Currently, a number of goods are excluded from the list of products subject to mandatory certification or declaration according to the GOST R system, because for such products (materials, substances, devices, equipment, etc.) it is necessary to check the relevant regulations (TR). Types of declarations of conformity accepted and valid in Russia

The following types of declaration of conformity are distinguished:

According to the certification system there are:

  • declaration drawn up in the GOST R system;
  • declaration of compliance with the requirements of technical regulations, including a fire safety declaration;
  • declaration of conformity with the technical regulations of the Customs Union.

These types of documents do not have fundamental differences. As a rule, they differ only in the regulatory document on the basis of which the conformity of products is verified during testing or research. In the GOST R system, a declaration is drawn up taking into account the norms, rules and requirements of a specific GOST. When issuing TR declarations, product compliance with the requirements specified in specific technical regulations is checked.

Technical regulations of Russia and the GOST R certification system are gradually being replaced by unified technical regulations of the Customs Union.

According to the subject of registration, according to federal law, there are:

  • declarations for a contract (for a Russian company);
  • declaration for a Russian manufacturer or one officially registered in the Russian Federation.

By type of evidence provided by the applicant:

  • declarations taking into account their own evidentiary materials;
  • declarations based on their own evidence base, as well as evidence provided by the certification body (center) or an accredited testing laboratory.

Certification according to the GOST R system

Not all products are subject to mandatory certification. When considering which products this applies to, we must not forget that there are several lists of relevant products according to different standards. Thus, in relation to GOST R, one should focus on the Decree of the Government of the Russian Federation No. 982. Changes and additions are constantly being made to it. The key for a product to be included on this list is its potential danger to people and/or the environment.

The above Resolution also states what is subject to mandatory declaration. In this case, not only safety comes to the fore, but also certain guarantees from the manufacturer that the products it produces will be of adequate quality. Declaration is in many ways a simplified procedure. And since Russia is now trying to simplify various processes for manufacturers and reduce the amount of bureaucracy, the volume of products for which such a document is needed is gradually increasing.

What is subject to mandatory state registration?

Going through the state registration procedure has replaced the process of issuing a sanitary-epidemiological report, which lost relevance back in 2010. Currently, obtaining an appropriate certificate is necessary for a certain group of goods, for which it is especially important to confirm a high level of quality.

As a rule, we are talking about some cosmetics (for tattooing, for artificial tanning, skin whitening, etc.), baby food, hygiene products, medical products, certain types of underwear, in a word, about everything that is indicated in the list. Both those who want to import specific goods from abroad and Russian manufacturers must undergo the mandatory state registration procedure.

License of the Ministry of Industry and Trade

In certain cases, obtaining certificates and declarations for the import and export of products is not enough and you need to obtain a license from the Ministry of Industry and Trade. This applies to a special category of goods, which is regulated by a number of registers. We are talking about something that poses a particular danger to people or the environment. In particular, these are pesticides, ozone-depleting substances, electronic devices, etc.

How is a license issued? First you need to conclude a contract. Afterwards, go through the approval procedure with the relevant authority. For example, if we are talking about a radio-electronic device, then in this case you need to contact Roskomnadzor. The next step is to prepare a package of documents for submission directly to the ministry, and pay the state fee. And then, if no problems arise, a license is issued. At the final stage, the document is registered at customs.

The list of goods that are not subject to mandatory certification, but subject to mandatory declaration, is quite wide.
