Alcohol must be stored in a heated, ventilated room separately from other goods. Registration in the EGAIS system

After receiving a license from Rosalkogolregulirovanie, a legal entity must register in the EGAIS system. Russian legislation in the field of turnover of alcoholic products requires that information about each unit of goods be recorded in a single federal database. You can find out how to register in the EGAIS system on a special website. Registration in the EGAIS system is mandatory for all entrepreneurs and organizations, regardless of the presence or absence of a license from Rosalkogolregulirovanie, as well as the type, strength, country of origin of the supplied (stored and sold) alcoholic products.

Certification of imported alcoholic products

It must be remembered that alcoholic products imported from abroad must comply with the requirements of the Technical Regulations of the EAEU (CU), in particular, TR CU 021-2011 “On the safety of food products” and TR EAEU 047/2018 “On the safety of alcoholic products”. Alcoholic products imported from abroad must have a certificate of conformity or a declaration of conformity, and must be marked with a single circulation mark - “UES” and have information on the label in Russian about the name of the product, its composition, manufacturer, expiration date and other mandatory information. intelligence. To obtain a certificate of conformity or a declaration of conformity, the importer must bring samples of alcoholic beverages to Russia for laboratory testing. Product samples are imported for testing before the main batch is delivered!

Applying excise stamps to consumer packaging.

Alcohol products in circulation on the territory of the Russian Federation, including those imported from abroad, were marked with excise stamps. Excise stamps on alcoholic products imported from abroad must be applied before the goods are imported into the customs territory of the EAEU. That is, the importer needs to purchase them in advance (3 months before the start of deliveries of goods to the territory of the Russian Federation). Then deliver them to the manufacturer so that he can apply excise stamps to the finished product. Excise stamps for alcoholic beverages are purchased at excise customs and are strictly reporting forms. Stamps are issued to the importer based on an application and a foreign trade contract. The application must be received by the excise customs authority 3 months before the start of supply of goods. The number of excise stamps requested in the application must correspond to the number of units of goods (bottles or other consumer packaging) specified in the foreign trade contract.

Customs clearance of alcohol

Declaration of alcoholic products is carried out by submitting an electronic customs declaration (ED2). An electronic customs declaration is submitted to the customs authority using special licensed software via secure communication channels. The declarant certifies the accuracy of the declared data with an electronic digital signature (EDS). Participants in foreign trade activities (legal entities and individual entrepreneurs) can complete customs declarations independently, or they can use the services of specialized companies - customs representatives (customs brokers).

Some brands of alcoholic beverages have Protected Designation of Origin (PDO) and Protected Geographical Indication (PGI). This means that the importer can import such products only with the permission of the copyright holder (or his regional representative in the EAEU countries). At customs, when registering, you will need to provide written permission from the copyright holder to import products into the territory of the Russian Federation. Information about protected objects is contained in the Register of Intellectual Property Objects (ROIP).

Customs clearance of alcoholic beverages

We will be happy to help you quickly “clear customs” or “customs clear” Alcoholic beverages at any customs office in Russia.

Alcoholic beverages, like petroleum products and tobacco products, are excisable goods. That is, when purchasing them, the buyer pays indirect taxes - excise taxes. All excise goods are subject to strict accounting, both during the sale and when importing alcohol into Russia. When transporting (transporting) alcohol across the customs border, you need to know that customs clearance of excise goods is carried out at special customs houses - excise customs posts. However, customs authorities allow private individuals not to carry out customs clearance of small volumes of alcohol - they can transport across the border no more than 5 liters of alcoholic beverages per person, of which 3 liters can be imported duty-free. If this limit is exceeded, the customs authorities have the right to impose a fine on the violator and force him to carry out a simplified customs clearance procedure for the goods.

The excise rate is:

  • Ad valorem - percentage of the customs value of imports
  • Specific - calculated in rubles based on the cost of a unit of import
  • Combined - the total amount of excise tax calculated at ad valorem and specific rates

Features of customs clearance of Alcohol

We will be happy to help you quickly “clear customs” or “customs clear” Alcoholic beverages at any customs office in Russia.

When customs clearance of alcoholic beverages, it is necessary to take into account a number of features. The amount of customs duties depends on:

  • Country of origin of the goods (place of production of drinks from this batch);
  • Countries of import of goods;
  • Code in the HS classifier and the tariff established in relation to it.

When importing into Russia, the minimum customs duty is subject to:

  • Malt beer with a capacity of up to 10 liters (product code 2203000100 - in bottles; or 2203000900 - other; - duty: 0.018 euro/l, VAT: 20%, excise tax: 39 rub./l. or 21 rub./l.);
  • Malt beer with a capacity of more than 10 liters (product code 2203001000 - duty: 0.04 euro/l, VAT: 20%, excise tax: 39 rub./l. or 21 rub./l.);
  • Grape must (product code 2204301000 duty: 5%, VAT: 20%, excise tax: no excise tax or 418 rub./l.sp., or 523 rub./l.sp.).

High customs duties when imported into Russia are subject to:

  • Strong alcoholic drinks, such as armagnac, brandy, grappa, cognac, whiskey, spirits, vodka, liqueur, arrack, ouzo, calvados, tequila, mezcal, shochu;
  • Purified ethyl alcohol.

The fee in all these cases is 1.4 euros/l. (for alcohol the duty is 100% of the cost of the goods or 2 euros/l.). VAT: 20%, Excise tax: 523 rub./l.sp., or 418 rub./l.p., or 107 rub./l.sp. In all other cases, the customs duty is 12.5%.

In addition, the amount of excise tax varies for different drinks: from 0% for grape wines with a Protected Designation of Origin (PDO) to 39 rubles/l. for beer, or 523 rubles per liter in terms of pure alcohol for wine.

Deadlines

The established period for filling out and submitting a declaration for goods from the USA ranges from several hours to 2 business days and depends on the type of cargo, the number of items in the invoice and the number of EAEU HS codes.

The customs authority checks and releases the declaration within a few hours from the moment of its registration, if no changes are required to the declaration and all permits are provided. There are also other reasons for delay, which our company, having extensive experience, minimizes, thereby saving time and money for its clients.

Any deviation from the planned customs clearance period is fraught with downtime and additional costs for the foreign trade participant, which is why it is important to minimize all risks of increasing customs clearance time.

Certification of alcoholic products

Our company provides services for alcohol certification and labeling of alcoholic products.

Certification of alcoholic products is a mandatory condition for import or export from the customs territory of the Eurasian Economic Union. Customs clearance of alcohol involves its certification and labeling. The certificate confirms the quality of the product and its safety for human health. A document is issued on the basis of a test report issued by highly specialized laboratories that check the quality of imported products. Certification of alcoholic products means verification by authorized persons of the most important qualities of the product. So, in the case of wine products, this is the concentration of sugar, the proportion of ethyl alcohol, sulfur dioxide, etc.

The certificate of conformity is issued in the form of a declaration for alcohol. To obtain this document, you need to submit an application for certification to the certification body.

Additionally, customs clearance of alcoholic beverages requires passing a sanitary and epidemiological examination. It confirms product compliance with the standards of the Customs Union.

Certification of alcohol requires the provision of the following set of documents:

  • Information about the product manufacturer (registration certificate and details);
  • Information about the legal entity that signed the application for the certification procedure;
  • Document on alcoholic products;
  • Agreement for the import of products into Russia (copy);
  • Samples of products for examination.

Important! If a new type of alcohol is imported, you will need to obtain a registration certificate from Rospotrebnadzor. This document is required to complete the certification procedure.

All products that have passed certification are marked with excise stamps. This event is carried out in order to control the circulation of goods. A stamp is a government reporting document confirming the legality of imported alcohol.

In order to comply with legal requirements, customs clearance of alcohol involves the following customs control measures:

  • Checking the accompanying documentation and declared information;
  • Inspection of imported alcoholic products;
  • Customs inspection of products.

We are ready to provide certificates (CC TR CU) and declarations of conformity of the Customs Union (DS TR CU) of the Technical Regulations of the Customs Union according to the new requirement of the Eurasian Economic Union (EEC), test reports (PI), certificates of origin (ST-1, ST-2 or FORM A) and other permits necessary for the release by customs and subsequent sale of imported alcoholic products on the territory of the Russian Federation.
