Verification of the authenticity of certificates and declarations is required when:

— inspections of Rospotrebnadzor, Rostechnadzor and other regulatory authorities,

— commissioning of equipment,

— consumer suspicion of non-compliance with product safety requirements.

How to find a certificate or declaration in the Register on the Rosakcreditation website?

In Russia, as well as in the countries of the Eurasian Economic Union (EEC), there is a mandatory procedure for confirming the conformity of products. Mandatory certificates and declarations issued in accordance with the established procedure are published in the Unified Register of the Federal Service for Rosacreditation www.fsa.gov.ru

To verify the authenticity of the certificate of conformity, you must go to the Rosacreditatsiya portal fsa.gov.ru and select the “Manufacturability” menu and the “Electronic registers” section in it.

The general certificate search window combines four registries (certificate types):

  1. Unified register of certificates of conformity. Here you can check the authenticity of the certificate, issued according to the unified form of the Eurasian Economic Union. Certificate numbers here begin with the symbols “EAEU RU C”
  2. Register of certificates of conformity issued in accordance with the requirements of the technical regulations of the Eurasian Economic Union (technical regulations of the Customs Union). The certificate numbers here begin with the symbols “EAEU RU C” (formerly TS RU C”).
  3. Register of certificates of conformity issued in accordance with the requirements of technical regulations of the Russian Federation. Certificate numbers here begin with the characters “RU C”.
  4. Register of certificates of conformity for products included in the unified list of products subject to mandatory certification (Resolution of the Government of the Russian Federation dated December 1, 2009 No. 982). This register contains certificates issued for products that do not fall within the scope of technical regulations, but which must be certified in the national conformity assessment system. The first characters in the certificate number of this type are “ROSS RU C”.

You can check the certificate of conformity:

  • by certificate status;
  • by document number;
  • registration date within the established range;
  • expiration date of the certificate;
  • the applicant;
  • product manufacturer;
  • product name.

You can also sort data from the certificate registry by:

-type of certification object (single product, batch, serial production),

- country of origin,

— product groups of the EAEU, Russian Federation,

- product lists,

— technical regulations (TR CU, TR EAEU, TR RF, 126-FZ),

- type of applicant (person authorized by the manufacturer, seller, supplier, manufacturer, performer).

Please note:

  1. Information about the new certificate can be published and displayed to the user in the Registry not instantly, but within up to three days. At the same time, the time for displaying information for the personal account of the Certification Body and for a regular user may differ.
  2. Information about a change in status or loss of relevance of a certificate should be reflected on the Registry website as soon as possible after its receipt, but it does not happen immediately, but within up to three days.
  3. Entering certificates into the Register or changing their statuses occurs free of charge for all applicants.

The status of each certificate in the registry is color coded for ease of searching:

  • green – active;
  • orange – suspended (the reason for suspension is in the description of the certificate);
  • red - canceled - (in the certificate description you can see the reason and date of cancellation of the certificate; such certificates cannot be restored);
  • purple - archival (the certificate has expired or was canceled by decision of the FSA, and certificates must be stored in the archive for 10 years).

— When is it necessary to redeem a quarantine certificate?

— The owner of regulated products or a person authorized by him is obliged to repay the quarantine certificate within one day from the date of delivery of regulated products. The quarantine certificate is considered canceled from the moment the owner of the regulated products or his authorized person enters into the federal state information system in the field of plant quarantine information about the completion of transportation of a batch of regulated products.

The day of delivery is considered the day the products arrive at their destination (place of unloading).

4. The legality of import must be confirmed by an extract from the State Register in accordance with the import instructions.

— Potato and tomato moths can become a serious problem for agricultural producers in the Astrakhan region. What do you think needs to be done to prevent the spread of these quarantine pests?

— According to Federal Law No. 206-FZ “On Plant Quarantine,” responsibility for implementing measures to combat quarantine objects rests with citizens and legal entities that own, possess, use, or lease land plots. In accordance with the order of the Ministry of Agriculture of the Russian Federation dated April 22, 2009 No. 160 “On approval of the Rules for conducting quarantine phytosanitary surveys,” users of regulated objects are required to conduct systematic surveys in order to timely identify and eliminate outbreaks of quarantine objects. If quarantine objects or signs indicating their presence are detected, owners and users of regulated objects (hereinafter referred to as the owners) inform the territorial department of Rosselkhoznadzor about this.

It should be noted that the main route of spread of quarantine objects is the use of untested seed (planting material). In accordance with the Federal Law of December 17, 1997 No. 149-FZ “On Seed Growing,” seeds (planting material) intended for sowing (planting) are subject to testing for varietal and sowing qualities. It is prohibited to use for sowing (planting) seeds whose varietal and sowing qualities do not meet the requirements of regulatory documents in the field of seed production, approved in the manner established by the Government of the Russian Federation.

Lots of seed (planting) material used must be accompanied by approval certificates and test reports or certificates of conformity issued in one of the voluntary seed certification systems.

This will make it possible to take comprehensive measures to prevent and eliminate quarantine objects. Our task is to bring this information to all land users.

In each district of the region, commissions have been created to combat potato and tomato moths, and within the framework of the work of these commissions, we are ready to cooperate and provide the necessary assistance to solve emerging problems.

— Is it necessary to duplicate the notice of arrival of regulated products on paper?

-If an electronic notification is made and a quarantine certificate is redeemed, then a paper notification is not necessary.

— What preventive measures does the Russian Academy of Agricultural Sciences apply to agricultural producers who sow seeds without documents confirming their sowing and varietal qualities?

— Citizens and legal entities notify the Rosselkhoznadzor Office about the import of seed material. As part of the state assignment, department employees select samples and send them for research to determine the variety and sowing qualities.

In order to prevent violations of the legislation of the Russian Federation in the field of seed production, Roselkhoznadzor informs agricultural producers about the fulfillment of established requirements in the field of seed production by posting information in the media, at district and cluster meetings, as part of control and supervisory activities, during quarterly public hearings and individual consultations during certification seed material and during scheduled inspections.

The authenticity of the declaration of conformity is verified by searching for it in the Register of Declarations, which is located on the official website of the Russian Accreditation Agency, where you can find not only declarations of conformity with the CU TR, but also declarations of conformity with GOST R.

The Unified Register of State Registration Certificates (SGR) is a general information resource containing open data on SGR products produced and sold in the countries of the Customs Union. It is formed using the means of the unified information system of the Eurasian Economic Union. The main Register of state registration certificates is maintained by the Eurasian Economic Commission.

National parts of the Unified Register of SGR in different countries are maintained by different authorities.
