As of December 14, there have been 676,512 confirmed cases of coronavirus infection in Belarus since the beginning of the pandemic, including 778 new infections identified over the past 24 hours.

667,041 citizens with a previously established diagnosis of COVID-19 have recovered from their illness; 792 patients have been discharged over the past 24 hours. During the entire period of the spread of infection in the country, 5,305 people diagnosed with coronavirus died.

Domestic laboratories conducted 10,691,609 tests to determine the virus, including 5,884 tests in the last 24 hours.

In accordance with the Law of the Republic of Belarus of July 18, 2011 “On appeals from citizens and legal entities,” electronic appeals are presented in Belarusian or Russian . A citizen's electronic appeal must necessarily contain: • last name, first name, patronymic (if any) or initials of the citizen; • address of the citizen’s place of residence (place of stay) and (or) place of work (study); • statement of the essence of the appeal.

An electronic appeal from a legal entity must necessarily contain: • the full name of the legal entity and its location; • statement of the essence of the appeal; • surname, first name, patronymic (if any) of the manager or person authorized to sign applications in the prescribed manner.

Responses to electronic appeals are sent electronically to the email address specified in the electronic appeal, or in writing to the address of the place of residence (place of stay) of a citizen or location of a legal entity in cases established by the Law of the Republic of Belarus of July 18, 2011 “On appeals from citizens and legal entities.”

In accordance with Article 15 of the Law of the Republic of Belarus of July 18, 2011 “On Appeals of Citizens and Legal Entities,” an electronic appeal may be left without consideration on its merits if:

  • is not presented in Belarusian or Russian;
  • does not contain the surname, first name, patronymic, address of the citizen’s place of residence (place of stay);
  • does not contain the full name of the legal entity and the address of its location, surname, first name, patronymic of the head or person authorized to sign applications in the prescribed manner (for legal entities);
  • contains text that is unreadable;
  • contains obscene or offensive words or expressions;
  • subject to consideration in accordance with the legislation on constitutional proceedings, civil, civil procedural, economic procedural, criminal procedural legislation, legislation defining the procedure for administrative proceedings, legislation on administrative procedures, or in accordance with legislative acts a different procedure for filing and considering such appeals has been established;
  • contains issues that are not within the competence of the customs authorities of the Republic of Belarus;
  • the deadline for filing a complaint was missed without a valid reason;
  • a repeated appeal has been submitted if it has already been considered on the merits and it does not contain new circumstances that are important for considering the appeal on the merits;
  • Correspondence with the applicant has been stopped.

Please note that in accordance with subclause 1.1. paragraph 1 of the Decree of the President of the Republic of Belarus of October 15, 2007. No. 498 “On additional measures for working with appeals from citizens and legal entities,” appeals from citizens, including individual entrepreneurs, as well as legal entities, initially subject to consideration on their merits in accordance with the competence of the customs houses operating and located within that administrative - the territorial unit in whose territory the issues raised in the appeals arose.

New terms

Resolution No. 891 gives participants of foreign trade activities two relaxations in terms of deadlines.

Plus two working days to submit the report . Statistical forms are submitted to customs monthly. Previously, this was set at 8 working days after the month in which the goods were shipped or received. Now - 10 working days.

Plus 10 days to correct errors . Previously, if a Federal Customs Service inspector discovered errors in the statistical form, this would in any case result in a fine for the company. Now the company has 10 days to provide correct information in place of incorrect information. The period is counted from the day the inspector sends a message to your personal account about the identified error. If the company sends the correct information on time, it will not be held liable.

How to report electronically

The statistical form is filled out in your personal account on the FCS website. Previously, a form filled out there could be sent there, certified with an electronic signature, or it could be submitted on paper - in person or by registered mail (Resolution of the Government of the Russian Federation dated December 7, 2015 No. 1329).

As of July 24, 2021, the rules have changed. Now you can submit the statistical form only in electronic form with an enhanced EPC (Resolution of the Government of the Russian Federation dated June 19, 2020 No. 891). The same certificate that you use for document flow with the tax office and funds will do.

Not all goods transported between Russia and the EAEU countries are exempt from customs control. If, for example, you export goods from groups 27 and 29 of the Commodity Nomenclature of Foreign Economic Activity (certain petroleum products and natural gases) to Belarus, you will have to submit a customs declaration. And for this you already need a special certificate to work in FCS information systems. You can find out what you need to submit - a statistical form or a customs declaration - at your regional customs office.

Technically, you can send reports only through your personal account on the FCS website. Here's how to do it:

  1. Log in to your personal account of a foreign trade participant on the FCS website at https://edata.customs.ru/FtsPersonalCabinetWeb2017/
  2. In the lower right corner, select All Services.
  3. On the page that opens, click “Statforms. With an electronic signature."
  4. Read the instructions for filling out, watch the videos.
  5. Click Get Started.

The changes are serious, but for many participants in foreign economic activity this stage has already been passed. According to the Federal Customs Service, in 2021, 70% of statistical forms were already transmitted electronically. This year, the pandemic forced many to switch to electronic reporting. So, probably, there will not be many companies for which reporting via the Internet will be an innovation,” noted Natalya Laisha, an expert on document flow with customs authorities.
