Customs rules when entering Uzbekistan

When arriving in Uzbekistan, you need to go through customs control. To do this, you need to comply with all established rules - take into account import restrictions, fill out a declaration and pay a fee for exceeding the norm. The legislation of Uzbekistan establishes certain restrictions on the import of funds and products.

For citizens of the CIS, a visa is not required , but a valid passport is required at the time of entry and exit from Uzbekistan.

Before arriving in the country, passengers are provided with customs declaration forms. They are filled out in Russian, Uzbek or English. It is necessary to indicate all rubles, dollars and euros that are available, as well as what goods are temporarily imported into the country (for example, a tablet).

The customs officers keep one copy of the declaration for themselves, the second, certified by a seal, is given to the guest. it while traveling around the country : on the way back you will have to fill out the same export declaration. Employees will compare these two documents.

As in Russia, in Uzbekistan foreign citizens must register. This applies to everyone who arrived for more than three days.

When tourists stay at a hotel, this responsibility falls on the administration. If a traveler is staying for three days in each city, there is no need to register. The registration certificate must also be kept, since upon departure back the presence of this document will be checked.

To travel in Uzbekistan, compulsory medical or any other insurance is not required.

Taxpayers

Entrepreneurs are required to pay for their activities and make contributions to the Uzbek budget:

  • Selling agricultural products. Self-produced products are an exception.
  • Providing brokerage services.
  • Providing auditor services.
  • Providing consulting services.
  • Those involved in catering.
  • Those involved in hotel management.

Rules for importing goods into the country

In the process of preparing for your trip, it is worth finding out in advance which goods are prohibited for import into Uzbekistan and which are not. There are quite a few restrictions on imports.

It is allowed to import into the country:

  • The law establishes a list of goods that can be imported into Uzbekistan without paying state duty.
  • Travelers from countries that do not border Uzbekistan are allowed to carry items intended for personal use up to $1,000.
  • For residents of neighboring countries (Afghanistan, Tajikistan and others), this limit is much more modest - only 10 dollars.

The procedure for importing goods has also been simplified on the basis of Resolution No. PP-3512 of February 6, 2021, and the norm and frequency of import have also been determined:

When importing goods for their own needs in excess of these norms, individuals pay the following customs duties.

Customs duty on import of goods in excess of the norm

  • fee from individuals - in the amount of 20% of the value exceeding the norms for duty-free import;
  • customs duties - at established rates on the value exceeding the norms for duty-free import;
  • excise tax - at established rates on the value exceeding the norms for importing goods without paying excise tax;
  • value added tax - in the amount of 20% of the value exceeding the norms for duty-free import, to which is added the amount of customs duty payable, and for excisable goods also the amount of excise tax.

It is prohibited to import into the territory of the Republic of Uzbekistan

  • materials that may undermine the state and social order, violation of territorial integrity, political independence and state sovereignty, promoting war, terrorism, violence, national exclusivity and religious independence, racism and its varieties (anti-Semitism, fascism), as well as pornographic materials;
  • scrap and waste of non-ferrous metals;
  • silkworm cocoons suitable for unwinding, raw silk (untwisted), silk waste (including cocoons unsuitable for unwinding, cocoon thread waste and loosened waste);
  • narcotic drugs, psychotropic substances and precursors without permission from the Ministry of Health of Uzbekistan;
  • grain: wheat, rye, barley, oats, corn, buckwheat;
  • bakery products (except flour confectionery products, cakes, cookies of own production);
  • wild species of medicinal, food and ornamental plants listed in the Red Book;
  • rare and endangered animal species;
  • used and new vehicles with categories M2, M3 and N1, running on both gasoline and diesel and having a degree of contamination exceeding the EURO-3 environmental standard;
  • Leather raw materials (including non-standard), fur raw materials, incl. astrakhan (including non-standard);
  • medicines and medical equipment without permission from the Ministry of Health of Uzbekistan;
  • radio-electronic equipment from high-frequency devices without permission from the Center for Electromagnetic Compatibility of the Ministry of Communications of Uzbekistan;
  • ozone-depleting substances and products containing them, without permission from the State Committee for Nature Protection of Uzbekistan;
  • flour, cereals, livestock, poultry, meat and food by-products, sugar, vegetable oils (the maximum norms for the export of these goods by individuals are established by the legislation of the Republic of Uzbekistan).

Items subject to customs clearance

  • Cash foreign currency in the amount of up to 5,000 US dollars or its equivalent in another foreign currency is allowed into the Republic of Uzbekistan with the obligatory completion of a customs declaration, and cash foreign currency in the amount exceeding the equivalent of 5,000 US dollars is allowed into the republic by customs authorities with the issuance of a certificate of the TS- form. 28.
  • Precious metals and stones, pearls, as well as jewelry and other products made from them.
  • Items of artistic, historical, scientific or other cultural value.
  • Items and valuables subject to customs duties.
  • Items subject to import and export under special permits from authorized state bodies of the Republic of Uzbekistan.
  • Items prohibited for import into the Republic of Uzbekistan and export abroad.

It is prohibited to import

– printed works, manuscripts, cliches, drawings, photographs, films, negatives, film, video and audio products, recordings, sound materials aimed at undermining the state and social system, violating territorial integrity, political independence and state sovereignty, promoting war , terrorism, violence, national exclusivity and religious hatred, racism and its varieties (anti-Semitism, fascism), as well as pornographic materials;

– narcotic drugs, psychotropic substances and precursors without permission from the Ministry of Health of the Republic of Uzbekistan;

– jewelry made of precious metals and precious stones for commercial purposes without a license issued by the Ministry of Foreign Economic Relations, Investments and Trade of the Republic of Uzbekistan (the norm for an individual to import jewelry made of precious metals and stones, not subject to customs duties, is 5 items with a total weight of no more than 30 grams);

– medicines and medical equipment without permission from the Ministry of Health of the Republic of Uzbekistan;

– radio-electronic means from high-frequency devices without permission from the Uzbek Agency of Communications and Information;

– products of plant and animal origin without permission from the sanitary-epidemiological service;

When an individual imports goods intended for commercial activities, mandatory registration of this person as an individual entrepreneur with the right to carry out export-import operations is required.

Rules for leaving the country

First of all, employees of the Uzbek customs service pay attention to the amount of cash that the tourist is carrying with him. Due to the scarcity of foreign exchange, there are strict regulations.

  • Firstly, you cannot export more currency than was imported.
  • Secondly, an amount that exceeds this amount can be taken out of the country only with the permission of the Central Bank.

A resident of Uzbekistan traveling outside the country can take out $2,000 without permission. To export a larger amount, the consent of the Central Bank will be required. You can take out traveler's checks or bank cards.

When leaving the country, you should first take into account the fact that many items are prohibited for export. And punishment for violating customs rules is not always limited to an administrative fine. For some goods you can get a real prison sentence.

Prohibited goods for export from the country

  • silkworm cocoons and materials;
  • almost all grain crops;
  • ethanol;
  • natural pearls and items containing them;
  • fur raw materials;
  • leather raw materials;
  • meat products;
  • weapons, military equipment;
  • non-ferrous metal scrap;
  • horns of some artiodactyl animals.

It is also prohibited to export historical values, animals of rare species, narcotic, psychotropic or explosive substances. There are restrictions on the export of medicines.

The declaration of customs value of exported goods is not completed in such cases

  • if the customs value of the exported consignment of goods does not exceed an amount equivalent to 1000 US dollars (except for the export of goods for commercial purposes);
  • when exporting goods that are personal (economic) property of individuals when their place of residence changes (if there is a mark on deregistration at the previous place of residence);
  • when exporting personal property of citizens of the Republic of Uzbekistan going on long business trips, as well as exporting personal property previously imported by citizens of other states leaving the territory of the Republic of Uzbekistan;
  • when exporting samples, promotional materials, goods used for humanitarian aid, and other goods not intended for commercial activities.

The main feature of the system is that tax rates are set not by the Tax Code, but by the decision of the head of state. This happens every year.

Import and export of cash currency outside Uzbekistan

Import of currency

According to the legislation of Uzbekistan, foreign currency can be imported into the territory of the state in unlimited quantities. At the time of import, the traveler will have to fill out a customs declaration on Form T-6.

If desired, a certain amount of currency can be left for storage and picked up on the way back. There are no fees charged. The customs officer must issue one copy of the receipt, Form TC-21, which is stamped.

As for the import of national currency, it is limited to 50 minimum wages. If the imported amount is greater, the customs authority must issue a certificate in the legally prescribed form.

You should also know that import and export of cash national currency of the Republic of Uzbekistan by legal entities - residents and non-residents, with the exception of the Central Bank of the Republic of Uzbekistan, as well as authorized banks with permission from the Central Bank, is not allowed.

Export of currency

Since there is a shortage of foreign currency in the state, the export of cash is strictly regulated. The traveler must not export more than the amount he brought in. When the amount of currency exported by a non-resident exceeds the norm, a banking permit is required.

Allowed

  • residents up to an amount equivalent to 5,000 (five thousand) US dollars without obtaining a permit;
  • for residents in excess of an amount equivalent to 5000 (five thousand) US dollars - with the permission of the Central Bank of the Republic of Uzbekistan;
  • for non-residents - within the amount previously imported into the republic in accordance with the customs declaration. The basis for the export by a non-resident of cash foreign currency in excess of the amount specified in the customs declaration of form T-6 (filled out upon import) or certificate TS-28 (issued by the customs authority upon import) is a banking permit;
  • The export of traveler's checks is permitted with an indication of their quantity in the T-6 customs declaration.

Transferring a bank permit to export cash foreign currency to other persons is not permitted.

Counterfeit cash foreign currency discovered during customs control is not subject to entry. Counterfeit currency is delayed with the execution of procedural documents in the manner prescribed by law.

Personal inspection

Personal search at customs is a last resort. The employee must have reasonable grounds that the person is attempting to violate the rules. Usually those who have already found prohibited goods in their luggage are subject to personal search.

When going through customs inspection, it is very important to know the following rules:

  1. Personal search is used only if the person actually violates customs rules.
  2. The decision to carry out the procedure is made by the head of customs. An ordinary inspector does not have the right to make a decision on a personal search
  3. Before the inspection, the person must be asked to hand over prohibited goods voluntarily. And proceed with the inspection only after his refusal.
  4. All participants in the personal search, including witnesses, must be of the same gender. Everyone else is prohibited from attending or observing this procedure.
  5. Customs officers have the right to inspect only the suspect's belongings. A doctor must be invited to examine the body.
  6. The medical professional has no right to give medications or perform any tests to the person being examined.
