The Eurasian Economic Union (hereinafter referred to as the Union) has introduced mandatory preliminary notification of customs authorities when importing goods into the customs territory of the Union member states.
It is necessary to submit information to the customs authorities of the country of import, the composition and timing of submission of which depend on the type of transport on which the goods are transported. Preliminary information can be submitted in the form of an electronic document. Information in electronic form about goods and vehicles before they cross the customs border of the Union is provided for the purpose of assessing risks and making preliminary decisions on the selection of objects, forms of customs control and measures to ensure customs control, as well as for the purpose of accelerating customs operations and optimizing the implementation customs control. The purpose of presenting preliminary information determines its composition and the persons who have the right or obligation to present it.
The obligation to provide information used to assess risks and make preliminary decisions on the selection of objects, forms of customs control and measures to ensure customs control is assigned to the carrier or a person acting on his behalf. Persons who have the right to submit preliminary information in order to speed up customs operations and optimize customs control are defined in paragraph 4 of Article 82 and Article 83 of the Customs Code of the Union.
The regulation of preliminary notification is based on the provisions of Article 11 of the Customs Code of the Union, which entered into force on January 1, 2021. In accordance with this article, the composition, structure and format of preliminary information, the procedure and timing of its submission, the procedure for the formation and use of preliminary information in the form of an electronic document, persons who are obliged or have the right to submit preliminary information to customs authorities are determined by the Eurasian Economic Commission.
Procedures for submission, use and registration of preliminary information
Currently, the Decisions of the Board of the Eurasian Economic Commission are in force, establishing the obligation, procedure and deadlines for submitting preliminary information in relation to goods intended for import into the customs territory of the Union by water, air, rail and road transport, as well as the procedure for its registration and use:

Structures and formats of preliminary information
For each type of transport, Decisions of the Board of the Eurasian Economic Commission have been adopted, defining the structures and formats of preliminary information.
The following came into force on April 1, 2021

- structure and format of preliminary information on goods intended for import into the customs territory of the Eurasian Economic Union by road transport , (identifier R.042) version 1.1.0 , approved by the Decision of the Board of the Eurasian Economic Commission dated November 28, 2018 No. 194 (as amended by the Decision Board of the Eurasian Economic Commission dated October 20, 2021 No. 130).

Attention to interested parties
The Board of the Eurasian Economic Commission on the subject of preliminary information additionally adopted the following Decisions and Recommendations:
- Recommendation No. 28 dated December 18, 2021 “On the Procedure for electronic interaction between the customs authority and the authorized bodies of a member state of the Eurasian Economic Union exercising control (supervision) at the customs border of the Union, upon prior notification”;
- Decision No. 50 of April 2, 2021 “On the non-application of certain recommendations of the Board of the Eurasian Economic Commission.”
At the site of the Eurasian Economic Commission in 2021, an expert group on preliminary information was created and is functioning under the Advisory Committee on the interaction of regulatory authorities at the customs border of the Eurasian Economic Union. During the meetings of the expert group, proposals and comments received from authorized bodies in the areas of customs regulation are discussed, sanitary, veterinary-sanitary and quarantine phytosanitary control (supervision), transport control, representatives of business communities, departments of the Eurasian Economic Commission.

- Requests for an electronic advance notification number must be submitted to us electronically. They are accepted 24 hours a day, seven days a week;
- After receiving the application, our employees check all attached documents and process them.
- We conclude an agreement (possibly remotely, a facsimile copy is enough to start work);
- The EPI number is sent to the client electronically or via SMS to the driver’s phone number. The time for processing an application and obtaining an EPI number depends on workload and can range from 30 minutes. up to 2 hours.
