The code consists of ten digits. The first two indicate the product group code, four digits indicate the product item, six digits indicate the subitem, and the entire code reveals the subitem.
Classification of goods according to the Commodity Nomenclature of Foreign Economic Activity
Each product code consists of 10 digits, the sequence of which reflects the product’s belonging to the corresponding category. For correct classification, it is necessary to highlight the main properties of a particular product, including its purpose and the material from which it is made (according to technical documentation).
The first 4 digits of the code indicate the product position; this is the highest classification grouping of goods. It includes a more detailed sub-item - a grouping that includes 6 digits, which, in turn, includes a sub-item consisting of 7-10 digits and detailing the product even more narrowly.
The Commodity Nomenclature of Foreign Economic Activity consists of 21 sections, which include corresponding groups (there are 97 in total) and subgroups of goods that have common characteristics.
To determine the code of a specific product, you need to find the corresponding section of the nomenclature, based on its properties, the material from which it is made, etc. Then the required group, product item and a more detailed grouping within it are selected. If a product cannot be classified into a group within the corresponding subitem, a code is selected that corresponds to the value “other”. Six rules of interpretation, which make it possible to consistently and unambiguously determine the commodity position and subposition (subitem) of a product, are given in the appendix to the Decision of the EEC Council No. 54, and the Procedure for their application was approved by the decision of the CU Commission No. 522 of 01/28/2011.
Where is the EAEU HS code indicated?
The product nomenclature code is indicated in the customs declaration. If transported goods require certification, the HS classifier is also indicated in the permitting documentation.
The declaration can indicate several foreign trade codes depending on the number of goods being declared.
In addition, from October 1, 2021, column 1a “Product type code” appeared in the invoice. In this column, domestic exporters enter the code of the EAEU foreign economic activity commodity nomenclature. Similarly, the HS code is entered into the universal transfer document (UDD). You must indicate foreign trade codes for each item in the document.
HS code 3926909709: decoding

Who assigns the EAEU HS code
The code is assigned by the declarant. Customs inspectors check the correctness of the selected code and, in accordance with it, set duty rates, the need for certification, the amount of excise taxes, the presence of import quotas, preferential treatment, and so on. Using these codes, customs authorities generate foreign trade statistics.
Choosing the right code is the key to success and quick customs clearance. But mistakes will lead to delays in customs clearance and increased attention from customs officers. An incorrect HS code may result in underestimation of customs duties and taxes, which will result in administrative penalties.
To confirm the HS code, prepare all the documents that were used to classify the product. Products have different classification characteristics. If requirements for the content of substances or materials are established, then documents on the composition of the goods are required. If the classification factor is processing method, prepare documents confirming that the product has undergone appropriate processing. The sign can also be the physical qualities of the product - weight, power, performance. Then you need documents on technical characteristics.

(1) Decorations for clothing and toilet accessories (excluding dolls), made by sewing or gluing sheets of plastic, for example, aprons, belts, children's bibs, raincoats, etc. Removable plastic hoods remain in this heading if presented together with the plastic raincoats for which they are intended.
(2) Accessories for furniture, car interiors, etc.
(3) Figurines and other decorative items.

How to determine the customs code of a product?
For foreign trade participants it is very important to determine the product code correctly! An error in determining the HS code can result in a serious problem, the solution of which will require a lot of effort and resources.
The catalog or directory of HS codes has a tree structure. HS codes consist of 10 characters and are divided into 21 sections and 97 groups XXXX XX XXX X. Each of the 10 characters corresponds to a group of homogeneous products.
Now the customs authorities of the Russian Federation use the Commodity Nomenclature of Foreign Economic Activity of the Customs Union (CU), which includes Russia, Belarus and Kazakhstan. The Unified Customs Tariff (UCT) of the customs union is a classifier of goods approved by the heads of the three states on November 27, 2009 and put into effect on January 1, 2010. The HS codes strictly adhere to the principles of unambiguous assignment of goods to one or another group. Correct identification of goods and their classification is crucial in determining duty rates and establishing customs regimes.

It is important to understand that the final decision to accept or not accept the goods code according to the Commodity Classification of Foreign Economic Activity that you have selected always remains with the customs authorities.
Why do we need HS?
- depending on the code, a certain amount of duties is applied to the goods being moved, and a certain percentage of VAT is charged;
- some HS codes define groups of goods that are subject to inspection by individual customs authorities (precious metals, alcohol, etc.);
- HS codes are used when carrying out phytosanitary and veterinary control, certification of goods, etc.;
- Foreign economic activity is assessed using declared HS codes and statistical data is studied.
It is precisely due to the multifunctionality of these codes that they are subject to constant close control by customs authorities.
Depending on the article and section of this classifier, certain import and export duties are imposed on products.
The classifier lists all goods that can be moved across the borders of the EAEU states during international trade. All products are systematized into certain sections and subsections, where a specific group of products is briefly described.
The classifier is accompanied by the basic rules for interpreting the Commodity Nomenclature of Foreign Economic Activity, which describe in detail the principles for classifying specific goods to a particular position of the classifier.
So, for example, if a product’s description fits into two different categories, preference is given to the position where this product is described in the most detail. Detailed descriptions of methods for classifying certain goods into certain groups, including multi-component or composite goods, are given.
The HS code consists of 10 digits that define the group, position and subposition of a particular product.
In total, 21 sections and 99 groups of various similar products were identified. So, for example, the first section (groups 1-5) combines goods “live animals, products of animal origin”, the second (groups 6-14) - products of plant origin, etc.
The HS Classifier is freely available on the Internet. According to the classifier, each item and subitem of a product includes an import duty, a VAT rate, the availability of licenses and certificates, if necessary, and, in some cases, restrictions related to crossing borders.
