As the head of a department in the Customs Inspection Directorate of the Federal Customs Service of Russia, she specialized in organizing inspections of persons engaged in the wholesale and retail sale of foreign-made goods and protecting intellectual property rights, and also developed and implemented customs audit methods when conducting customs inspections of persons after the release of goods.

As Kommersant has learned, the leadership of the Federal Customs Service (FCS) has replaced the head of the Main Directorate of Federal Customs Revenue and Tariff Regulation. Boris Shkurkin, who was engaged in reform and strengthening of management in connection with the creation of the Customs Union, was unexpectedly replaced by his deputy Olga Komarova. Mr. Shkurkin became an adviser to the head of the Federal Customs Service Andrei Belyaninov. The Federal Customs Service calls the replacement of the customs officer involved in the conflict with Gazprom, the reform of the North-West Customs Administration and the transfer of customs clearance to the border, “purely technical.”

The head of one of the key departments of the central apparatus of the Federal Customs Service - the Main Directorate of Federal Customs Revenue and Tariff Regulation (GUFTDITR) - has been replaced. The Federal Customs Service of Russia did not publish an order for the resignation of Boris Shkurkin, who is considered by the FCS to be the personal protégé of the head of the service Andrei Belyaninov and who has headed the department since March 2007, from this post. Nevertheless, the press service of the department confirmed to Kommersant that Mr. Shkurkin is now an adviser to the head of the service, Andrei Belyaninov. The name of the new head of the department is already known - this is Boris Shkurkin’s first deputy, Olga Komarova, her name has been indicated since the beginning of the week as the head of the department on the official website of the Federal Customs Service of Russia.

Back on June 29, Ms. Komarova attended a FCS seminar on service reforms in connection with the creation of the Customs Union, as Mr. Shkurkin’s deputy. The activities of Boris Shkurkin himself in the FCS were also connected with the Customs Union. On May 4, 2010, in an interview with Rossiyskaya Gazeta, he himself reported on the order signed by Mr. Belyaninov on the partial reorganization (in connection with the creation of the Customs Union) of the central apparatus of the Federal Customs Service of Russia: five divisions of the liquidated customs inspection department will be merged into the GUFTTDiTR. On the FCS website, the customs inspection department headed by Oleg Grachev is listed as active; according to Boris Shkurkin, the changes were supposed to come into force on July 2. But the official himself, who, according to Kommersant’s information, received, along with the post of adviser to the head of the FCS, a new rank - major general of the customs service, obviously, will lead a strengthened division of the service, which will unite both the financial and internal audit structures in the FCS itself, has already will not be. The press service of the Federal Customs Service called the personnel changes in the GUFTADiTR “purely technical”, refusing to disclose the reason for them and explaining that the personnel movement of Mr. Shkurkin has nothing to do with the Customs Union.

Since 2007, Boris Shkurkin has become one of the frequently mentioned managers of the Federal Customs Service. The head of the GUFTTDiTR took an active part in the dispute with Gazprom over the assessment of customs duties, which the FCS, after many years of litigation, nevertheless lost (see Kommersant of February 16) and was forced to return tens of billions of overpaid duties to the gas monopoly. Mr. Shkurkin led an inspection of the central apparatus of the Federal Customs Service of Russia at the beginning of 2009 in the North-West Customs Administration (NWTU) (see Kommersant on April 8, 2009), which began large-scale personnel changes in the key region for customs from the point of view of import administration . The latest reforms in the North-Western Territory are related to the concept of transferring customs clearance to the border, the implementation of which was carried out by the GUFTDiTR. Boris Shkurkin, at the beginning of 2010, was considered, according to Kommersant, as a real candidate for the post of head of the North-West Technical University (he eventually became a customs officer from Bashkiria, replacing Mikhail Prokofiev, who resigned from customs Mikhail Prokofiev). GUFTTDiTR is considered one of the most “politically influential” divisions of the FCS, since it determines systemic changes in customs administration affecting all participants in the near-customs market.

Formally, Mr. Shkurkin received a promotion; no complaints were made against the official. A source in the Federal Customs Service of Russia told Kommersant that perhaps the reason for the change in the leadership of GUFTTDiTR is its involvement in the activities of the Altyn-Zoloto holding (see Kommersant of March 23), whose leadership is accused of smuggling jewelry. However, the name of Boris Shkurkin was never mentioned in connection with the Altyn case by the investigative authorities; according to the Unified State Register of Legal Entities and SPARK, he was not among the founders or co-owners of any structures mentioned in this high-profile case. The only thing that somehow connects Mr. Shkurkin with the jewelry industry is his previous work experience. According to Interfax, in October 2006, Mr. Shkurkin was appointed head of a specialized customs post of the Central Excise Customs, exclusively involved in customs clearance of imports and exports of precious stones and precious metals. Mr. Shkurkin commented on the problems of the Federal Customs Service in the precious metals market in an interview with the Prime-TASS agency on August 18, 2009.

According to Kommersant, Mr. Shkurkin continues to actively work in the Federal Customs Service - for example, last week in St. Petersburg he was inspecting a number of counterparties of the Baltika brewing concern. The scope of his powers at his new place of work is still unknown.
