Customs clearance of a car is a set of mandatory measures aimed at legalizing the operation of a vehicle imported from abroad into the territory of the Russian Federation. The procedure for customs clearance of a car in Russia is a long, difficult process that takes place under strict control and requires certain knowledge in preparing documentation. Customs tariffs depend on several factors. We can say with confidence that they are quite large and can significantly increase the final cost of the product. And yet, as a rule, a large number of vehicles are imported into Russia every year. According to the Federal Customs Service, in 2021, imports of passenger cars amounted to 243.2 thousand units, trucks – 24.1 thousand units.

Responsibility for violating the rules

For providing incorrect information, the car owner is subject to a fine of 2,500 rubles, which in some cases is accompanied by confiscation of the cargo. When a citizen is detained for illegally crossing the border, he is sentenced to pay an amount 3 times the cost of the electric car.

The sanction for evasion of customs duties in the amount of 1 to 3 million rubles provides for a fine of 50,000 rubles or imprisonment for a period of 2 years.

Responsibility for the import of an uncleared electric vehicle into the territory of the Russian Federation is not provided if:

  • the owner has a residence permit in another country;
  • Cars are transported from member countries of the EAEU Customs Union (Kazakhstan, Russia, Belarus, Armenia, Kyrgyzstan);
  • the car is registered in another state or a temporary import permit has been issued.

The period of possession of an unregistered electric vehicle is limited by legal regulations. Once customs clearance has been completed in full, the final stage is the registration of the vehicle with the State Traffic Safety Inspectorate.

Car customs clearance procedure

The customs clearance scheme for a car in Russia consists of the following mandatory steps:

  • Depositing the guarantee amount with the customs authority, obtaining a certificate (before leaving for another country). The deposit amount is calculated based on the cost of the car and its technical characteristics.
  • Departure to the desired country and purchase a vehicle there with all the necessary documents.
  • Providing the inspector with the entire package of documents upon entry back to Russia.
  • Automotive examination. If there are no questions regarding the documents and the car, then an entry permit and a vehicle title are issued, with which you can go for registration at the traffic police. The time allotted for the examination is up to 3 days.

Cars imported into the Russian Federation from another state are subject to requirements that must be taken into account:

  • Import and customs clearance of cars is allowed to individuals and legal entities;
  • The environmental standard of the car is not lower than EURO-5;
  • Mandatory equipment with the ERA-GLONASS system;
  • The cost of customs clearance is calculated personally for an individual car;
  • An individual is allowed to import no more than 1 car per year for his own needs.

  • Migrants, i.e. foreigners moving to the Russian Federation for permanent residence for the first time and who bought a car before entering Russia;
  • Citizens of the Russian Federation planning to import a car from the Russian automobile industry purchased on the territory of a foreign state;
  • Foreign citizens temporarily entering in their own car for a period of no more than 1 year.

Vehicle legalization

In accordance with the rules, the future car owner must:

  1. pre-calculate the cost of the car,
  2. send customs security to the FCS account. Receive a certificate and receipt confirming receipt of funds.
  3. if the final cost of customs clearance is less, the excess funds paid will be returned based on the request. This will take 1 - 1.5 months.

Money is transferred by bank transfer, so it is strongly recommended to make payment in advance. Thus, the buyer can be confident that the necessary funds will reach the addressee by the time they clear customs.

  1. At different customs offices, the regulations for accepting a notice of visit and the place where the vehicle is shown may vary. The customs clearance process is mandatory in all cases. It represents payment of customs duties, paperwork, administrative actions regarding the legality of the cargo. The car of a citizen who decides to clear it through customs must go through customs transit. In this case, the customs inspector issues a transit declaration, which indicates the time of visiting the customs department.
  2. On the appointed day, the registered car is transported to a special warehouse. Here, a specialist checks that the vehicle’s characteristics comply with the data specified in the documentation.
  3. After successfully passing the inspection, the owner receives confirmation of paid state duty (TPO) and PTS. Without these documents in hand, it will be impossible to register the car with the Russian traffic police.

Changes in legislation on customs clearance of cars

The passage of customs procedures is regulated by:

  • Chapter 12 of the Customs Code of the Customs Union (contains a list of necessary documents, a description of the procedure and requirements for the car);
  • Article 16 of the Code of Administrative Offenses (describes fines for violating the procedure and deadlines for registration);
  • Technical regulations of the CU (fifth appendix).

The following requirements apply to imported vehicles:

  • The environmental class of the car is not lower than EURO-5;

  • An individual for his own needs can purchase abroad no more than 1 car per year;

Registering an electric vehicle with the traffic police

BS depends on the category of car:

– passenger cars for non-commercial use – 20,000 rubles;

– commercial vehicles (cars and trucks) – RUB 150,000.

The coefficient depends on the age of the car and is for individuals:

– cars under 3 years old – 0.17;

– cars older than 3 years – 0.26.

Payment for installation of the Era-GLONASS system

About foreigners

From January 2021, customs rules in Armenia are changing. A foreigner will not be able to register a car using simplified registration. During customs clearance, he is already required to present his social card.
