Features of customs clearance of trucks in Russia

When imported into Russia, trucks undergo a customs clearance procedure - they are declared at customs. When clearing trucks through customs, you are required to pay customs duties, VAT, excise taxes and fees.

Only legal entities and individual entrepreneurs have the right to import and carry out customs clearance of trucks in Russia. Individuals cannot carry out customs clearance of trucks.

Important! Customs clearance of trucks and truck tractors whose environmental class is lower than Euro 4 standard is not carried out!

Information about the environmental class is contained in:

  • Vehicle type approval (VTA);
  • Certificate of Conformity;

Customs clearance of trucks involves providing the following documents to customs:

  • Customs declaration;
  • Foreign trade contract;
  • Invoice (invoice from the seller);
  • Documentation confirming the fact of payment for the goods (payment documents, bank statements);
  • Documentation confirming compliance with established prohibitions and restrictions (for example, documents confirming that the imported truck is not a military product);
  • OTTS or SBCTS (vehicle safety design certificate of category N1);
  • Documentation confirming the vehicle's compliance with emissions - a consolidated list (you will need to provide a Certificate of compliance with technical regulations TR CU 010/2011 - the document is issued by a Russian accredited body);
  • Technical documents containing information about the make, model, production date of the truck, engine displacement, its type, environmental class, number of seats other than the driver’s seat, and other necessary information;
  • Also, when importing trucks or their spare parts, documents confirming compliance with intellectual property requirements may be required: written permission (power of attorney) from the trademark owner or his representative. Before carrying out customs clearance of a truck, it is necessary to find out whether this trademark is included in the Register of Intellectual Property Objects (ROIS) of the Federal Customs Service of Russia.

OTTS – vehicle type approval. This document is required for customs clearance of a commercial batch of trucks. OTTS confirms that the declared vehicles comply with the requirements of the Certification System for Motor Vehicles and Trailers. The declarant must receive a document for each declared vehicle in advance in order to have time to submit it along with the customs declaration. The validity period of approval usually does not exceed 3 years. OTTS is the basis for issuing PTS and registration.

SBCTS is evidence of the safety of the vehicle design. This document is required for customs clearance of imported used vehicles, and is also submitted to the customs authority along with the customs declaration. When clearing trucks through customs, you will need SBCTS of category N1. When clearing trailers and semi-trailers through customs – category O. As a rule, the SBCTS is issued complete with a certificate of compliance with the environmental class. Required documents: copy of the declarant's identity document; PTS; a copy of documents confirming the ownership of the vehicle; certificate of compliance with environmental class; copy of OTTS.

Cars that are allowed to be imported into Russia

So that you can get a title for an American car and register it with the traffic police:

  • The vehicle must comply with an environmental standard of at least EURO-5, which regulates the maximum permissible content of harmful compounds in exhaust gases. Cars that meet EURO-5 requirements began to be produced in the United States in 2009.
  • A vehicle imported into the Russian Federation must have the ERA-GLONASS system installed. This applies to both new and used cars. This system allows you to automatically send an alarm signal to emergency services in the event of an accident, and also provides voice communication with them.

What do you need to remember when clearing a truck through customs?

Customs clearance of one truck. According to the Resolution of the Council of Ministers of May 18, 1993 No. 477 “On the introduction of vehicle passports,” trucks with an engine whose displacement is above 50 cm³ are subject to mandatory registration. Customs clearance of trucks is completed after the declarant is issued a passport (PTS).

Customs clearance of a commercial consignment of trucks. Together with the customs declaration, the OTTS is submitted to customs. A vehicle type approval must be issued for each declared vehicle.

Customs clearance of a used truck. The customs declaration is submitted together with the Vehicle Construction Safety Certificate – SBCTS category N1. When clearing trailers (semi-trailers) through customs – SBCTS category O.

  • Used trucks over 7 years old.

Excise tax on imported trucks. Let us remind you that trucks are excisable goods, that is, upon import they are subject not only to customs duty, but also to excise duty. The amount of excise tax is not constant, it depends on the product code in the Unified Foreign Economic Activity Code, and is levied in rubles for each unit of horsepower. The amount of excise duty can be 1302 rubles, 714 rubles, 45 rubles. per horsepower, and for some groups of goods there may be no excise duty at all (for example, on trucks for transporting highly radioactive materials).

VAT on imported trucks. VAT is a mandatory tax levied upon customs clearance of a truck. The funds collected go directly to the country's budget. Until 2021, when clearing trucks through customs, a VAT rate of 18% was applied. Today it is 20%.
