As part of international cooperation, on October 8, 2021, a video conference was held with representatives of the customs service of the Azerbaijan Republic in the administrative building of the North Caucasus Customs Department.

On behalf of the Russian side, the event was attended by officials of the North Caucasus Customs Administration, representatives of the Government of the Republic of Dagestan, the Border Directorate of the FSB of Russia for the Republic of Dagestan, the North Caucasus branch of the FKGU Rosgranstroy, JSC Russian Railways, as well as the largest Russian shippers and consignees, carrying out the movement of goods through the customs post of the Yarag-Kazmalyar international checkpoint of the Dagestan customs.

Representatives of the State Customs Committee of the Azerbaijan Republic, Azerbaijan Railways CJSC, and Azerbaijani participants in foreign economic activity spoke on behalf of the Azerbaijani side.

The meeting was devoted to the issue of partial transfer of fruits and vegetables from road transport to rail transport in connection with the upcoming reconstruction of the Yarag-Kazmalyar international checkpoint and, as a result, a reduction in its capacity.

The first to initiate the meeting was the acting head of the North Caucasus Customs Administration, Dmitry Shtenberg. He noted the importance and positive practical results of joint activities carried out with customs representatives of the Republic of Azerbaijan, the high level of partnership relations between adjacent checkpoints and the considerable positive potential accumulated recently.

At the end of the event, the participants expressed their readiness to continue operational cooperation to resolve emerging issues related to the movement of goods using rail transport during the reconstruction of the Yarag-Kazmalyar international checkpoint. A decision was made to create a working group.

According to available statistics, the actual cargo capacity of the Yarag-Kazmalyar international checkpoint on an ongoing basis, starting in 2021, exceeds the design capacity (300 freight vehicles). The volume of goods flow not only does not decrease, but tends to increase. Thus, in 2021, on average, 229 cargo vehicles passed through the checkpoint per day, in 2021 - 306 vehicles, in 2021 the number increased to 350 vehicles. As of 2021, an average of 427 vehicles pass through the checkpoint per day.

Currently, in order to increase the capacity of the Yarag-Kazmalyar checkpoint, measures are planned to reconstruct the checkpoint, which will increase the actual capacity of the checkpoint to 600 cargo vehicles per day.

The actual start of work is expected in October of this year.

During the reconstruction of the Yarag-Kazmalyar international checkpoint, a significant reduction in the throughput of the checkpoint is expected, which, while maintaining the current volumes of goods flow, will inevitably lead to the formation of queues of vehicles.

Based on the results of the analysis, it was established that the volume of goods imported through the Derbent railway border crossing point,

including fruit and vegetable products
, are declining.
In 2021, 5.2 million tons of goods were imported, and for the same period in 2021 this figure was 4.7 million tons, which indicates a decrease in the volume of imported goods by 10%. While the volume of goods imported through the Yarag-Kazmalyar checkpoint increased by 32%, demonstrating high growth rates annually. In 2019, 1.1 million tons of goods were imported, for the same period in 2020 - 1.5 million tons of goods.

The design capacity of the Derbent railway crossing is 16 units of freight trains per day.

Departure to the “Golden Bridge”

On Thursday, June 24, through the Yarag-Kazmalyar International Customs Checkpoint (ICCP), another group of citizens of the Republic of Azerbaijan (AR) was supposed to go home, but the return of 152 residents of the AR did not take place. Andrey Tarata , an employee of the Russian Federal Security Service Directorate for the Republic of Dagestan, told a RIA Derbent correspondent about this .

Let us recall that almost from the very beginning of the pandemic, Azerbaijani citizens began to gather in Dagestan wanting to return to their homeland. However, due to restrictions imposed by the AR authorities, the process of their return took a long time and could last for months.

Initially, hundreds of citizens of the Republic of Azerbaijan were located within the Magaramkent and Derbent regions, where many of them were forced to stay for many months. For their needs, a temporary tent camp was organized, and the authorities of both Dagestan municipalities were in charge of providing them with food and everything necessary.

The uncertainty and delay in the return process led to increased tension, which resulted in an open conflict between a group of AR citizens and Russian police officers, some of whom were hospitalized. Criminal cases were initiated against the offenders.

Subsequently, the citizens of the Republic of Azerbaijan were transferred to the Kaitag district, where they were placed in one of the children's camps, which had much better conditions.

Returning to the situation at the border

According to the agency’s interlocutor, the return of citizens of the AR to Azerbaijan, as well as citizens of the Russian Federation to Russia, takes place by agreement of the governments of both states and is carried out on the dates established by the AR. At the same time, we were not told the number of those who have already returned to the Russian Federation and the Azerbaijan Republic, as well as the number of those who are still forced to remain on the territory of both states.

A day earlier, on June 23, 111 citizens of the Azerbaijan Republic returned to Azerbaijan through the Yarag-Kazmalyar International checkpoint. The Russian side, as the border department explained to us, is ready to allow through any required number of Azerbaijani citizens within the framework of intergovernmental agreements.

One of the border department employees, in a conversation with a RIA Derbent correspondent, noted that the return of Azerbaijani citizens to Azerbaijan, which is usually planned in advance, occurs in small groups of people and can last for the whole day.

At that moment, a small group of AR citizens who were hoping to return to their homeland was at the MCCI. They, of course, were annoyed by the fact that their intentions that day were not destined to come true, but there was no tension among them or aggression in their actions.

About the rules for crossing the border

In June of this year, information appeared in the media that the Azerbaijani authorities had opened the borders to entry for foreign citizens. In an interview with a RIA Derbent correspondent, Andrei Tarata, , emphasized that we are only talking about crossing the state border by air or sea transport. There is no talk yet about opening the land section of the state border.

At the same time, the Russian Federation accepts all citizens of the Russian Federation who want to return to their homeland, Andrey Tarata .

The movement of citizens to leave the Russian Federation is limited in accordance with the order of the Cabinet of Ministers of the Russian Federation dated March 27, 2021, which also defines categories of citizens of the Russian Federation for whom this restriction does not apply, including: citizens of the Russian Federation leaving the country by sea or air transport; diplomats and their families; military; drivers engaged in international and transit cargo transportation; crew members of ships and aircraft; citizens leaving the Russian Federation due to the death of a close relative or to care for him; citizens of the Russian Federation traveling for treatment, study and work and many others. It is clarified that you must have with you documents confirming the right to leave the Russian Federation.

The entry of foreign citizens into the Russian Federation is limited, with the exception of citizens of countries with which Russia has resumed flights. The Border Department, in response to a question from RIA Derbent, explained that the Russian side, making concessions to foreign citizens, is gradually expanding the categories of persons who are allowed to enter the Russian Federation. Thus, it is already allowed to visit immediate relatives living in Russia.

All citizens of the Russian Federation and foreigners entering Russia are required to have their body temperature checked, said Akhmed Gulmagomedov , answering a question from a RIA Derbent correspondent. According to him, if there is no high temperature, a citizen of the Russian Federation must take a test for COVID-19 twice - two and five days after entering Russia. The test results must be entered into your personal account on the State Services portal. When entering the Russian Federation, foreigners must present a negative result of a PCR test for coronavirus taken 72 hours before arrival in the Russian Federation. If citizens with an elevated temperature are identified, a team of doctors is called to take the patient to a medical facility for further examination.

About MTPP "Yarag-Kazmalyar"

It should be said that on this day (June 24) on the territory of the Yarag-Kazmalyar MTCP there were very few people who wanted to cross the border. The usually crowded facility is virtually empty due to the pandemic. Those who were still at the Moscow checkpoint at that moment, including transit trucks with Turkish and Iranian license plates, were moving only in the direction of Russian territory. On the contrary, there was no one. On the so-called On the “Golden Bridge”, which is usually crowded with people and cars, we met only one girl with poor Russian language skills and her young son, who were heading from Astara to Grozny.

The correspondent of RIA Derbent at the Yarag-Kazmalyar MTCP was informed that the design capacity of the point is 1000 people, 300 trucks and 180 cars per day. In fact, in normal times, about 7 thousand people cross the checkpoint; during the pandemic, these figures have noticeably decreased and reach 3 thousand people per day.

Currently, a large-scale reconstruction is being carried out on the territory of the Moscow Chamber of Commerce and Industry, designed to double the design throughput of the point.

Reconstruction of the Yarag-Kazmalyar checkpoint will increase its capacity three times

The Ruselectronics holding will carry out the first stage of reconstruction of the Yarag-Kazmalyar multilateral automobile checkpoint (MACP) in the Magaramkent region of Dagestan, on the state border with Azerbaijan. After completion of the work, its capacity will increase from 500 to 1,400 cars per day, reports the customer of the work, Rosgranstroy.

The reconstruction of the facility will take place in two stages. Rosgranstroy concluded a state contract with Russian Electronics, part of the Rostec state corporation, to carry out the first stage of reconstruction based on the results of competitive procedures.

The project provides for an increase in the number of vehicle traffic lanes from 10 to 24 with the separation of traffic flows, the construction of an in-depth inspection box, a weight and dimensional complex, equipping with a complex of modern information and technical means, and the arrangement of a site for a mobile inspection and inspection complex, which allows detecting undeclared goods and prohibited cargo. , for example, weapons, explosives and narcotic substances.

Reconstruction work is scheduled to be completed in 2021.

“Modernization will increase the capacity of the Yarag-Kazmalyar checkpoint, reduce the time of passing control procedures, increase the level of security of the state border and will be an incentive for the development of the transit potential of the international transport corridor “North-South”, at the site of which the Yarag-Kazmalyar checkpoint is located. Kazmalyar,” the Rosgranstroy website quotes a comment from the deputy head of the department, Roman Krapivin.

As TASS reported, the Directorate for Construction and Operation of Rosgranitsa Facilities announced a closed competition on April 30 for the reconstruction of this border checkpoint. The initial (maximum) price of the contract for the work was more than 1.28 billion rubles: more than 771.7 million rubles were provided for 2021, more than 511.9 million for 2021. According to the terms of the contract, reconstruction work must be carried out within 10.5 months from the date of its conclusion.

Reconstruction of Yarag-Kazmalyar will be carried out for the first time since its opening.

As the press service of Rosgranitsa told Molodezhka, the contractor for the second stage of work on the reconstruction of the checkpoint has not yet been determined. The department does not rule out that it will also be “Russian Electronics”.
