelry Troops.”

Experts argue that imports from China have not actually stopped completely, but due to the artificially created barrier, it has become much more difficult to import a number of goods into the Russian Federation.
