Another scandal is unfolding in chronically troubled Dagestan, this time related to the activities of customs authorities.

In early November, at the Viaduct customs and logistics terminal on the border of Russia and Azerbaijan, truckers from the two countries organized a large-scale protest against extortions from customs officers and phytosanitary service workers. Most of the protesters were participants in last year's protests against the Platon system. Shortly before this, the chief state customs inspector of the Airport-Makhachkala post was suspected of receiving a bribe, who offered a tourist returning from Turkey to issue a “bypass the cash register” payment for the commercial luggage found on her.

The acting head of Dagestan, Vladimir Vasiliev, responded to the problem as quickly as possible. A week later, he received in Makhachkala the Deputy Director of the Federal Customs Service (FCS), Andrei Strukov, . The latter said that his department is keeping special control over the situation on the border with Azerbaijan, where recently there was tension due to the accumulation of heavy vehicles, and traffic along the Caucasus federal highway was essentially paralyzed. Shortly before this visit, the press service of the North Caucasus Customs Administration (NCCU) reported that a number of critical publications about the work of customs authorities in the North Caucasus region were being carefully studied. Then, on the instructions of Vladimir Vasiliev, Acting Deputy Prime Minister of Dagestan Ramazan Jafarov organized a meeting of activists of the Union of Cargo Carriers of Dagestan (SRS) with the heads of customs and phytosanitary services and representatives of other government agencies.

However, this was not the end of the conflict, because during Andrei Strukov’s visit to Dagestan, Makhachkala port workers, who are now going through difficult times due to a sharp drop in oil transshipment through Makhachkala, the main local cargo in the recent past, presented their claims to customs officers. Therefore, now it is vital for them to increase the transshipment of dry cargo - grain, cement, timber, metal, etc., and the only major counterparty here is Iran.

During a meeting of representatives of customs, business and the authorities of Dagestan, Deputy General Director of Makhachkala Sea Trade Port JSC Jamal Aliyev recalled that not long ago President Vladimir Putin visited Iran; as a result of the visit, a number of agreements were signed, including on the further development of trade economic relations. “In practice this doesn’t work out very well. Especially with the North Caucasus Operational Customs (SCOT). We receive many complaints from participants in foreign economic activity about the difficulties that arise when preparing documents,” Aliyev noted.

In particular, since the beginning of this year, only 14 thousand tons were imported through Makhachkala, although back in 2012-2014, 330 thousand tons were imported annually, customs payments amounted to about 150 million rubles.

Transshipment of lumber has also sharply decreased: in 2014–2015, 16 enterprises transshipped about 43 thousand cubic meters of Russian sawn timber to Iran via the International Seaport; in 9 months of this year - only 6 thousand cubic meters, and only 3–4 companies remained in this market. As a representative of the port explained, one of the reasons for this is the decision of SKOT to identify false declarations, during which operational customs used incorrect measurements when weighing goods. 13 criminal cases were opened, and although all of them were dismissed for lack of evidence of a crime, many companies working with timber were forced to move to the ports of Astrakhan, Jamal Aliyev said.

Since 2015, the shipping company has been involved in import-export operations with Iran - the only shipping company remaining in Dagestan. Two years ago, the company had 11 dry cargo ships with a total deadweight of more than 60 thousand tons, and the number of employees was more than 200 people. In 2015, Invest imported 330 thousand tons of cement from Iran, but now these figures have dropped to a minimum, and no more than 50 people remain on the shipping company’s staff.

“On instructions from the leadership of the North Caucasus operational customs, the Dagestan customs carries out constant checks against Invest LLC. They went on for almost two years, thousands of pages of materials were requested and received, oral and written surveys of all employees of the shipping company were carried out, but they never received a logical conclusion,” said the general director of the company, Magomed, Rasul Isakov . “Preventive searches were carried out unmotivated in the office premises of Invest LLC, frivolous administrative cases were initiated,” and the company’s sea vessels were arrested. The Leninsky District Court of Makhachkala has already declared the inaction of the Dagestan customs, associated with red tape during desk checks, illegal.”

As Invest lawyer Eldar Buttaev , after the court verdict, the Dagestan customs hastily closed the “camera room”, determining that the shipping company was operating without violations. But the higher authority, that is, SKOT, according to Buttaev, refuses to accept these acts and does not stop administrative cases, and has been holding three sea vessels hostage in Astrakhan for six months. And in mid-October, Invest’s lawyer testifies, several company employees were summoned to the main office of SKOT in Mineralnye Vody, fictitious cases were opened against them under the Code of Administrative Offences, and they were detained without rest, water or food for nine hours.

Unofficially, a version is being discussed in Dagestan that obstacles to the import of Iranian cement benefit primarily large Russian cement holdings, such as Eurocement Group, which owns the largest cement in the North Caucasus Federal District in Karachay-Cherkessia. Since the beginning of the latest economic crisis, cement producers have found themselves in a very difficult situation, as construction volumes in Russia began to noticeably decline. According to estimates, last year 55 million tons of cement were produced in Russia, or 11.4% less than a year earlier, and in the nine months of this year - 42.9 million tons, 1.3% less than in the same period. period of last year. At the same time, cement imports over the same period increased by 7%, primarily from Kazakhstan and Belarus. Despite the fact that, in comparison with domestic production volumes, imports are relatively small (about 1.57 million tons in nine months of this year), Iranian cement has traditionally been of great importance for Dagestan with its considerable construction volumes. The republic's authorities have repeatedly announced plans to create their own cement production, but they have invariably remained on paper.

As for the situation with rallies of truckers on the border with Azerbaijan, the political background of the events is being discussed here in Dagestan. It is impossible to believe that truckers put up with extortions for years, and in the fall they suddenly came to their senses and started a war, believes Dagestan economic commentator Andrei Melamedov . In his opinion, the next action of truckers may be connected with the fact that Andrei Bazhutin , the leader of the Association of Carriers of Russia (OPR), one of the initiators of protests against the Platon system, intends to come to Dagestan in December. It is expected that Bazhutin will be involved in anti-corruption actions in Dagestan, timed to coincide with the Russian presidential election campaign - the leader of the truck drivers himself announced his intention to run for president, and before that he said that he and the leadership of the OPR were close to the program of Alexei Navalny .
