What is a customs authority code, where to find it and how to fill it out correctly

Payment of payments to the Federal Customs Service (Federal Customs Service) requires the declarant to be especially careful and attentive in the process of filling out documents, as well as the correctness of the amounts indicated. Thus, an error when filling out the details fields can lead to the money sent being “lost”. And the return will take up to 3 months.

In general, all payment orders addressed to the Federal Customs Service are the same. There will be differences only when filling out several fields (106, 107 and 108). We will tell you about their content and rules for filling them out.

What is a customs authority code

This is an 8-digit code (for example, 10013000 - Moscow Regional Customs), assigned to each border and internal post of the Federal Customs Service of the Russian Federation. FCS posts (the lowest level in the customs system), in turn, report directly to customs or regional departments. However, it is at the post level that most of the import-export operations for declaring, importing and exporting goods are carried out.

When and why is it needed

The code is needed to determine at which customs post (CP), customs office and in which region the registration act is carried out.

Note. It is not the post code that is indicated, but rather the code of the customs office on whose territory the post is located. For example, if you are registering imported cargo at the Mozhaisk TP, then you should write the code of the Moscow Regional Customs.

Payment orders are formed according to special and general rules, which are enshrined in the order of the Ministry of Finance of Russia dated November 12, 2013 No. 107n. How to correctly fill out field 107 in a payment order

In order to correctly fill out column 107 in the customs payment slip, you should understand how it differs from the tax receipt. So, for tax receipts this column is provided to reflect a specific tax period. But in payment cards, a field is reserved for the code that is assigned to the Federal Customs Service of Russia.

To fill it out correctly, the payer must find out at which customs office the payment will be made at this location. That is, what code does the higher customs office have for accepting transferred funds.

For example, Bryansk customs has 10 inspection posts. Each of them has an individual code. But when a company fills out the customs authority code, in field 107 of the payment card they indicate the numbers of the central office of the customs office of the Bryansk region. This code looks like this: 10102000.

Reference. The most common mistake when filling out column 107: there is a code in the payment purpose, but not in 107. The customs code must be in column 107 of the payment order. If an error is made, please contact the FCS payment department to correct it. Changes are made in the payment order, and the money becomes “visible” at the post within three to five working days,

What to do if payment is late

If there is a delay, the law requires the payer to pay a penalty. Their volume directly depends on the period of the late payment.

There are KBK codes designed specifically for paying penalties. The payer fills out all other fields as in a customs payment receipt.

If it is necessary to pay penalties at the request of the Federal Customs Service, then additionally fill out:

  • field 106, where the code “TK” or “TU” is entered;
  • in field 108 indicate the date of the request.

Who carries out sanitary and quarantine control

Sanitary and quarantine control is carried out by Rospotrebnadzor - it maintains its own risk level system, introduces prohibitions, issues permits and carries out actual control at checkpoints.

Before importing goods, the company receives a permit from Rospotrebnadzor - a certificate of state registration (CGR). State registration is one of the forms of assessing the conformity of products, like certification and declaration. Registration confirms that the product meets sanitary and hygienic standards.

When submitting a declaration under the release procedure for domestic consumption, you must attach the SRS. Otherwise the goods will not be released.
