Real income

The Ministry of Economic Development of the Russian Federation in its review “Picture of the Economy. January 2019" named the reasons for the fall in real incomes of the population and GDP growth. Although wages increased in real terms by 6.8% in 2021, real incomes of the population decreased by 0.2%, and the dynamics were uneven for groups with different incomes. The incomes of wealthier citizens fell first due to falling income from bank deposits, rising property taxes and rising mortgage payments. At the same time, the incomes of less affluent groups of the population were supported by an increase in the minimum wage and salaries in the public sector, as well as an increase in payments to families with children. Record GDP growth, which amounted to 2.3% in 2021 (after 1.6% a year earlier), was recognized as unstable and caused by one-time factors. This year, according to the ministry's calculations, economic growth will slow to 1.3%. According to Rosstat, Russians’ incomes have been falling for the fifth year in a row. The last time real incomes of Russians rose was in 2013; over the year they grew by 4%. In December 2021, the fall in Russians' income in monthly terms was estimated at 2.9%. Rising inflation forced the Ministry of Economic Development to change the wording of the inflation forecast for 2019: instead of the figure of 4.3%, the range is now 5.5-5.7%. But the inflation estimate for February is 0.5-0.6%, after being around 1% in January. According to January results, inflation for the year reached 5%.

That amnesty ends

The Ministry of Finance will not extend the capital amnesty in Russia in the form in which it is valid until March 1, 2021, said Deputy Minister of Finance I. Trunin. At the same time, the department will maintain guarantees for those investors who will transfer their assets from abroad to special administrative areas.

A procedure is being established to provide telecom operators with technical means to counter threats to the integrity, stability and security of the Internet in the Russian Federation. These funds will be provided free of charge by Roskomnadzor. The agency will also determine “the procedure, terms and conditions for the installation of technical means, as well as requirements for communication networks when using them.” Telecom operators who have installed such equipment are exempt from the obligation to block information prohibited in the Russian Federation, since this will be done by Roskomnadzor.
