Features of customs clearance of products will largely depend on the type of product and the country in which it was produced. Some Central Asian countries are members of the EAEU. There is a single customs zone between them and Russia, so customs clearance of goods delivered from Kyrgyzstan and Kazakhstan is not carried out.

Taking into account the type of transport by which the cargo will be delivered to Russia, goods can be registered:

  • at airports (Sheremetyevo, Vnukovo, Domodedovo and others);
  • at automobile checkpoints;
  • at railway stations.

The cargo can be cleared at the place of arrival or at any customs post. If the places of registration and the location of the cargo coincide, then it is cleared through customs at the customs post located on the territory of the temporary storage warehouse. At the same time, the actual location of the cargo has recently not been of fundamental importance, since it can be declared through the regional EDC.

The processing time for cargo from Central Asia is standard, and the procedure takes up to 4 hours if customs does not find problems with the cargo or inconsistencies in the documents. How to clear a car through customs in Tajikistan: how much does it cost?

Customs clearance is a set of procedures by which a car is imported from abroad into the territory of Russia. Customs clearance is carried out at the border of states, and it is carried out by employees of the Federal Customs Service of the Russian Federation. Customs clearance consists of many stages - providing the car for inspection, preparing documents, conducting an inspection by customs officers and others.

In most cases, customs clearance of a car is a paid procedure, and to import a car you must pay a large customs duty (although some people are exempt from paying it).

Main stages:

  1. Before leaving for another country, calculate the total cost of customs clearance. Then visit any customs office in Russia, put this money on deposit and receive a certificate.
  2. Visit another country and buy the car you need. Be sure to get papers for the car (sale and purchase agreement, technical papers, checks).

For successful customs clearance, the car owner needs to prepare the following documents:

  • Personal passport.
  • Documents for the car (technical papers, purchase and sale agreement, payment receipts).
  • Car insurance policy (purchased in another state).
  • Customs certificate (issued when transferring money to a deposit before the driver leaves for another country).
  • Declaration in form TD-6 (can be filled out directly at the customs point).

The total payment for customs clearance consists of several parts:

  • State fee. This payment is paid by both individuals and legal entities, regardless of the type of vehicle. The registration fee is small - usually from 500 to 2000 rubles, depending on the price of the car. The exact cost of the fee can be found using the table at the end of the list of fees.
  • Customs duty. This payment is also paid by both individuals and legal entities. Its size is influenced by many parameters - the age of the car since its release, engine size and others. Detailed information on calculating customs duties can be found in the next paragraph of the article.
  • Recycling collection. The fee is paid by both individuals and legal entities, and in most cases its amount is 3,400 rubles (young vehicles) or 5,200 rubles (vehicles older than 3 years). A detailed algorithm for calculating the recycling fee can be found in our other article.

Changes in the procedure for calculating duties

According to statistics, most of the vehicles were imported in 2008 - about 95,000 units. Then the volume of imports decreased, and in 2016 fell by 80%. In recent years, cars that were produced back in the 90s have been brought to the Republic of Tatarstan. and in the early 2000s.

However, since February 2021, the Government of the Republic of Tajikistan has banned the transport of vehicles manufactured after 2005 into the country. Then this decision was justified by the fact that such vehicles cause enormous harm to the environment.

Previously, the country had benefits for customs clearance of vehicles, according to which the fee was calculated based on engine volume. During the period of relief, each person could take advantage of the preference once during the calendar year.

The new rules were introduced by decision of the Ministry of Economic Development and Trade of Tajikistan. Department experts calculated that the preferential treatment was mainly used by businessmen, although it was originally intended to stimulate car purchases by private individuals.

The new order, according to the Customs Service of the Republic of Tajikistan, did not affect the car market. Most of the vehicles were still imported under the general regime. The average cost of cars imported into the country was approximately $3,000.

Payments are collected by customs officers. It is not the price of the car that plays a big role, but the amount of duty established in the current year. The payer must independently carry out the calculation and then pay the due amount to the treasury.
