An elderly woman, out of habit, collected treats for her relatives in Russia, but an unpleasant surprise awaited her at the border. It turned out that she had violated customs import rules, and some of the products had to simply be thrown into the trash. Of course, it is difficult to keep up with frequently changing laws, but you still have to make allowances for the current situation. Let's figure out together what can be imported to Russia from Ukraine in 2021.

General rules for importing products and goods into Russia from Ukraine

What can a tourist bring to Russia from Ukraine? Customs rules from January 1, 2021 reduce the limit on the number of goods exempt from duties. The nuances depend on what transport you prefer:

  1. If you are traveling from Ukraine to Russia by train, car or other land transport, then you are allowed to import goods with a total weight of up to 25 kg without duties. The total cost is reduced to 500 € . For comparison: back in 2021, the limit was 50 kg, and the price of items could reach 1,500 €.
  2. Those who prefer to travel by plane will not be affected by the innovations. You can transport 50 kg worth up to 10,000 € .

Check in advance whether the limits have been exceeded: otherwise you will have to pay an additional 30% of the cost of the items ( at least 4 € per kg ). Do not evade compliance with the laws: violations are fraught with a fine in the amount of twice the value of the item and confiscation.

The goods transported must be intended for personal use by the tourist or members of his family.

The rules have exceptions: they do not apply to refugees from Ukraine. This category of the population transports personal belongings regardless of the total weight and cost. You just need to comply with the following conditions:

  • export will take place no later than in 18 months. from the day of arrival in the Russian Federation as a refugee (for example, a person settled in Russia, and later decided to take out property);
  • goods for personal use were purchased before the citizen of Ukraine received refugee status.

Participants in the program for the resettlement of compatriots also export personal belongings without duties; in both cases, the status must be confirmed by relevant documents. But you can also bring inexpensive souvenirs (read about them on the website).

According to letter FS-AS-3/13487 dated July 24, 2014, Rosselkhoznadzor introduces temporary restrictions on the import of regulated products in hand luggage and luggage of passengers traveling from Ukraine to the Russian Federation. You can bring food through customs for personal consumption in sealed original packaging, with an appropriate shelf life, with a total weight of up to 5 kg. Homemade lard, sausage, canned food, fruits and vegetables cannot be transported across the border. The import of seeds, seedlings and plants is also prohibited.

The inspection process is as follows: customs officers inspect cars and passengers; if they find food or animals, they transmit information to the Rosselkhoznadzor point, where they are examined by state veterinary inspectors. If a violation is discovered, they draw up a report in the presence of independent witnesses. The inspector weighs the food products prohibited for import, enters the information into the document and returns it - and do with it what you want.

From 200 to 300 reports per week are drawn up by representatives of Rosselkhoznadzor for violating temporary restrictions on the import of regulated products from Ukraine to Crimea.

To transport animals through customs, you must have a passport for the cat, dog, etc., which must show all vaccinations. You can obtain such a document from your local veterinary clinic.

In order to transport things across the Russian border and not fill out a declaration and, accordingly, not pay a fee, all luggage must comply with three basic rules:

everything that you are going to transport across the border, including new goods, things, clothes and equipment, must be intended for you and your family personally;

the total weight of your luggage must not exceed 50 kg;

the total value of your luggage cannot exceed 1500 euros. The cost in any currency not exceeding the equivalent is taken into account.

The exception is things that are brought into the territory of the Russian Federation by refugees and migrants with confirmation of their social status.

How much money can you bring into Russia from Ukraine?

Without declaration, you can export and import up to 10,000 € from Ukraine : this is stipulated by local legislation. If the limit is exceeded, you must declare the amount and provide a document confirming the legality of receiving the funds. Its role will be a bank statement, a receipt from a currency exchange office, etc.

If we are talking about a Russian citizen who visited Ukraine and is now returning to his homeland, the rules change. He can import any amount by declaring it. But when leaving the country, he should not have more money than when entering.

Other things to consider

According to information from customs services, 47% of violations are associated with attempts by citizens to transport amounts over 10,000 € without declaration. But if Ukrainian employees reveal a violation, you will be fined. In some cases, it is possible to confiscate currency in excess of the established limit, although such a measure is rarely used.

At Russian customs you will have to declare an amount that exceeds $10,000. It happens that citizens of Ukraine ask what to do if the restrictions do not suit them. For example, you fly from Kyiv to Rostov and take $32,000 with you. How can you legally transfer money without using a plastic card? Please note the following:

  1. The money will have to be declared, and this can be fraught with trouble. 15 years ago, a group of robbers was operating at Pulkovo Airport who colluded with customs officers. Unscrupulous workers provided information about citizens of Ukraine and Russia who came to the territory of the Russian Federation with large sums of money. Although the case is rather exceptional, there are no guarantees that this will not happen again.
  2. To bring a large amount of money into Russia, you will need permission from the bank. Once you cross the border and declare the money, customs must notify the tax authorities. This cannot be said that employees follow this rule, but by default you should not count on negligence.

If you need to transport large sums from Ukraine to Russia, you can simply take a plastic card with you. There are no restrictions in the area, so you just need to choose an organization that has branches in both countries. Pay attention to Sberbank or Alfa Bank: you will find their branches in most cities.

Customs rules of Ukraine, or What can be transported across the border without a declaration in 2021

When planning trips abroad and studying the laws of the host countries, do not forget that in most cases you will have to return to your homeland. This means that you need to know the rules for crossing the border in the opposite direction. This is especially true for citizens of Ukraine, which have changed their customs rules.

What has changed? What goods and under what conditions can now be imported duty-free, and what will you have to pay for? What amounts are allowed for import?

What personal items can you take with you to Russia from Ukraine?

The list of what can be exported from Ukraine to Russia includes the following:

  • personal hygiene products in the quantity required during the trip;
  • cosmetics for personal use;
  • clothes, underwear, shoes, and it is desirable that they show signs of use;
  • jewelry, including jewelry made of precious metals, if they show signs of use (there are restrictions on value);
  • 1 camera and 1 video camera with a reasonable number of accessories (there are no exact instructions in the legislation);
  • portable musical instruments;
  • mobile phones, smartphones in an amount of no more than 2 pieces (many violations are associated with this item, because travelers often bring a couple of their own gadgets and 1-2 as a gift);
  • portable TV;
  • laptops, e-books in the amount of 2 pcs;
  • flash drives (3 pcs);
  • 2 pairs of watches;
  • 100 ml of perfume or 500 ml of eau de toilette;
  • sports equipment that is intended for personal use.

What else can you transport from Ukraine to Russia by train, car or plane? In some cases, it becomes necessary to transport strollers. If you are traveling with a child, the law allows you to take strollers according to the number of children. Traveling without a baby? You'll have to make do with 1 stroller. For disabled people, the following system is established: 2 strollers per person, in the absence of a person with a disability - 1 pc.

Medicines

Medicines that are transported in hand luggage and/or in accompanied or unaccompanied baggage can be transported into the territory of Ukraine in the following quantities:

  • not exceeding five packages of each name per person (except for medicines containing narcotic or psychotropic substances);
  • not exceeding that specified in the prescription, certified by the seal of a doctor and/or health care institution.

You can also bring special baby food across the Ukrainian border for children with phenylketonuria or another disease requiring special nutrition that is not available in Ukraine, in the following quantities:

  • not exceeding five packages (cans) of each item per person;
  • not exceeding that specified in the person’s prescription for a special baby food product (products), issued in the name of the child and certified by the seal of a doctor and/or health care institution, subject to the presentation of documents certifying family ties with a sick child, or another document confirming the authority of the person for such actions.

How to transport medicines from Ukraine to the Russian Federation

Before crossing the Russian-Ukrainian border, you will wonder whether it is allowed to transport medicines. They should be taken in the quantity needed for the duration of your stay in the country. Number of packages - maximum 5 per person . At the same time, potent, narcotic and psychotropic substances are prohibited. If you are traveling to Russia with such drugs, they must be declared at customs. Provide the relevant documents: a copy of your medical record, a prescription, a receipt from a pharmacy, a certificate from a doctor specifying the diagnosis and the amount of medications needed. The substances must be declared at Ukrainian customs, repeating the procedure upon entry into Russia.

You cannot bring medicines to friends in the Russian Federation: it is assumed that they are being treated by a doctor in their own country and buying the medicines prescribed to them. For this reason, states also prohibit sending pills by mail across borders. As for phyto-collections, they cannot be imported: phytosanitary control will confiscate such products. Medical dialyzers and consumables are allowed to be taken in the required quantity.

If you are traveling from Ukraine to the Russian Federation in a personal car, check the contents of the first aid kit. The fact is that it may contain a prohibited drug. Look for a medicine labeled “Butorphanol tartrate”: it is not approved in the countries of the Customs Union.

Personal items

Personal belongings are not declared and are not subject to taxes and duties . When entering the customs territory of Ukraine, the following may be included in this category (in specified quantities or quantities obviously not exceeding what is necessary for personal consumption/use):

All specified items in acceptable quantities can be imported without paying duty or declaration.

How to import jewelry from Ukraine to Russia

Jewelry for personal use is allowed to be imported into the Russian Federation from the territory of Ukraine without additional duties. But citizens of a neighboring state who are traveling to the country on a visit are still advised to declare their values. Otherwise, when returning home, a situation may arise where you will have to prove that the rings and earrings were not purchased on the territory of the Russian Federation. It is also advisable to fill out a declaration if you are bringing jewelry as a gift. But in general, if the cost of jewelry does not exceed 10,000 € (or 1,500 € for those who do not travel by plane) , there will be no problems at Ukrainian customs.

The same limit applies at Russian customs (10,000 € by air and 1,500 € by other means): if the jewelry is cheaper, there is no need to make a declaration. If you neglect the rule and violate the law, expect a fine. Its size is affected by the cost of the jewelry, so be prepared to pay 50-200% of the price; confiscation is considered individually.

Difficulties arise in cases where tourists from Ukraine traveling to Russia take with them expensive, used jewelry. The problem is that the owner may incorrectly set the value of the item for himself. The customs officer will not agree that the item does not need to be declared, and in the end you will commit an offense. If in doubt, fill out the appropriate form.

How much currency can be transported across the border of Ukraine

It is allowed to import into Ukraine and export outside its borders cash currency and bank metals in the amount of:

  • not exceeding 10,000 euros (in equivalent) without written customs declaration;
  • equal to or exceeding 10,000 euros (in equivalent), subject to its written customs declaration in full.

If the amount exceeds 10,000 euros, the following documents must be provided along with the completed declaration:

  • identity card and document confirming the country of permanent residence of the citizen or authorized person;
  • confirming cash withdrawals from one’s own bank accounts and the person’s purchase of bank metals.

How much alcohol and tobacco can be imported into Russia from Ukraine in 2021?

When asking what food products from Ukraine can be imported into Russia, citizens often clarify the permissible amount of alcohol. According to the decree of December 29, 2021, the import of beer, wine, spirits, liqueurs and other drinks is prohibited. It remains to be seen whether the innovation will affect private individuals traveling on a routine visit. So far, according to customs rules, the volume is strictly regulated:

  • You can take up to 3 liters of alcoholic beverages (including beer) without paying duties;
  • with declaration and payment of customs duties, the limit increases to 5 l.

You cannot take more than the specified amount of alcoholic beverages into Russia. But make amendments to the laws of Ukraine: customs allows beer up to 5 liters, wine - up to 2 liters, and strong drinks with an alcohol content of 22% and above - 1 liter. The volume is determined based on adult citizens: if you are traveling with a child, then you cannot take alcohol for him.

As for tobacco products, you can take the following quantities with you in your luggage or hand luggage from Ukraine:

  • no more than 200 cigarettes ;
  • up to 50 cigars .

You can also transport tobacco directly with a maximum weight of 250 g. Those who have chosen a set of cigarettes, tobacco and cigars should be guided by the total weight - it should not exceed 250 g.

Is it allowed to bring non-alcoholic beer with you from Ukraine in quantities exceeding the established norms? In such cases, the drink is regarded as a food product, and not as an alcoholic product. According to the rules of Russian and Ukrainian customs, it is allowed through in the amount necessary for the personal needs of the traveler. Determine a reasonable rate based on this setting.

In theory, everything listed is only prohibited from being imported, and you have the right to import items from the list in small quantities. But in practice, customs officers interpret the rules in their own way, and it is unlikely that they will be able to insist on their own.

At the moment, due to the difficult relations between Russia and Ukraine that have developed in recent years, the Russian government has introduced a ban on the import of a number of goods, such as:

  • goods whose country of origin is Ukraine;
  • goods sent from the territory of Ukraine;
  • goods traveling to Russia through the territory of Ukraine.

The list of goods prohibited for import into the Russian Federation, the country of origin or country of departure of which is Ukraine, includes certain types of railway components

Prohibited goods include:

  • axles in assembled or disassembled form for wheels with a diameter of 710 mm or more, wheelsets with wheels with a diameter of 710 mm or more, wheels with a diameter of 710 mm or more, wheel blanks with a diameter of 710 mm or more (EAES HS code 8607 19 100);
  • cast side frames of bogies of railway freight cars and bolsters of cast bolsters of bogies of railway freight cars (EAES HS code 8607 19 900 9).

This resolution comes into force on the day of its official publication.

The ban list mainly included industrial goods, but there were also sanctions on agricultural products, raw materials and food. You can fully familiarize yourself with the prohibitions in the adopted Decree of the Government of the Russian Federation No. 1716-83 of December 29, 2021 “On measures to implement the Decree of the President of the Russian Federation of October 22, 2018 N 592” and in Appendix No. 1 to it.

It is also worth noting that the ban does not apply to goods that travel from Ukraine through the territory of Russia to other countries by transit road and rail, provided that they can be tracked.

When visiting relatives, citizens of Ukraine often want to treat them to homemade wine of their own making. But you can take this product with you only at your own peril and risk. Alcoholic drinks produced by private individuals are regarded as a product that can be harmful to health. Another factor is that alcoholic beverages are excisable goods, therefore, it is impossible to transport a self-made product across the border of Ukraine and Russia . Alcohol and cigarettes

The following are subject to taxation: wine from 2 liters, more than 1 liter of strong drinks, beer from 5 liters per person. Alcohol purchased at the airport must have special packaging.

What food products can be exported from Ukraine to Russia: permits and prohibitions

  • vegetables and fruits;
  • greenery;
  • nuts;
  • confectionery;
  • chocolate;
  • alcoholic drinks from, "Obolon", "Chernigovskoe" and "Shustov";
  • juices and baby food;
  • potato;
  • seeds;
  • jams;
  • planting material;
  • canned vegetables and fish;
  • dairy products;
  • pork;
  • cheeses;
  • fish and crustaceans;
  • food gelatin;
  • mayonnaise;
  • powdered milk;
  • Bee Honey;
  • soybeans, sunflower seeds and soybean meal.

Do you want to treat your relatives to lard or meat, but don’t know what kind of food and how much you can transport? Please note the following rules:

  • products of animal origin are allowed to be imported in quantities of up to 5 kg in original packaging;
  • home production (lard, meat, semi-finished products, cutlets, dumplings, minced meat) is completely prohibited .

You cannot accept prepared meat products if their original packaging is damaged or missing. For example, if you were carrying sausage and removed the hermetically sealed cellophane, then you will not be able to pass such a treat through Russian customs. Don’t forget about the norms on the Ukrainian side: the cost of food should not exceed 50 € per person.

What does the term "in original packaging" mean? It implies that the manufacturer released the product already packaged. If a piece of ham is cut off for you in a supermarket and wrapped in film, the treat will not be allowed through customs.

When you carry food and belongings, do not pack them in many bags, especially opaque ones. During security at the airport or train, you will be forced to remove the contents. The more supplies you have wrapped in bags, the more attention you will attract from customs officials. And the use of opaque packaging is almost guaranteed to lead to a thorough search.

What to do if you exceed the limit for transporting products from Ukraine to Russia

According to the law, if you exceed the limits, the customs officer will offer to pay a fine, and food products due to which you did not meet the 5 kg standard will be confiscated. In practice, things are different. When traveling by land, you will only lose food if there are inspectors nearby. People bring large quantities of pork, and customs officers take pieces of meat or money “for passage.”

Even if you know what food products can be exported from Ukraine to Russia, do not forget: the law stipulates that you take the products for your own consumption. It is not recommended to transport goods in almost industrial batches, otherwise questions will arise for you.

Food

You can import food into Ukraine for your own consumption for a total amount not exceeding 200 euros per person in the following amounts:

  • without packaging - an indivisible product, ready for immediate consumption (no more than one item);
  • in the manufacturer's packaging for retail trade - no more than one package or a total weight not exceeding 2 kg of each item;
  • without packaging - no more than 2 kg of each item.

Rules for declaring goods and money

The times when border checks were an empty formality are a thing of the past. The inspection is carried out carefully on both the Ukrainian and Russian sides. Even if you travel by train or bus, be prepared to have to open your bags: customs officers will thoroughly go through your items. But, according to reviews, there are also cases when no one checks luggage, so the trip partly turns into a lottery. To avoid troubles, correctly declare the valuables being transported.

If you have chosen a plane or a car, then the principle of passing through customs on the Ukrainian and Russian sides is the same. Travelers are offered a 2-channel system:

  1. People who do not have valuables or money in quantities that require declaration pass through the green corridor But you won’t be able to enter this zone and, if a violation is detected, refer to the fact that you simply made a mistake. When you head into the green corridor, it means that you automatically declare: “There is nothing to declare.”
  2. Travelers who have items subject to duty or with restrictions on value or quantity go to the red corridor Perhaps the staff will conduct a search.

Restrictions and prohibitions

What can be transported to Ukraine after paying the state duty:

  • Food. They begin to be taxed if their value exceeds 200 euros;
  • medical preparations. The tax is paid if there are more than 5 packages (cans) of tablets of one drug, as well as if the total cost is more than 1 thousand euros;
  • rare expensive minerals, metals;
  • cash. If a foreigner carries more than 10 thousand euros in the total equivalent of all currencies, he is required to pay tax.

If a person does not report at the border control about exceeding the permissible norms and passes through the green corridor, he may be subject to administrative liability. When the norm is exceeded by a significant amount, the citizen will most likely be punished. Violation of customs rules becomes the reason for the transfer of objects to the state budget as confiscated property.

You should also pay attention to the following subtleties:

  • Documents such as securities (bills of exchange, bank checks) can be brought in only after filling out a declaration;
  • From 2021, changes to the rules of duty-free import into Ukraine are officially in effect. This applies to items worth up to 500 euros. If a citizen crosses the border by plane, this applies to things and goods worth up to 1 thousand euros;
  • In addition, weight is taken into account: the rules apply to luggage up to 50 kilograms. Duty-free import and export of things in this manner is possible for persons who have not been on Ukrainian territory for more than 24 hours, and also cross the border no more than once in 72 hours. When people enter the post more often than the specified time period, taxes are not imposed on goods whose value reaches 50 euros;
  • customs rules apply and have their own characteristics when you need to cross a checkpoint from an uncontrolled ATO zone to the controlled part of Ukraine through a checkpoint.

The law does not provide restrictions on how much money can be carried through a checkpoint. In two directions, one person is allowed to transport goods whose value is within 10,000 hryvnia. The maximum weight of the goods must be 75 kg.

What else is prohibited from being imported into Russia from Ukraine and not only

The following is strictly prohibited:

  • pornographic materials in any form;
  • materials containing propaganda of racism, ethnic or religious hatred, calls for terrorism;
  • rare animals and plants, if their species is on the verge of extinction;
  • human organs, blood, biological tissues;
  • narcotic substances.

Travelers also try to take bladed weapons with them, forgetting that when their luggage is scanned, they are visible to customs officers. Leave the following at home:

  • brass knuckles;
  • dirks;
  • batons;
  • objects with impact-crushing or throwing action.

As for bladed weapons (hunting knives), import will require permits issued by the Ministry of Internal Affairs.

It is also necessary to take into account the rules of Ukraine, according to which the following cannot be exported from the country both to Russia and to other states:

  • military-style weapons;
  • ammunition;
  • poisons, explosives;
  • folk crafts, tapestries, bone figurines and bone;
  • canceled securities;
  • industrial items.

The export of cultural property from the territory of Ukraine without a preliminary declaration and expert opinion, on the basis of which a permit to cross the border is issued, is also prohibited. Souvenir items that you bought in a store can be transported without restrictions, as well as objects of modern painting, sculpture, etc. These include works purchased in a retail chain after 1950, and books published after 1945.

"Red" corridor at customs

The “red” corridor requires mandatory customs control, document verification, as well as filling out a customs declaration and paying customs duties.
