Immediately after import into the country or before export from the Russian Federation, all goods pass through a special inspection zone by their respective federal services. Multilateral vehicle checkpoint
The Federal Law of the Russian Federation “On the State Border of the Russian Federation” and the Regulations “On checkpoints across the state border of the Russian Federation” give approximately the same definitions of a checkpoint.
A state border checkpoint is understood to be a territory within a railway, automobile station, sea, river port station, airport, airfield open for international traffic, as well as another specially equipped place where border and, if necessary, other types of control and passage of persons, vehicles, cargo, goods and animals across the state border.
The checkpoint within the territory of the specified objects includes a complex of buildings, premises, structures with the corresponding technological equipment, in which the border, customs and other types of control authorities, internal affairs bodies, as well as transport and other enterprises and organizations that provide work carry out official activities checkpoint.
Depending on the size of the checkpoint, its location, and the significance of the direction in which it is located, the quantitative and qualitative composition of the control authorities performing their functions in the territory of the checkpoint is determined.
The basic number of control services at a multilateral automobile checkpoint operating 24 hours a day is determined by seven government agencies. Namely:
1) Federal Border Service (FBS), whose activities are subject to the law “On the State Border of the Russian Federation”; (border service of the FSB of Russia)
2) Russian Transport Inspectorate (RTI), whose activities are regulated by the Federal Law “On State Control over the Implementation of International Road Transport and on Liability for Violation of the Procedure for Their Implementation” and the Decree of the Government of the Russian Federation “On State Control over the Implementation of International Road Transport”;
3) Federal Customs Service (FCS), operating in accordance with the Customs Code of the Customs Union;
4) The Sanitary and Epidemiological Control Service (SES), guided by the provisions of the Federal Law “On the Sanitary and Epidemiological Welfare of the Population”;
5) Federal Migration Service (FMS), which performs its functions in accordance with the resolution of the Government of the Russian Federation “Some issues of the Ministry of Internal Affairs of the Russian Federation” and the order of the Ministry of Internal Affairs “On the powers of the Ministry of Internal Affairs, the Main Internal Affairs Directorate, the Department of Internal Affairs of the constituent entities of the Russian Federation in the field of migration”;
6) Veterinary Control Service, the activities of which are determined by the Federal Law “On Veterinary Medicine” and the Decree of the Government of the Russian Federation “On the State Veterinary Service of the Russian Federation for the protection of the territory of Russia from the introduction of infectious animal diseases from foreign countries”;
7) The Plant Quarantine Control Service, which carries out control within the framework of the Federal Law “On Plant Quarantine”.
MAPPs, unlike simplified checkpoints (SCP), provide the widest possible opportunity for the movement of persons and goods across the border. Simplified checkpoints (SCP) provide for the movement of certain goods or groups of goods across the state border.
Automobile checkpoints are multilateral (MAPP), that is, serving citizens of all countries of the world, and bilateral (DAPP - two-way automobile checkpoint), that is, serving only citizens of Russia and a neighboring state, for example, DAPP Borisoglebsk (since 02/01/2012 DAPP Borisoglebsk has been renamed at the Borisoglebsk international checkpoint). In terms of operating hours, checkpoints are 24/7 and operate on a schedule (closed at night or on certain days).
According to the regime at some Russian checkpoints, only the passage of cars is allowed, but crossing the border by bicycle and on foot is prohibited, in others it is allowed to cross the border by car and bicycle, but not on foot, and, finally, in others, where any option of crossing the border is allowed.
In some cases, the regime of a particular checkpoint may allow the passage of only cars or only trucks. This specialization is most often done if there is another checkpoint with a different specialization nearby.
Places of customs clearance for individuals and legal entities
When moving goods by individuals, the same places for customs clearance of goods of individuals are used as for legal entities.
