During the four months of Alexander Povod’s leadership of the North-West Customs Administration, almost all the key leaders of these regional departments lost their posts. For market players, the list is interesting.

• On January 21, Colonel of the Customs Service Evgeniy Kushnarenko , former head of the Sheremetyevo Airport cargo customs post of the Sheremetyevo Customs became the Deputy Head of the North-Western Customs Union - Head of the Federal Customs Revenue Service.

Alexander Povod also initiated the move of electronic declaration centers from private to federal sites. For several years, the Baltic EDC was located on the territory of Phoenix LLC, the owner of the Port Bronka marine terminal, and the St. Petersburg EDC was located on the territory of Tamarix LLC, which owns a large logistics complex in Shushary. This state of affairs caused dissatisfaction among participants in foreign economic activity - they regarded the location of EDCs on private territories as providing the owners of these territories with a competitive advantage. Other players in the foreign economic market believe that today business gives away this competitive advantage calmly, since little depends on EDCs. The main problems of smugglers come from inspection services and the FCS Customs Risk Control Department.

On February 22, 2021, Alexander Povod informed the author of the article that the relocation of the Baltic EDC begins on February 25, and the St. Petersburg EDC begins on March 25. Both EDCs are moving to buildings that are on the balance sheet of NWTU divisions, in full compliance with the requirements of current legislation. In fact, the previous head of North-West Technical University, Alexander Getman, did not have time to do this. Information Lieutenant General of the Customs Service Alexander Povod became head of the North-West Customs Administration on November 12, 2021. He replaced Alexander Getman, who left his post in a bad atmosphere. The presidential administration refused to assign him the next rank - Colonel General of the Customs Service, expressing doubts about the correctness of his acquisition of real estate. At the end of September last year, Getman was fired from the customs service due to loss of confidence. To be correct, it should be noted: there were no reports of Alexander Getman being brought to justice, nor of any official complaints against him from law enforcement agencies.
