On November 20, the Suleiman-Stalsky District Court decided to choose a preventive measure in the form of detention against Kazbek Saidaliev, Elfetdin Shikhov and Sladik Javadov. The latter, for unknown reasons, managed to avoid arrest and was put on the wanted list. All three - young people under 22 years old - are suspected of participating in a criminal showdown regarding the division of spheres of influence at the international automobile checkpoint (MACP) "Yarag-Kazmalyar", during which the senior district commissioner of the Magaramkent District Department of Internal Affairs, Major German Ibragimov, was shot in the head. .
They are charged with committing a crime under Part 2 of Art. 213 of the Criminal Code of the Russian Federation. The Suleiman-Stal district court did what the Magaramkent district court had not done earlier (September 30), which refused the request of the investigators of the Magaramkent MRSO to take into custody the above-mentioned citizens. The Magaramkent judge referred to the fact that all the circumstances of the crime had not been established. At the same time, rumors spread throughout Yuzhdag that representatives of the local power elite, who had personal interests in customs, interfered in the “process”, and that, most likely, the case would fall apart before it went to trial.
The Cheka conducted its own investigation and came to the conclusion that not only bandits, but also the leadership of the local police and district were guilty of the murder of the police major.
On July 23, 2010, literally thirty meters from the state border between Russia and Azerbaijan, about 100 people from two opposing criminal groups started a mass brawl using firearms. Armed thugs divided spheres of influence at the YaragKazmalyar customs post, or more precisely, the right to organize the activities of a bus station located near the checkpoint. The Yuzhnaya bus station belonged to an entrepreneur from Magaramkent, Nasir Primov (according to the Javadov ). Minibuses from Yuzhnaya ran not only through the neutral zone - from the Dagestan checkpoint to the Azerbaijani one - but also to Makhachkala and Khasavyurt. Primov did not intend to share the business he had established over the years with anyone, and therefore on the appointed day he came to the “strelka” with his people (about 50 people). His opponents had the same number of supporters that day.
According to investigators, a verbal altercation between Sladik Javadov , Primov’s nephew, and Kazbek Saidaliev escalated into a fight. Police officers from the Magaramkent District Department of Internal Affairs, trying to prevent a massacre, fired warning shots into the air from their service weapons. However, “a group of unidentified persons by prior conspiracy” also began shooting in the air from various types of firearms, provoking the opposite side to return fire. , German Ibragimov , the senior district police officer of the Department of Internal Affairs for the Magaramkent district , was fatally wounded in the head, and two more received minor gunshot wounds.
The Cheka website posted a video filmed by border guards on a mobile phone camera, which refutes the version of local investigators that the police were trying to prevent a clash between criminal elements three dozen meters from the state border.
Moreover, in one of the scenes one can clearly see how one of the bandits is conducting aimed fire from a Kalashnikov assault rifle, standing next to a police officer. Another oddity of this investigation: the investigative committee of the MRSO suspects Saidaliev, Shikhov and Javadov of committing a crime under Part 2 of Art. 213 of the Criminal Code of the Russian Federation (committing hooliganism by prior conspiracy by a group of persons), and not under Art. 105 of the Criminal Code of the Russian Federation (murder). Why are law enforcement agencies trying to present the case as banal hooliganism, and not as an emergency incident with grave consequences in a specially protected, high-security zone? More on this a little later.
Customs as a premonition
It must be admitted that this is not the only murder in this territory related to the redistribution of spheres of influence at the YaragKazmalyar customs post. In 1994, the head of the Magaramkent district, Sergei Gadzhiev ; from that moment the countdown of endless murders began. Over 18 years (since the customs post began functioning), more than 20 people have died. Two from this list are heads of administrations who worked under a contract with the head of the Magaramkent district municipality. Oddly enough, none of these high-profile crimes have yet been solved.
Dagestan customs was established on January 24, 1992. Its first boss was Zakarya Amirov . On August 5, 1993, the Dagestan customs was given the status of a regional department, and customs offices appeared in Makhachkala and Derbent. This is how Abdusamad Shakhnazarov , deputy head of the DTU, recalls these years in the book “Russian Customs Services in Dagestan in the 18th – 20th Centuries”: “Along the entire length of the border between Azerbaijan and Russia - 290 kilometers - there were no border posts, and only on the “golden” ( that’s what people call it) on the bridge over the Samur River on the Rostov-Baku highway there were traffic police posts and unarmed customs officers. The smugglers, unlike law enforcement agencies and customs officers, were well organized and armed. Columns of cars, accompanied by guards, made their way not only bypassing the customs crossing on the “golden” bridge, but also, threatening customs officers with violence, driving along the highway. The police officers, whose duties included guarding the customs, did not perform these functions; Moreover, it happened that they themselves participated in the smuggling of contraband. I remember, for example, the story when, on the night of December 29-30, 1993, the inspector on duty at the Magaramkent police department categorically refused to take custody of a transport with cargo detained by customs officers, and the smugglers left for Azerbaijan. We had information that on the Samur River there were equipment and people ready to provide services to smugglers, and among their assistants were not only villagers who knew the surrounding roads and trails well, but also some heads of administrations of border areas. Another interesting case is about a machine operator from a high-mountain Dagestan village who built a road through his plot of land to neighboring Georgia. This bulldozer driver installed a barrier on the road he built and collected taxes from smugglers. The district authorities looked at this with emotion and talked about the enterprising machine operator with a smile.”
The children of the peasants, having abandoned their hoes, moved from the collective farm fields to the border, where it became possible to quickly earn crazy money, and now they do not have to wait for the harvest once a year to feed their families, as their parents had previously done.
Some people got into the habit of escorting multi-ton trucks ford across the Samur River, bypassing the customs post; others transported across the cordon not only cargo, but also dubious individuals who had problems with the law in their homeland. And someone, having agreed with the border guards, began to transport people in his car from the Russian point to the Azerbaijani one inside the neutral zone. Moreover, as it turned out, this taxi has become the most expensive in the world: for a distance of 200 meters they charge 150 rubles per person. And this segment, accessible to local entrepreneurs, is perhaps the most profitable, and therefore, in the struggle for a tasty morsel, clashes occur that lead to bloodshed.
The customs workers themselves are not distinguished by their selfless service to the Motherland. A source at the Yarag-Kazmalyar international checkpoint said that several years ago a commission from the Southern Customs Administration (YUT) of Rostov-on-Don came to their customs post, which for a whole month monitored and studied the work of the point, monitored the passage of people and cargo and ultimately determined a fixed daily plan for state duty and a separate amount for kickbacks for higher management. And if the head of the post somehow managed to cope with the state duty norm, then it was not always possible to collect the required amount for kickbacks. At the customs post there was no day to day, so the chief reported the missing amount from his own income. In the end, he got tired of it - and he imposed tribute on his own subordinates. From now on, they knew how much they needed to earn per shift for themselves and for that guy. On average, about four thousand people pass through the customs post per day.
True, subordinates do not always work for a common piggy bank; solo performances also happen, although this is rather an exception to the rule, and it is connected with the administrative capabilities of the clan to which this or that customs employee belongs. At least that was the case until recently.
Here is a typical example: in 2006, at the southern checkpoint, not far from Derbent, traffic cops stopped two trucks full of electronics. The police, and then the arriving employees of the local prosecutor’s office, could not understand what kind of equipment it was and what it was intended for, and besides, the drivers of the trucks did not have accompanying documents. Therefore, it was decided to call a specialist from Makhachkala, and before that the trucks were driven into pits on the territory of one of the military units. The “computer specialist” from the capital, having examined the goods, was amazed. “This equipment does not and cannot have a license, since our state does not purchase it anywhere and does not yet produce it itself. We are dealing with satellite positioning systems,” concluded the specialist from Makhachkala. Soon the owners of the illegal cargo showed up. They turned out to be Sahratulla and Rakhmatulla - the brothers of the Minister of Internal Affairs of Dagestan Adilgerey Magomedtagirov .
But, despite the patronage of the all-powerful brother, it was not so easy to rescue the trucks with the cargo: by this time, employees of the Regional Customs Administration from Rostov-on-Don had arrived in Derbent. Law enforcement officials told us that after the arrival of unexpected guests, a long process of “masliat” began, as a result of which the Rostovites, having received a bribe of $ 40 thousand, left back, and the caravan with illegal electronics continued on its way. To whom and for what purposes the special equipment was intended remains a mystery. It must be admitted that since the death of the minister, the positions of Sahratullah and Rahmatullah at the Yarag-Kazmalyar customs post have been greatly shaken. If the first one was demoted - from shift supervisor to inspector - then the second one was completely laid off.
There is no reason to feel sorry for the brothers for the changeability of fate. At least, taxi drivers in Yarag-Kazmalyar told about Sahratulla that he has a personal taxi driver-collector who takes his “honestly earned” money for his shift to Makhachkala, and Magomedtagirov accompanies him in his car and that he pays for this service taxi driver 3500 rubles per trip.
True, the brothers are not the only ones at the customs post who are in charge at the border. While Makhach Agabalaev , all issues regarding the undeclared transportation of goods were resolved only by him. Not a single customs officer could promise his services to anyone without first securing the support of his superior. But two years ago he was replaced by Alexey Kolesnikov , the son of the former head of the Derbent city department of the FSB of the Russian Federation for the Republic of Dagestan, and now the deputy head of the Makhachkala sea customs post Vasily Kolesnikov . And Nizam Kekhlerov , the nephew of the Deputy Prosecutor General of the Russian Federation Sabir Kekhlerov, again returned to his place as the head of one of the customs points (for more information about personnel reshuffles, see the information).

In the early 90s, when many residents of the Magaramkent region, in the euphoria of easy money, began en masse to master new professions and latently develop border infrastructure, it became clear that the future belongs to those who are able to assess the situation in time and adapt to the emerging system. Literally a year after the opening of the Yarag-Kazmalyar customs post, in 1993, Nasir Javadov (Primov), by order of the Yarag-Kazmalyar rural administration for No. 27, received 2.4 hectares of then not yet golden land as inheritable possession for life. Moreover, his possessions began literally on the right side of the gate of the customs post. Nasir immediately began to develop his territory: he built a small hotel, a cafe, a store and, most importantly, a bus station for a minibus, which he soon registered as Yuzhnaya LLC. From now on, he controlled the entire passenger flow, starting from the neutral zone to Makhachkala and Khasavyurt. If an ordinary “gazelle” has 14 seats and they charge 150 rubles from one client from a Russian point to an Azerbaijani point, for a distance of about 200 meters it turns out to be 4,200 rubles round trip in a few minutes. Now imagine that over the course of a day, up to several thousand of our and non-our citizens pass through the neutral zone, that is, per day, according to rough estimates, over half a million rubles. But this could not continue for long, and this could be concluded, guided by the simple logic that Primov-Javadov and his brothers, who were getting rich before our eyes, were turning into quite a noticeable figure in the village, and the head of the district, with his ever-falling rating, had enough problems without him with a nascent local opposition.
Musaefendi Velimuradov , the head of the Magaramkent region, decided to use all his administrative resources. In the very south of the republic, the “dialogue between business and government” suddenly took on ominous forms. In 2006, the first attempt was made to block the operation of the Yuzhnaya bus station. Khidirnabiev , came to my work with a police squad and said that he was carrying out the order of the head of the district.” They set up a temporary police post at the gate of the bus station and prohibited Javadov's minibuses from entering the parking lot. Soon, along the entire Yuzhnaya line, which is approximately 120 meters, the district administration is building a fence, thereby hoping to forever close the passage to Javadov’s facilities. However, the entrepreneur does not give up and builds a ladder over the fence. Velimuradov decides to demolish the fence and install a metal fence in its place. By this time, Velimuradov, together with the head of the department of internal affairs, was building his own parking lot about a kilometer from the MAPP, trying to force the drivers of route gazelles there, and illegally installing a barrier on the highway. In response, this time Javadov negotiates with representatives of an organized criminal group, which includes former athletes from almost all over the republic, but the main backbone is still guys from Southern Dagestan. With their help, he manages to restore the operation of his bus station, but for the service provided, he offered the bandits part of the minibus fleet, up to 40 gazelles, on the condition that they would pay him half of the income from passenger transportation.
Young people, who until now had been used only as an instrument of pressure, now felt like real businessmen. They managed to come to an agreement with the Azerbaijani side - and their gazelles drove straight to the gates of the checkpoint of the neighboring state. Due to the reduction in the number of transfers, the enterprise's income increased several times, and the bullying of citizens crossing the state border by customs officers stopped altogether. The guys suppressed any hooliganism very harshly. This went on for almost 4 months. Until one day they decided that Javadov was costing them too much, and announced to him that they would no longer pay a share of the business. So the conflict between Javadov and Velimuradov escalated into a triple confrontation, which the experienced head of the district did not fail to take advantage of.
Because of the island on watch...
From June 19 to July 5, and then three days before the tragedy, information began to be received from the border department of the FSB of Russia to the leadership of the Magaramkent Department of Internal Affairs that in the area of the customs post of the Yarag-Kazmalyar international checkpoint, various groups involved in transporting people and cargo. At the same time, they grossly violate public order. But by a strange coincidence... O. The head of the Magaramkent Department of Internal Affairs, Lieutenant Colonel Agabek Bagirov , not only did not take appropriate measures to prevent possible bloodshed, but completely ignored the warning of the FSB.
On July 18–19, groups of armed young people began to gather in Magaramkent from Makhachkala and Derbent; they were led by someone named Reika. And on July 23, supporters of Javadov and Velimuradov began to gather in the area of the MAPP, according to eyewitnesses, about 100 people in total. Many of them demonstratively rattled their weapons, behaved defiantly, and it was clear from everything that mass unrest could not be avoided.
Soon, German Ibragimov, the senior district police officer of the Magaramkent Department of Internal Affairs, also learned about the gathering of militant thugs. The Yarag-Kazmalyar checkpoint was located on the territory entrusted to it. When the shooting started, for some reason the police did not react, and some even hid.
Seeing how his colleagues silently looked at what was happening, Herman tried to intervene and calm the thugs. He ran and waved his arms, demanding an immediate ceasefire, but the tension only grew. German understood that he could not influence the situation alone, and tried to run into the nearby café “At Aslan’s” to take shelter until everything calmed down. But the bullet hit him right in the head - and the young man died on the spot. After about two and a half hours, this whole nightmare was over. Moreover, as eyewitnesses say, the police even helped some to calm down: “Okay, okay, calm down, we shot and that’s enough. Leave quickly! - they said, and when one of them dropped a pistol from his belt, a policeman picked it up and returned it to the owner, saying: “Take it, jan, you dropped it.” Agabek Bagirov himself, a witness to everything that was happening, not only did not take, according to the instructions, any measures to prevent the tragedy, but behaved strangely. At the end of this massacre, he gave the command to the duty officer to sound the alarm. Either the equipment did not work, or the duty officer did not hear the command, but the siren never sounded. As a result, most of the employees arrived at the scene, having heard about the shootout from strangers, but it was too late: the members of the opposing factions had long since left.
Ay-ay-ay, who did this?
At the funeral of German Ibragimov, former colleagues told his father Kudrat that the names of all the participants in that massacre were known: police officers knew many of them personally, and they also named German’s killer, Kazbek Saidaliev. Hamid was the first to open fire with him , the gang was led by Raj and Bison , and a certain Kamal from Makhachkala, nicknamed Reika, organized the showdown. According to another version, it was Javadov who fired first when he saw that his supporters were running away and he needed to stop them at all costs. According to Kudrat Ibragimov, the main organizer and inspirer of the criminal skirmish was the former head of the district, Velimuradov, but for some reason they don’t even think about bringing him to justice. In connection with the murder of German Ibragimov, a criminal case was opened on the grounds of crimes under Part 1 of Art. 105 (“Murder”) and Part 1 of Art. 322, not Art. 317 of the Criminal Code of the Russian Federation, however, there is no progress in solving this crime. In response to the statements of the father of the deceased regarding the inaction on the part of law enforcement agencies, the investigative committee reports that repeated instructions sent by them to the Magaramkent police department to carry out investigative actions remain unheeded. It is already the fourth month since that fateful day, but the criminals, whose names are well known in the local police department, have still not been found. Moreover, everything possible is being done to drag this matter out indefinitely.
A month after the death of Herman, his third child was born, that is, through the fault of the greedy rulers and their servants, a man came into this world without a father. His family still has not been paid the required lump sum compensation or survivor's pension as required by law. The police department states that Ibragimov was on vacation at that time, and therefore his death cannot be recognized as a death in the line of duty. Unlike Bagirov, who actually chickened out and hid while people in his area were killing each other, German was one of the few who tried to stop the lawlessness. Although the police law requires the performance of official duties at any time if an employee witnesses a crime. Thus, the order of the Ministry of Internal Affairs of the Russian Federation dated February 27, 2003 No. 121, in subparagraphs “e” and “g” of paragraph 2.8, states that the performance of official activities (performance of official duties) by employees means: “actions to protect life, health, honor and personal dignity; other actions to ensure the legitimate interests of the individual, protect public order and ensure public safety (fires, accidents, natural disasters, etc.), as well as actions recognized by the court as committed in the interests of society and the state. In this case, why was the title “Hero of Russia” given to the former Minister of Internal Affairs of Dagestan Adilgerey Magomedtagirov, since he was at a wedding at the time of the murder? In the conclusion of the internal inspection, carried out on the proposal of the head of the Magaramkent MSO Investigative Committee under the Prosecutor's Office of the Russian Federation for the Republic of Dagestan Butaev and the prosecutor of the Magaramkent region Khanamirov and approved by the Minister of Internal Affairs of the Dagestan Abdurashid Magomedov on September 3, 2010, it is said: “For inept coordination of forces and means in suppressing mass riots at the Yarag-Kazmalyar international checkpoint and the inaction shown by subordinates, which led to the death and injury of people, the lack of continuous interaction with the Magaramkent MSO of the Investigative Directorate of the Investigative Committee at the Prosecutor's Office of the Russian Federation for the Republic of Dagestan, expressed in the improper performance of their duties, the head of the Ministry of Internal Affairs of the Department of Internal Affairs for the Magaramkent region, lieutenant colonel police Bagirov Agabek to warn about incomplete official compliance.” The maximum that Bagirov can face in this situation is deprivation of his bonus. The reason why the leadership of the local police department is delaying the case is that if Ibragimov’s murder is found to be related to official activities, then all the circumstances of the incident will have to be investigated. It will be necessary to identify the true causes of the conflict, the organizers and leaders of the riots. But Bagirov cannot do this. The video clearly shows how police officers stand next to those whom they themselves are looking for today. But someone gave them the order to look after the bandits while they were shooting?

Three years ago, the head of the Dagestan customs, Ruslan Yakhyaev , spurred on by assurances of support from the head of the FSB Directorate for the Republic of Dagestan, Nikolai Gryaznov , began a war to clear customs of the people of the Minister of Internal Affairs for the Republic of Dagestan, Adilgerey Magomedtagirov . He lost this war.
With the arrival of Vyacheslav Shanshin as head of the FSB Directorate, a new stage in clearing customs of corruption began. The head of the Derbent department of the FSB, Magomed Magomedov , the head of the Yarag-Kazmalyar checkpoint, Makhach Agabalaev , were removed from their posts, and the head of one of the four checkpoints of the checkpoint, Nizami Kekhlerov (nephew of the Deputy Prosecutor General of Russia Sabir Kekhlerov ) was formally promoted to deputy head of this post. The purge resulted in a decrease in controllability at the lower levels of border transfer, a multiple increase in the smuggling of goods, the transportation of drugs, “dark” cars, etc.
In February 2009, a cargo with one and a half tons of drugs in factory packaging was detained in St. Petersburg (which indicates the overt nature of the transportation, without the arrangement of hiding places); 500 kg of drugs from the same batch were detained in the Sverdlovsk region. A few months earlier, in September 2008, officers of the Dagestan Federal Drug Control Service detained four car trailers on the territory of the republic - no drugs were found, but all four cars contained contraband cargo.
The incident was noticed at the federal level. There was a threat of serious resignations. Ruslan Yakhyaev was received in Moscow by the head of the Federal Customs Service of the Russian Federation Andrei Belyaninov . Viktor Ivanov, . ” As a result, the case was presented as if Dagestan customs officials deliberately allowed the cargo to cross the border in order to gather operational material. Several operational accounting cases were opened retroactively, and award materials were presented for several individuals.
With the change of leadership of the republic, the wind stopped blowing in the sails of the Magomedovs’ boat. A relative of the head of the republic, Khalalmagomedov, will apparently win back his position at the sea gates of Russia. Alexey Kolesnikov has already been transferred as deputy to the same post. Nizami Kekhlerov again serves the fatherland with the rank of head of the station, Makhach Agabalaev wins trials in the courts, but will not be restored to his position. The head of the Federal Drug Control Service for the Republic of Dagestan, Azizbek Cherkesov , after three years of unsuccessful struggle with the now deceased Minister of Internal Affairs for a place in the sun of Yarag-Kazmalyar, finally made his way to the state border of the Russian Federation: a Federal Drug Control Service checkpoint was established on the border. It is planned to open a new customs post in Derbent. There is reason to believe that customs posts will appear somewhere else on the territory of Dagestan, and then there will be more space under the customs sun.
