What is the CN 22 customs declaration and how to fill it out correctly


International postal shipments, as well as any export and import operations, cannot do without customs control. Therefore, for most of them you have to fill out customs declarations. But the process of declaring parcels and packages is much simpler than the process of drawing up and submitting a cargo customs declaration, which is required from individual entrepreneurs, legal entities and individuals crossing the border with large cargo.

Small packages and parcels should be declared using form CN 22, but larger items should be declared using form CN 23. To avoid making a mistake in choosing a document, we recommend that you familiarize yourself with the rules for their use and the principles for filling out the form.

What is a customs declaration CN 22

Russia is part of the Universal Postal Union (UPU), created to ensure reliable postal services around the world. According to the UPU charter, which was adopted in Vienna in 1964, this union is designed to stimulate the sustainable development of universal postal services to ensure high-quality and effective communications between the inhabitants of the planet.

The charter contains a special document - the Regulations on Written Correspondence. It is here that the CN 22 and CN 23 declarations are mentioned. These two forms are used for smooth postal delivery of international shipments by UPS Mail Innovations and UPS SurePost. This is sort of the USPS equivalent of a commercial invoice, which also defines the products being shipped and their value.

Reference. If you are making shipments within the Eurasian Economic Union (EAEU), which unites Russia with Kazakhstan, Armenia, Belarus and Kyrgyzstan, you do not need to fill out these two forms.

CN 22 is required when sending parcels and small packages whose value does not exceed 300 SDR (an artificial unit of payment issued by the International Monetary Fund, used exclusively in non-cash form). The rate for SDRs is set in the same way as for currencies - the IMF updates it every day.

It is worth noting that CN 22 is used less frequently than CN 23. To understand why this happens, let’s take a closer look at the second type of declaration.

Declaration of conformity with the requirements of the technical regulations of the Customs Union (TR CU)

When transporting certain types of products across the border, a declaration is required confirming their compliance with the Technical Regulations of the Customs Union (TR CU). Product groups that are subject to technical regulations of the Customs Union are defined in a special nomenclature prepared by the Federal Customs Service for explanatory purposes. These lists contain HS codes for goods subject to declaration taking into account the CU TR, as well as types of necessary permits (certificates, customs declarations, state/registration certificates) that will be attached to the main TD.

The declaration is completed electronically, and all information about issued documents is archived in the electronic register of customs and other declarations and certificates on the website of the Russian Accreditation Agency. The authenticity of the document can be checked by the assigned number, by the name of the applicant and other requests; In this case, fakes are excluded.

How to get

The declaration of conformity is issued by the authorized certification body based on the results of mandatory studies (tests) of the quality of the declared products. To receive it, you must provide electronic copies of:

  • certificates of registration of the enterprise, OGRN and TIN, certified by signature and seal;
  • exact details of the company receiving the declaration;
  • product descriptions (technical characteristics and scope of application);
  • for importers - copies of the supply contract;
  • application completed in the prescribed form.

The recipient of the CU TR declaration of conformity can be only 1 legal entity (and not several companies) or individual entrepreneurs registered in any EAEU state. Foreign companies without registration in the Russian Federation or the EAEU cannot act as applicants.

To check the relevance of the declaration of conformity with the TR of the Customs Union, you can use the official website of the State Register of issued and issued certificates and other documentation. Filling rules

In the CN 22 customs declaration, eight fields are filled in, in each of which the following information is indicated:

  1. They describe in detail the items being sent, specifying their quantity and unit of measurement (for example, two men's cotton shirts). This especially applies to goods subject to quarantine (products of animal and plant origin, food products, etc.). You should also indicate the category of the parcel (gift, documents, commercial sample, etc.).
  2. All of each item in kilograms.
  3. Their cost.
  4. TN VED code (Commodity Nomenclature for Foreign Economic Activity). This, as well as the fifth paragraph, is filled out only for commercial shipments.
  5. The country of origin of the goods (for example, the country where they were produced, manufactured or completed). To speed up customs clearance, it is recommended to attach the goods invoice to the outside of the shipment.
  6. Total weight of the shipment.
  7. Total cost of the parcel. Please specify the currency used (for example, “CHF” for Swiss francs).
  8. Signature and date.

Declarations are filled out in Latin letters and attached to postal items either outside or inside. If a document is placed inside the parcel or is difficult to read, a label indicating this fact is affixed to the outside of the parcel.

Attention! To speed up the time it takes to clear customs, fill out the declaration in the language accepted in the country of destination.

Do not forget that when sending parcels and express items for export, customs duties and other payments may arise in the recipient’s country in accordance with its legislation.   • 251-500 g – 300 and 354 rubles;
  • 501-1000 g – 600 and 708 rubles;
  • 1001-2000 g – 990 and 1,168.20 rubles.

When shipping by air, tariffs differ:

  • 20 g – 45 rub. (payment in stamps) and 53.10 rubles. (when paying in cash);
  • 21-100 g – 100 and 118 rubles;
  • 101-250 g – 200 and 236 rubles;
  • 251-500 g – 400 and 472 rubles;
  • 501-1000 g – 750 and 885 rubles;

When sending by air, the speed of delivery of letters abroad is much faster than by land transport. But air delivery is only available for overseas shipments.
